This project is approved. The purchase of nutrient credits will need to be finalized before a grading permit is issued and any documentation should be submitted as soon as possible. Please see below for the next steps in the process. Process; After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder Engineering Review Comments Page 2 of 2 of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin. Note that the nutrient bank must be in the same or an adjacent HUC as the project site. This plan is disapproved, and the reasons are provided in the comments below.The erosion control plan content requirements can be found in County Code section 17-402. a. The E&SC sequence notes references County Environmental Inspector; please change this to the County Erosion &Sediment Control Inspector. Sequence notes also reference building pads that are not shown on plans, please clarify. Comment partially addressed: Note 6 on ESC-3B still includes the old reference. • Response: Note has been revised. Please see sheet ESC-3B. b. Please provide sealed retaining wall plans for walls supporting roads or necessary infrastructure.This also includes walls that are close to property lines where this is a danger of affecting neighboring property, either during construction,with later failures, or with pedestrian vehicle safety. c. Comment not addressed:Sealed wall plans were requested to ensure that there is no conflict with the wall construction and infrastructure construction (i.e.trenching through the geo-grid to install storm sewer). Please provide sealed wall plans or a note (preferably on all sheets in the VSMP and Final Site Plan which show any potential conflicts)that states wall design and installation will be coordinated with infrastructure improvements and installation to prevent any potential damage to the construction or operation of either. • Response: A note has been discussed vetted and added to the plans. During our 17 December 2015 meeting with RK&K staff, the possibility of converting the proposed level 1 wet pond to a level 2 wet pond was discussed. We feel that there is some degree of flexibility in the 2:1 flow path requirement for a level 1 wet pond, therefore have deemed your proposed plan acceptable in this regard. However, conversion to a level 2 wet pond would likely require a 2:1 flow path in order to achieve the increased phosphorus load reduction. Comment addressed 3. Zig-zagging diversion dikes have been problematic in the past. Even if the dike is successful, it appears that it would be problematic keeping the proposed inlet protection at inlet 13 clear. Perhaps at an inlet sediment trap similar to the one found under CIP in the VESCH would be more appropriate here? Comment addressed Engineering Review Comments Page 4 of 5 12. Your sediment basin designs include emergency spillways. Emergency spill ways are shown on cross sections but not on plans, please clarify. Note that emergency spillways should not be constructed over fill material. Basins outlets should be designed for a 25 year storm event, otherwise emergency spillways are required [VESCH III -80]. There appears to be a structure and pipe run missing from your plan as pipes 18A and 20A outfall underground. Please clarify. 6. Please clearly show BMP drainage areas. 7. The County requires that pipe slopes be at 0.5% minimum to 16% maximum. Please adjust slopes of pipes leading from structures 23 and 38 as they are 0.4%. 8. Please change plan set title and page titles to "VSMP Plan". D. Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is disapproved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. 1. Please include Albemarle County General Construction Notes. 2. Please show steep slopes overlay districts on proposed plans in order to confirm design standards in 18-30.7.5. Note that single retaining walls within the steep slopes overlays must be no taller than 6 feet. Currently steep slopes overlay districts are only being shown on existing conditions sheets and it is unclear if any of the proposed retaining walls are within those overlays. 3. The E&SC sequence notes references County Environmental Inspector; please change this to the County Erosion & Sediment Control Inspector. Sequence notes also reference building pads that are not shown on plans, please clarify. 4. Please provide sealed retaining wall plans for walls supporting roads or necessary infrastructure. This also includes walls that are close to property lines where this is a danger of affecting neighboring property, either during construction, with later failures, or with pedestrian vehicle safety. 5. The minimum length of sediment trap outlets is 6 feet times the drainage acreage [VESCH III -73], please adjust. Also, the crest of the stone outlet must be at least 1 foot below the top of the embankment. Please adjust traps accordingly. 6. Please show sediment trap outlet/weir stone to the wet/dry grade (ST -2). 7. Please show topography confirming SB -1 drainage area. 8. Should the diversion dike on the west side of ST -2 be in place during the interim plan? Please address. 9. Please show SB -2 drainage area on plans. 10. Temporary slope drainages may be needed for interim slopes, particularly the less than 2:1 slope that traverses the site during the interim phase, and around SB -1. Please address. 11. Please clarify SB -1 removal process. Zig-zagging diversion dikes have been problematic in the past. Even if the dike is successful, it appears that it would be problematic keeping the proposed inlet protection at inlet 13 clear. Perhaps at an inlet sediment trap similar to the one found under CIP in the VESCH would be more appropriate here? 12. Your sediment basin designs include emergency spillways. Emergency spill ways are shown on cross sections but not on plans, please clarify. Note that emergency spillways should not be constructed over fill material. Basins outlets should be designed for a 25 year storm event, otherwise emergency spillways are required [VESCH III -80]. Engineering Review Comments Page 3 of 3 The VSMP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process; After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
