The preliminary site plan for Pleasant Grove New Sanctuary Earlysville Service Center, submitted on
April 27, 2010, has been
reviewed. Current Development Engineering has the following comments:

Preliminary Site Plan Comments
1. Benchmark location, elevation, and datum for topography must be provided. An existing utility or
other known position will suffice. [18- 32.5.6a]
Response: BM is shown at the entrance to the property and has been set for construction (sheet 2).
Datum info is shown in General Note #9 (sheet 1).
2. Please provide source and date of topography and survey. [18- 32.5.6a]
Response: Info is shown in General Note #9 (sheet 1).
3. Please show proposed grading on the property. [18- 32.5.6d]
Response: The existing & proposed grading are essentially the same (sheet 2).
4. The existing street north of the proposed site is Ridgemont Road, not Ridgeway Road. Please
Revise
Response: The street has been changed (sheet 2).
5. Please provide a sight distance triangles at the entrance. Please refer to the Design Standards
Manual.
Response: 1 had planned to provide those in the final site plan. VDOT has given approved for the
entrance location where it is shown on the plan. Also I could not find the triangles in the Design
Manual and was planning to use the VDOT Design since they should be the same.
6. Please provide a Simple Methods spreadsheet illustrating the pre - development and postdevelopment
removal rates of the proposed site.

Final Site Plan Comments (For information purposes only)
1. Professional seal must be signed and dated. [18- 32.6.1]
2. A Water Protection Ordinance application, along with an Erosion and Sediment Control and
Stormwater Management Plan, must be submitted and approved prior to Final Site Plan Approval.
3. VDOT approval must be obtained prior to final site plan approval.
4. Please provide Albemarle County General Construction Notes. Please refer to the Design
Standards nual.
Planning Department
The Planner for the Zoning & Current Development Division of the Albemarle County
Department Community Development will recommend approve the plan referred to above when
the following items have been satisfactorily addressed. (The following comments are those that
have been identified at this time. Additional comments or conditions may be added or eliminated
based on further review.) [Each comment is preceded by the applicable reference to the
Albemarle County Code.]
1. [32.5.6.a] Developer. COMMENTS: Provide developer name and information, as
required by this section.

2. [32.5.6.a] Zoning. COMMENTS:
a. This parcel is within the Airport Impact Area. Please indicate AIA under
Zoning."

b. This parcel is currently subject to SP2008 -25. Provide this information under
Zoning ", and per ordinance, provide a list of all conditions somewhere on this
plan (probably the cover sheet.)
Response: "Zoning" under Site Development Data was changed and all conditio of Amended SP
2010 -01 were added to sheet 1 under General Notes. h) py
c. This parcel is the subject of SP2010 -01, which is currently under review. The
preliminary plan can be approved before SP2010 -01, however it will be a
condition of Final site plan approval that the plan must conform to any and all

Response: Understood.
3. [32.5.6.a] Scale. COMMENT: Please provide a graphic scale on the plan sheet.

4. [32.5.6.a] Datum reference for elevation. COMMENT: Provide benchmarks

5. [32.5.6.a] Source of survey. COMMENT: Please provide specific information related to
source of topography/ boundary data (i.e. date of field survey, etc...)
Response: See Note 9 under General Notes.
6. [32.5.6.a] Tax map and parcel number. COMMENT: County GIS shows different
boundary lines for TMP 31 -14J and 31 -14B. Please address this discrepancy.
Response: GIS is a planning tool and does not always match survey data because of the lack of
accuracy in the GIS database. The data shown on the plan is survey data (recorded in the Clerk's
ll
office), so the county can update its database. This problem is common for small parcels.
7. [32.5.6.a,i] Boundary dimensions. COMMENT: Please show corners of property,
particularly up along Earlysville Road. Boundary line information thru Earlysville Road
does not connect with side boundary lines. Make limits of right -of -way more clear
compared to property boundary. Is line A -H the centerline or the property boundary line?
DiResponse: Notes have been added to sheet 2 to clarify any confusion. See top right and left corners of
sheet 2 for most notes and boundary dimensions.
8. [32.5.6.f] COMMENT: Indicate that this property is within a "water supply protection
v\
k area ". This can be added to Note #1 on the cover sheet.
Response: The Rivanna Watershed is shown in Note 1 of the General Notes.
9. [32.5.6.j] COMMENT: Are there no easements on the property?
tcy Response: Records have been searched and no easements have been found.
10. [32.5.6.1] COMMENT: If easements are required for this project (perhaps by another
commenting division /agency) they must be shown on the plan.
Response: No easements are expected or have been requested.
11. [32.5.6.n] COMMENT: Provide concrete section for dumpster pad.
esponse: Dumpster pad section shown in bottom left corner of sheet 2.
12. [32.5.6.n] COMMENT: Please confirm with your client that VDOT 21B will be the
surface treatment provided in the drive aisle and parking lot. If gravel is the preferred
treatment, additional approvals may be required by the County.
Response: The aggregate base is VDOT 218 but the surface will be prime and double seal (General
Note 14).
X13. [32.5.6.q] COMMENT: VDOT approval is required
Response: Approval has been granted at the shown entrance location.
14. [32.5.6.k] COMMENT: Health Department Director approval is required for proposed
drainfield and reserve. Please submit soils work to my office, or, provide evidence of
previous approval.a
Response: Info was turned in earlier ut copy provided with this response.
15. [SP condition #10] Hours of operation on the cover sheet do not match those approved in
the SP. Please revise cover sheet hours to match those approved with the SP.
sponse: Under General Notes in "SP 2010 -01 Conditions Approved" condition 10 shows the correct
hours of operation.
16. [SP condition #4] Provide fence detail to ensure compliance with condition.

17. COMMENT: Arrow tips do not appear for adjacent property information callouts for
properties to the west (TMP 31 -14D4, 14D3).

18. COMMENT: Please clarify notes #21 and #22, that those things will be provided with

19. COMMENT: Please clarify that the Special Use Permit that was approved on Aug. 5,
2009 was SP2008- 25.... Although, this note may be removed if you provide this
information under "Zoning ".

20. COMMENT: Please revise Note #1 to read, "..a watercourse, but is in the Rivanna...."

required.
