The engineering review for current development can recommend approval once the following items are adequately addressed: 1. Existing site conditions appear different than what is on the County's GIS maps, please include a date of topography to ensure it is more recent than the available County data. [ 18- 32.5.6.a] 2. Please show the existing boundary line between parcels 32 -22 and 32 -22M. Please label tax map parcel numbers on the plan. [ 18- 32.5.6.a] 3. Please add the phase lines on the plan so it is clear what Phase Two encompasses. [18- 32.5.6.c] 4. Please label the right -of -way and width of Northside Drive. [18- 32.5.6.i] 5. Critical slopes waiver was granted for parcels 32 -22 and 32 -22M with SDP1 999001 1 1 . 6. Bumper blocks shall be required on parking spaces unless adjacent sidewalk is increased to 6 -feet wide. [18- 4.12.16.e] 7. In reference to Proffer #5, please describe the current capacity of the access road and include traffic generation figures for this phase of the development. Is the "access road" the proposed 20- foot travelway or Northside Drive? 8. The main travelway connecting Northside Drive with TMP 32 -6A does not appear to have curbing, as is required by the ordinance. Since this travelway has right -of -way, is it to act like a private street, and be designed as such? A profile may be required with final site plan, even if status as a travelway is maintained. Please also show the point of terminus of the construction of this travelway for Phase Two. [ 18- 4.12.15.g] 9. There appears to be a discrepancy in the proposed grading near the main entrance to the parking lots & buildings from the proposed 20 -foot travelway. Please check contour 572. 10. VDOT approval of the entrance onto Northside Drive is required. 11. Please show outlet locations of the 3 proposed stormwater management facilities. Receiving channels will have to meet the State Minimum Standard 19. [VESCH] 12. Please provide further information on the proposed stormwater management facilities. Please label the proposed stormwater management facilities with the type (pond, bio- filter) and the expected removal rate. Are these facilities to be permanent? Some appear to be in areas shown to be developed in the re- zoning plan. if that is the case, underground detention may be more appropriate. Will the facilities be designed and constructed to handle only Phase Two flows, or flows from future development as well? [18- 32.5.6.k] 13. However, it is difficult to evaluate the positioning lof roadways and buildings in relation to the slopes because the entire site is not shown on a single sheet. Staff notes the proposed extension of Northside Drive to provide an interconnection to the west with the UVA Research Park parcel (TMP 32 -19). The Research Park has a rezoning under review (ZMA 105 - 03) , with updated proffers, that will allow for interconnections to Northside Drive.
