Good news, I found your site plans, and I will proceed with reviewing them and distributing them to all commenting
department today, even without your completed application and check.
I DO need your application and fees soon though! If possible, please have them to my office by next Monday, 5pm. Our
Intake office has gone ahead and stared a new application number (SDP2009 -100) and project folder for your Final site
plan application, which normally they wouldn't do without an application and all fees, so please try to get them to me as
soon as possible!

Your final site plan has been distributed to the reviewing agencies identified on the preliminary approval
letter, with the exception of the Health Department. Below, please find Current Development- Planning,
Inspections, and Fire and Rescue's comments. Additional comments from reviewing departments and
agencies may be forthcoming.
Please review the comments and revise the plan of the proposed development accordingly. Your
revisions should be resubmitted directly to the reviewer who commented along with the attached revised
application submittal form.
Once all comments are addressed and the plan meets the requirements of the Albemarle County Code,
tentative approval will be granted. After all reviewing agencies grants tentative approval you will be
required to submit one complete set of plans for final tentative approval. Once tentative final approval is
granted you will be notified to submit the final site plan for signature. Do not submit plans for
signature until you verify with the planner that you may submit the mylars for signing. When we
request plans for signature, we will require two signed and sealed mylar copies of the site plan (the
original and a copy for County records) and two paper copies. Once submitted the plan should be signed

a. AIA- This property is in the Airport Impact Area. While "Air" was added to the
plan set, please spell out Airport Impact Area.
b. This property is subject to ZMA200600010 and all conditions of SP200600024;
a list of all conditions must be provided on the plans.

setback line is labeled "25' setback line"' so the additional "25' SBL" notation is
not required.
3. 32.5.6.a] Vicinity map is deceiving, as the property immediately behind this site is not
the airport: it is a residential neighborhood. While property information was added to the
vicinity map. the map still indicates the airport is to the northwest of the site and this is
not accurate. Revise vicinity sketch so that all landmarks are accurately depicted.
4. 32.5.6.b] [32.5.6.e] [32.5.6.p] Landscaping:
a. Revise landscape calculations, as 5% of 19,600 is 980, not 960.

only landscaping that is permitted. What gets installed in the field must match what is
approved on the plan.
8. 32.5.6.f] This property is in a water supply protection area: explicitly provide which
reservoir watershed applies (South Fork Rivanna- above reservoir). Be sure to indicate
that it is above the reservoir on the cover sheet with Note #8.

13. [32.6.6.i][32.7.9] Lighting plan is required. Provide required lighting note on the cover
sheet:
Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial
lumens shall be a full cutoff luminaire. The spillover of lighting from luminaires
onto public roads and property in residential or rural areas zoning districts shall
not exceed one -half footcandle.

The Final Site Plan for Pleasant Grove, received on 16 December 2009 has been reviewed. The plan
cannot be approved as submitted and will require the following corrections before approval can be granted:
A. General Review Comments
1. A11 slopes 25% and over (critical slopes by County Zoning Ordinance) must be shaded [1 8- 32.6.6]
2. Please specify on the plans that "All proposed slopes steeper than 3:1 must be provided with low
maintenance (not grass) ground cover.
3. All entrances must have VDOT designations (PE -1, CG -9a, etc.)
4. Please provide unobstructed sight distance triangles at the entrance.
5. 12.5' minimum radii at the entrance (or per VDOT requirements, typically 25' -35') must be
provided.
6. VDOT approval must be obtained for any plan affecting public right -of -way.
7. Some parking areas exceed the 5% grade minimum. Please revise.
8. Parking width x depth x aisle width is 9'x18'x24' or 10'x18'x20' (where a 2' grass overhang is
possible, parking spaces can be 16' deep per detail 2 of the Design Standards Manual).

16. Please provide a drainage profile for the proposed stormwater pipes.
17. Please provide details and computations for the control riser for storm water detention.
18. Please provide coefficient and time of concentration for each drainage area.

21. It appears that the sediment trap will not capture most of the runoff during construction.
Engineering recommends that the sediment trap be moved to the south side of the site (by the
proposed SWM outlet). In addition, please provide a diversion dike along the southeast side of the
site to capture and direct the runoff to the sediment trap.

23. The diversion dike on the northeast side of the site is not necessary; Please remove.
24. Silt fence must not be installed across contours. Please remove the silt fence on the northeast side

A. General Review Comments

B. SWM Plan Review Comments
15. Please provide a drainage profile for the proposed stormwater pipes.
Rev. 1) Conzznent has been addressed. Though, the profile may need to be updated based on
other comments within this letter.
16. Please provide details and computations for the control riser for storm water detention.
Rev. 1) The detention plan as provided by the applicant is not satisfactory. First of all, in the
plan and calculations, I could not find the pre - development rates which the detention facility
must be designed to meet. Using a pre - development drainage area of 1.03acres, C -value of 0.3,
and a time of concentration of 15 minutes, I computed the 2 and 10 year discharge rates to be
1.05cfs and 1.40cfs, respectively. Second, the calculations did not match the plan in many
instances (outlet structure of Reservoir 2, starting elevation of the pipes, the volume pipe system
appears to be over - estimated, etc.). The time of concentration for hydrograph 1 and 3 is too
high. The critical storm does not appear to be routed. Based on this comments, additional
conznzents will likely be necessary.
By having two detention pipes in series, proving detention compliance becomes much more
difficult and time consuming. I reconznzend simplifying the system by reducing the pipe
between 2 and 3 to 15 ", make structure 3 a VDOT Standard End Section, and providing the
detention volume upstream of structure 2. I found that by adding a 5" orifice plate on the inlet
end of the 15" pipe from structure 2 and converting the 42 "pipe to 48" as well as adding 2
additional 70ft sections of 48 "pipe, detention will be met. This is assuming a 0.5% grade on
the detention system.
18. Please provide an adequate channel analysis (MS - 19).
Rev. 1) As a courtesy to the applicant, County personnel made a visit to the site and concluded
that MS -19 will be addressed once the following is shown in the plan:
Detention of the 2 and 10 year storms to pre - development flows,
Construction of a properly -sized channel from the drainage system outlet on
site to the existing VDOT culvert (Permission from the adjacent owner will be
required), and
Repair of the existing VDOT inlet structure.
C. Erosion and Sediment Control Review Comments
19. Please provide an Erosion and Sediment Control Narrative.
Rev. 1) Comment has not been addressed. Please refer to VI -24 of the Virginia Erosion and

drainage area. It appears that the proper trap size can be achieved with the addition of a

specify a low maintenance, non -grass groundcover. The southern travelway can also be
reduced to 24ft.
23. Silt fence must not be installed across contours. Please remove the silt fence on the northeast side
of the site.

The elevation at entrance (615.2) is too high. The elevation of the roadway is around 612. This ultimately creates a
30°%o slope at the entrance. A more realistic elevation to use in the analysis is 612.5. The eye height would then be
616.
I also noticed that in previous revisions the entrance was located at station 21 +00 along Earlysville Road. In the latest
two revisions to the sight distance profile, entrance was moved to Sta. 18 +35, a difference of265ft. By my
measurements, the entrance should actually be closer to 20 +50 (having moved only — 50ft). I also don't think the
entrance is on the other side of the peak of Earlysville Rd. Please clarify.
Also, the sight profile is not shown accurately. Please see the attached pdf. In 081107.pdf, I found the sight distance
line to cross the 617, 618, and almost the 619 contour line while 081107 -2 shows 616 as being the highest contour line
crossed. More grading is necessary.
The scale of the plan view document is 40ft per inch, assuming the entrance is actually 30ft wide as dimensioned.

I have reviewed the latest revision to the sight distance exhibits. The plan appears to show the appropriate amount of
grading into the roadside embankment and the sight distance profile confirms this. This ultimately will be checked in
the field through the VDOT entrance permit process. However, before the plan can be approved the following changes
should be made to the plan:
in the profile, the finish grade should be no higher than 612.5 (as mentioned in my email on Monday) and t he height of
eye should be 616, (It should be noted that even the 612.5 elevation is likely too high if a VDOT standard entrance is to
be constructed, which is even more of a concern since the entrance culvert was removed.)
eliminate the top of curb callout next to the wall
eliminate the 614 contour across the entrance
change the finish grade spot elevation to 612.5, change the height of eye elevation to 616
show the grading of the swale from the outlet of the onsite drainage system to the VDOT culvert that goes under
Earlysville Rd.
With the changes above, the plan will be close enough that everything can be straightened out in the field. The biggest
concern will be establishing a low spot in the entrance as called out in the VDOT Std. PE -1. Also, more linear feet of
retaining wall can also be expected (see drawing). VDOT may want to see more refined grading at the entrance, because
of the removal of the culvert, to ensure that water does run along the seam of the entrance and the edge of the
westbound travel lane.
Once disturbance to the adjacent property is authorized, please pass this approval on to the county. I'd be happy to
speak to the property owner if necessary.
Please let me know if you have any questions. Elizabeth is currently reviewing the set AC dropped off on Monday. I will
meet with John tomorrow or Monday to discuss the status of the remaining engineering comments after looking over
the plan submitted Monday 3/8.

Dear Mr. Shelton:
This letter, in conjunction with the approved plans (17 pages) dated December 8th 2009, which
are attached, constitutes your permit to install a sewage disposal system [and well]. The
application for a permit was submitted pursuant to §32.1 -163.5 of the Code of Virginia which
requires the Health Department to accept private soil evaluations and designs from an Authorized
Onsite Soil Evaluator (AOSE) or a Professional Engineer working in consultation with an AOSE
for residential development. The permitted site was certified as being in compliance with the
Board of Health's regulations (and local ordinances if the locality has authorized the local health
department to accept private evaluations for compliance with local ordinances) by: (Daniel
Vaughan Mairs, AOSE # 182, ). This letter is issued in reliance upon that certification.
The Board of Health hereby recognizes that the soil and site conditions acknowledged by this
correspondence, and documented by additional records on file at the local health department, are
suitable for the installation of onsite sewage disposal systems. The attached plat (or plats) shows
the approved areas for the sewage disposal systems. This letter is void if there is any substantial
physical change in the soil or site conditions where a sewage disposal system is to be located.
If modifications or revisions are necessary between now and when you construct your dwelling,
please contact the Authorized Onsite Soil Evaluator (AOSE) or Professional Engineer (PE) who
performed the evaluation and design on which this permit is based. The name, address, and
phone number of the AOSE /PE appears on the certification form attached to this permit. Should
revisions be necessary during construction, your contractor should consult with the AOSE/PE
that submitted the site evaluation or site evaluation and design. The AOSE or PE is authorized to
make minor adjustments in the location or design of the system at the time of construction
provided adequate documentation is provided to the Albemarle County Health Department.
This authorization is null and void if conditions are changed from those shown on the application
or conditions are changed from those shown on the attached construction drawings, plans and
specifications. No part of any installation shall be covered or used until inspected, corrections
made if necessary, and approved by the Albemarle County Health Department or unless
expressly authorized by the Albemarle County Health Department. Any part of any installation
which has been covered prior to approval shall be uncovered if necessary, upon the direction of
the Department.
This authorization to construct a sewage disposal system expires: October 26, 2011.

5. All soil removed within the graded area shall be delivered to Adventure Farm and stockpiled
at a location to be specified adjacent to the former "Sunnyboy Gardens" complex.
6. All disturbed areas shall be re- topsailed with a minimum of 4" of topsoil and seeded with
Bonnie Dunes" seed mix (available from Landscape Supply) as follows: Minimum 150 # per
acre of seed mix, 350# per acre of 14 -2814 or equivalent fertilizer and 400# per acre of Solu-
Cal.
7. Any property monuments disturbed by said construction shall be reset by a licensed land
surveyor.
8. A fully established grass surface shall be established on all disturbed areas on the parcel as
well as the non -paved area within the VDOT Right of Way across same.
9. PGBC hereby holds Adventure Farm LLC harmless of any claims whatsoever related to work
performed as part this Agreement.

11 PGBC. tet its contractor shall provide Adventure Farm LLC with a Certificate of Insurance
WI — showing a minimum of $$,,1300,000.00 liability coverage, naming Adventure Farm LLC as an
Additional Insured, prior to commencing any work on said property and shall maintain said
coverage until completion of all work.
11. PGBC hereby acknowledges these easements constitute an infringement on the property of
Adventure Farm LLC and as such derive a certain monetary value. PGBC shall cooperate in
establishing and acknowledging the value of these donations for tax deduction purposes.
