Preliminary Comments for the following divisions of the Community Development Department and other agencies, as applicable, are attached: Albemarle County Division of Zoning & Current Development (Engineer, & Planner) Albemarle County Division of Planning (ARB) Albemarle County Division of Inspections Albemarle County Depai talent of Fire Rescue Albemarle County Service Authority Virginia Department of Transportation Comments reflect information available at the time the development proposal was reviewed, and should not be considered final. However, the Site Review Committee has attempted to identify all issues that could affect approval of the proposed project. Please make the revisions that have been identified as necessary for preliminary approval by the Site Review Committee. If you choose not to make the requested revisions, please submit in writing justification for not incorporating such revisions. Submit seven full size copies and one 11" x 17" copy to the Community Development Department. Responses to the attached comments of the Site Review Committee must be submitted by March 20, 2005. Failure to submit this information by this date will result in suspension of the review schedule. MacCall, Senior Planner Division: Zoning & Current Development Date:3/8/05 Subject: SDP -2005 -001 1 Hollyrnead Town Center Area C Block 9 Preliminary Site Plan The Planner for the Zoning & Current Development Division of the Albemarle County Department Community Development will approve the preliminary site plan when the following items have been satisfactorily addressed: [Each comment is preceded by the applicable reference to the Code of Albemarle.] 1. The proffers for ZMA 2001 -020 state that the site must be developed in general accord with the approved application plan. There appears to be a change in the travel ways that come off of the traffic circle into this site. There is now a row of parking where the travel way was intended on the application plan. This layout is not consistent with the application plan and cause some conflicts with the travel way and parking that are unacceptable. 2. 32.5.6 a] The Magisterial District is Rio not Rivanna. 3. 32.5.6 a] Provide 1 datum reference. 4. 32.5.6 a] State where the source of survey and topography came from. Stating that it is from other is not sufficient. 5. The parking schedule should include a column for loading spaces. The provided number of parking spaces should be 270 with 3 loading spaces. 6. 32.5.6 n] Dimension the buildings. 7. The preliminary landscape plan appears to be OK. Remember to provide a schedule of plant types and number along with the canopy calculations. 8. 4.12.13 e] Provide a dumpster that meets the design requirements of section 4.12.19. Final tentative approval from this department will be subject to the following conditions: These conditions are those which have been identified at this time. Conditions may be added or eliminated based on additional review.] 1. 32.6.3] Two (2) copies of a landscape plan shall be submitted for approval. The plan should be overlaid with the utilities plan to show all landscaping to be located out of any utility easement. 2. 32.6.4.1] The final plan approval is subject to the issuance of a Certificate of Appropriateness from the Architectural Review Board. The retaining wall at the north side of the parking lot may be an issue since it was not part of the application plan and would be visible from the Entrance Corridor. 3. The appropriate access easements will need to be in place for the eventual inter parcel access between the blocks. Engineering has the following comments: 1. The entrance road "B" from the roundabout to the adjacent block 7 does not appear to be in general accord to the approved application plan. The road has several parking spaces on it not shown on the approved application plan. Parking should he on travelways off of road "B" as shown on the application plan. Also the egress is askew to the roundabout. The roadway should be shifted to the northwest to align with the roundabout. Please remove the parking from road "B" and realign the roadway more in accordance to the application plan. [proffer, 18- 32.5.6i] 2. Please list the source of topography and survey. [ 18- 32.5.6a] 3. Please supply written grading easements or letter of intent for grading on all adjacent parcels that have off -site grading. [DM1102] 4. Please show access easements along travelways to Area X, and Block 7 and 8. 18- 32.5.6i, k, m] 5. The 17 foot retaining wall is located over a sewerline easement. Written approval is required if the easement is publicly owned. Please label the easement as public (list Authority) or private on the plan. Also the retaining wall will need a building pennit and may need ARB approval. 6. Please address VDOT comments. The following items must be reviewed and approved by the Engineering Department before tentative approval of the final site plan can be granted. 1. The Board offered the following comments for the benefit of the applicant's next submittal. Please note that the following comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review and changes to the plan. Regarding the Conceptual Plan: 1. Use materials and colors on all of the roof forms that refer to the immediate context of historic and vernacular buildings. Apply patterns of window types consistently and relate their placement on the buildings to one another. 2. Provide complete material samples for review. 3. Revise the articulation of the corner on the farthest east end of the buildings, acknowledging both the south and east elevations; re- assess the use of a bay window in this location. 4. Provide information describing the materials of the clock tower including any associated external or internal lighting. 5. Provide an updated Area C plan for review. 6. Clarify the intended use and character of the area between Block 9 and the CVS site. 7. Indicate in writing that there are no accessory structures or equipment to be located on site or on the buildings, or show the location of all such features on the site and architectural drawings. Show how visibility of the features will be eliminated from the Entrance Corridor, referencing equipment size and location. Use the buildings and site configuration for screening. 8. Provide for review detailed information describing the walls intended for the pond and how they relate to the overall proposed configuration and planting of the pond. 9. Provide shade trees for interior roads and pedestrian walkways Trom the County Recommended Species list, planted at 2 1 /2" caliper and include them in a completed plant schedule on the drawings. 10. Articulate the large parking lot adjacent to the building to include the required numbers and species of trees and shrubs. Provide planting areas large enough to support the long term growth of the required trees and shrubs and protect them with curbing. 11. Provide complete information on any additional site lighting proposed, including manufacturer's cut sheets with all options identified (fixtures, lamps proposed, fixture finish. etc.) and a photometric plan of the site. All site fixtures shall be full cut off. 12. Provide complete signage details including color, size and character of each sign. Provide a consistent, comprehensive plan for wall signs for block nine. External illumination of signage is preferred to internal illumination. All internally illuminated signs must have opaque backgrounds. Provide a completed signage checklist of requirements. 13. A dark roof color is preferred. 14. The proposed deck should contain a solid base and not be open on the bottom. 15. Change the yellow color proposed for the contemporary storefront to a less saturated tone. 16. The development should be divided into three or four building groups, with each individual group united throughout in material /color. You may submit your application for preliminary ARB review at your earliest convenience. Application forms, checklists and schedules are available on -line at www.albemarle.org /planning. Revised drawings addressing the comments listed above are required. Please include a memo outlining how each comment has been addressed.
