Dear Mr. Miller:
The plan, entitled "Phase I Sanitary Sewer Design for Hollymead Town Center Area C" dated
August 4, 2004, last revised August 26, 2004, is hereby approved for construction. One set of the approved
plan is enclosed for your records. Any previously approved plans are voided with this approval. This approval
is for basic compliance with the General Water & Sewer Construction Specifications of the Albemarle County
Service Authority and does not relieve the contractor from responsibility for his work as it relates to the plan
and specifications.
The Albemarle County Service Authority requires that a copy of the approved construction plan be on
the job site. It is the contractor's responsibility to mark up a copy of the approved construction plan showing
as -built information and provide this data to your client at the completion of utility installation. The final as -built
plan shall be submitted in a digital format.
A preconstruction conference shall be scheduled with the project manager to ensure coordination
and answer any questions. This will be a short meeting to review the project, materials, test methods and
schedule, in order to expedite construction. Please have the proper party call me at 977 -4511 to schedule the
meeting.
This approval is valid for a period of eighteen (18) months from this date. If construction is not in
progress at the end of this time period, the approval shall be void. If you have any questions or if we can be
of assistance, please advise us.

The Site Review Committee has reviewed the development proposal referenced above. Preliminary Comments
for the following divisions of the Community Development Department and other agencies, as applicable, are
attached:

Comments reflect information available at the time the development proposal was reviewed, and should
not be considered final. However, the Site Review Committee has attempted to identify all issues that
could affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site
Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit seven full size copies and one 11" x 17" copy to
the Community Development Department. Responses to the attached comments of the Site Review
Committee must be submitted by April 18, 2005. Failure to submit this information by this date will result
in suspension of the review schedule.

Subject: SDP - 2005 -0018 Hollymead Town Center Area C Section 5 Preliminary Site
Plan
The Planner for the Zoning & Current Development Division of the Albemarle County
Department Community Development will approve the preliminary site plan when the
following items have been satisfactorily addressed: [Each comment is preceded by the
applicable reference to the Code of Albemarle.]
1. 32.5.6 a] Provide 1 datum reference.
2. The parking schedule should wind up being the same schedule that will be used
for Section 9 as well.
3. 32.5.6 i] An access easement will be necessary for the alley between the units.
4. Per the Code of Development note where at least one semi - private green space
will be located.
5. The preliminary landscape plan appears to be OK. Remember for the final plan to
provide a schedule of plant types and number along with the canopy calculations.
There may be issues with some of the landscaping and the appropriate site
distances necessary. Adjust the plan accordingly.
6. Section 14- 232A3] The site plan note states that all internal streets and parking
areas are to be privately maintained. Make note on the plan sheets what will be
private and public. Timberwood Blvrd is shown a public but it is unclear what the
other travelways are. If they are going to be private then private roads need to be
approved as such by the Planning Commission, per 14- 232A3, so all future lots
will front on either a public or private road.
7. Section 4.2.3.2 and 4.2.6] For there not to be a requirement to get a critical slopes
waiver the street to the east with the parallel parking on both sides will need to be
shown that if it were built separately with out this site plan would it disturb all of
the critical slopes shown. If it will then a waiver will not be necessary if it won't
then it will need a waiver.

1. 32.6.3] Two (2) copies of a landscape plan shall be submitted for approval. The planshouldbeoverlaidwiththeutilitiesplantoshowalllandscapingtobelocatedoutof
any utility easement.
2. 32.6.4.1] The final plan approval is subject to the issuance of a Certificate of
Appropriateness from the Architectural Review Board.

The Preliminary Site Plan for Hollymead Town Center — Area C, Block 5 has been reviewed. Engineering
has the following comments:
1. Easements must be provided for off -site work on all adjacent properties where disturbances are
shown. Also, please list the owners of all adjacent properties. Specifically owners for Block C4,
the stormwater management "Open Space 3" and land shown as "Grand Forks Boulevard.

2. Please clarify grading along the easternmost boundary. Grading is shown over an "existing
parking lot ". I believe this parking lot is not an existing structure. Please have the plan accurately
reflect existing conditions on sheets 3, 4 and 5. Also sheet 3 shows the proposed roadways as
existing, please clarify these as proposed. [18- 32.5.6d]
3. Please show access easements or right of ways along all travelways. Please label roads as private
or public for clarification. The travelway between the proposed residential units appears to be an
alley. Please label the travelway as an alley if this is the intention. Planning Commission approval
of all private roads may be required. [ 18- 32.7.3, 14 -232, 18- 32.5.6i, k, m] It does not appear
private road approval was granted with the rezoning. [ZMA2002 -02]
4. The connector road along the northern border of this site must be constructed with this site. Please
show the complete road including the intersection with Grand Forks Boulevard.
5. Please show site distance lines for all intersections on the landscaping plan. Sight distance
easements may be required. Structures and vegetation greater than 3 feet tall are not allowed
within a required sight distance line. It appears the structures on lot 17 and lot 18 are within the
sight distance line for the northernmost intersection. Also many trees appear to hamper sight
distance requirements. [VDOT, DM CD -15]
6. Please show all roof drains attaching to the stormwater system.
7. A sidewalk is required along the southernmost roadside. This is shown on the approved
application plan. [ZMA2002 -02]
8. Please show all existing and proposed utility easements. [18- 32.5.61, DM1001]
9. Please show existing property lines on the site plan. [18- 32.5.6a]
10. Please show handicap ramps at all street intersections. [VODT]
11. Please address VDOT comments. VDOT approval is required for the public roads and entrances.
The following items must be reviewed and approved by the Engineering Department before tentative
approval of the final site plan can be granted.
1. A completed application and fee for erosion control. [17- 203, 17 -303]
2. An erosion control plan, narrative and computations.[14 -311, 17 -203]
3. Approved road plans for all roads are required. It appears the current road plans do not have
final approval. All roads must be built or bonded before final site plan approval can be granted.
For the final site plan /road plan please show CG -8 gutters at intersections that allow stormwater
to drain across the intersection. In lieu of the CG -8 it would be better to place drop inlets uphill
if the intersections to capture stormwater from the gutter pan. This appears to be most prevalent
at the alleyway entrances.
4. A stormwater management plan and computations. Computations must include water routings
for the 2yr and l0yr storms for adequate channels(and pipes, drop inlets, etc.). [17 -304]
5. A completed stormwater management facilities maintenance agreement and fee. [17 -304]

Below are VDOT's comments for the Site Plans reviewed at the March 29, 2005 Site Plan
Review Meeting:
SDP 2005 -00018 HoIlymead Town Center Area C Block 5, Route 29: (Francis MacCall)
Phase three Timberwood Blvd plans have not yet been approved. Any changes to those plans
may impact the design of this site. One item of concern is the transition through the
intersection opposite the left turn lane. This needs to be addressed. It appears the weave
through the intersection is substandard and will need to be corrected;
Sight distances need to be shown on the plans for each connection. Sight easements will be
required if sight distances cross ROW boundaries;
CG -12 Handicap ramps are required at each connection;
If roadways are to be publicly maintained they need to be labeled;
SUB 2005 -00071 Riley, Betty M., Route 231: (Steve Tugwell)
Route 231 is a Primary Road classified as a Rural Minor Arterial Road in the AASHTO
manual governing Policy on Geometric Design of Highways and Streets. Small lot strip
subdivision along this roadway is not in line with the general characteristics of this roadway
and is not recommended;
Lot 4 can only have one point of access. This access should be located off of Route 615.

Recommend access to the other three lot be provide through an access easement or road off
of Route 615;
Entrance need to be designed in accordance with the Minimum Standards for Entrances to
State Highway;
Streets need to be designed in accordance with the current Subdivision Street Standards;
Sight distances need to be shown on the plans.
SDP 2005 -00019 Hayti-wad Town Center Area D (Abington Place), Route 29: (Stephen
Waller)
All public roads and ROW widths need to be clearly identified on the plans;
Public Streets shall to be designed in accordance with the current Subdivision Street
Standards;
Curb and Gutter shown on public roadways requires CG -6, CG -7 or Roll top curb depending
on the application. On Deerwood Drive and Rivanna Way CG -6 is required;
Entrance and Connections to public roadways shall be designed in accordance with the
Minimum Standards for Entrances to State Highway (Private street connections need to be
minimum 24' wide to a distance 25' from the edge of the roadway with minimum 25'radi);
Sight distances at all connection points needs to be shown on the plans. Sight easements will
be required if sight distances cross ROW boundaries;
CG -12 Handicap ramps are required at each connection;
Drainage computations and pavement design calculations are required;
The waterline on Rivanna Way should be located in the center of the non -travel lane area of
the pavement (approximately 6 -7' from the face of curb). This will reduce the impacts to the
travel way and provide sufficient area to service the facility.
Please request the applicants submit a written description of the revisions when resubmitting for
review. If you should have concerns with these comments, please discuss with this office prior to
sharing with the applicants.
