HomeMy WebLinkAboutSDP200500011 Review Comments 2005-08-23Aiptift FA .1^ , COUNTY OF ALBEMARLE Department of Community Development, Current Development Group Engineering Plan Review TO:Francis McCall, Planner FROM:Steve Snell, Engineer DATE:23 August 2005 RE:Hollymead Town Center — Area C, Block 9, Preliminary Site Plan, SDP 2005 -00011 The Preliminary Site Plan for Hollymead Town Center — Area C, Block 9 has been reviewed. Engineering recommends approval with the following conditions: 1. Please supply written grading easements for grading on all adjacent parcels that have off -site grading. [DM 1102] 2. All existing and proposed easements must be shown on the final site plan. Proposed easements must be recorded before final approval is given. [proffer, 18- 32.5.6i, k, m] 3. About a quarter of the site just north of the proposed buildings does not drain to a drainage structure. This drainage area must be included in the stormwater management plan. [18- 32.5.6j,k] 4. Please show the complete round about and its intersections on the final site plan so the road geometry can be verified. [18- 32.5.6m] 5. The westernmost BMP should be redesigned to capture more stormwater runoff and to eliminate or reduce the retaining wall along the downhill side. [18- 32.5..6.k] The following items must be reviewed and approved by the Engineering Departrnent before tentative approval of the final site plan can be granted. 1. A completed application and fee for erosion control and stormwater management. [17- 203, 17- 303] 2. An erosion control plan, narrative and computations.[14 -311, 17 -203] 3. A stormwater management /BMP plan and computations. Computations must include water quality, and detention routings for the 2yr and l0yr storms. Please include required BMP removal rate calculations. [17 -304] 4. A completed stormwater management facilities maintenance agreement and fee. Engineering has the following comments: 1. The entrance road "B" from the roundabout to the adjacent block 7 does not appear to be in general accord to the approved application plan. The road has several parking spaces on it not shown on the approved application plan. Parking should be on travelways off of road "B" as shown on the application plan. Also the egress is askew to the roundabout. The roadway should be shifted to the northwest to align with the roundabout. Please remove the parking from road "B" and realign the roadway more in accordance to the application plan. [proffer, 18- 32.5.6i] Please list the source of topography and survey. [18- 32.5.6a] 3. Written approval is required if the easement is publicly owned. Please label the easement as public (list Authority) or private on the plan. Also the retaining wall will need a building permit and may need ARB approval. 6. Please address VDOT comments.
