' i COUNTY OF ALBEMARLE Department of Community Development, Current Development Group Engineering Plan Review TO:Francis McCall, Planner FROM:Steve Snell, Engineer DATE:23 May 2005 RE:Hollymead Town Center — Area C, Block 5, Preliminary Site Plan, SDP 2005 -00018 The Preliminary Site Plan for Hollymead Town Center Area C, Block 5 has been reviewed. Engineering recommend approval of the Preliminary Site Plan. The following items must be reviewed and approved by the Engineering Department before tentative approval of the final site plan can be granted. 1. A completed application and fee for erosion control and stormwater management. [17- 203, 17- 303] 2. An erosion control plan, narrative and computations.[14-311, 17 -203] 3. All roads needed for access to this site must be built or bonded before final site plan approval can be granted. Plantings in sight distance easements will need final approval. 4. A stormwater management plan and computations. Computations must include water routings for the 2yr and l0yr storms for adequate channels(and pipes, drop inlets, etc.). Best Management practices shall be designed and sited to capture runoff from the entire land development project area and, in particular, areas of impervious cover (including roofs) within the land development, yo the maximum extent practicable. The site plan cannot be approved if the building roofs do not drain to the stormwater management facility. Please supply calculations to show the roofs will adequately drain to the stormwater management facility. [17- 304. specifically 17 -315A] 5. A completed stormwater management facilities maintenance agreement and fee. [17 -304] 6. VDOT comments must be addressed before final site plan approval. Engineering has the following comments: Easements must be provided for off -site work on all adjacent properties where disturbances are shown. Please list the owner of all adjacent properties. Specifically owners for Block C4, the stormwater management "Open Space 3" and land shown as "Grand Forks Boulevard. [DM 1 102, 18- 32.5.6a]] Please clarify grading along the easternmost boundary. Grading is shown over an existing parking lot. I believe this parking lost is not an existing structure. Please have the plan accurately reflect existing conditions on sheets 3, 4 and 5. Also sheet 3 shows the proposed roadways as existing. Please clarify these on sheet 3 as proposed. [18- 32.5.6d] Please show access easements or right of ways along all travelways. 18- 32.5.6i, k, m] eeThe connector road along the northern border of this site must be constructed with this site. Please show the complete road including the intersection with Grand Forks Boulevard. V Please label roads as private or public. The travelway the proposed residential units appears to be an alley. Please label the travelway as an alley if this is the intention. Planning Commission approval of all private roads is required. [18- 32.7.3, 14 -232] It does not appear private road approval was granted with the rezoning. [ZMA2002 -02] illPlease show site distance lines for all intersections on the landscaping plan. Sight distance easements will be required. Structures and vegetation greater than 3 feet tall are not allowed within the required sight distance. It appears the structures on lot 17 and lot 18 are within the sight distance for the northernmost intersection. Also many trees appear to hamper sight distance requirements. [VDOT, DM CD -151 0 Please show all roof drains attaching to the stormwater system. ft sidewalk is required along the southernmost roadside. This was shown on the approved application plan. Please show handicap ramps at all street intersections. 12. Please address VDOT comments. VDOT approval is required for the public roads and entrances.
