Engineering reviewed the subject preliminary plat submitted on June 14, 2005. We do not recommend
approval, but request the following changes to bring the preliminary plat in compliance with County
Code:
1. The vicinity map was intended for another parcel. Please provide a vicinity map for locating
this parcel.
2. Construction of the retaining wall will result in encroachment of tax map 61W, parcel 03 -3A
Please provide a letter of intent to grant a temporary grading easement from the owners of tax
map 61W, parcel 03 -3A. (DSM, 1102).
3. An arrangement must be made with Albemarle County, General Services Department for work
that must take place in Peyton Basin to construct the retaining wall and provide erosion and
sediment control for the site.
4. Please show all existing structures and utilities on the parcel i.e. guardrail on Commonwealth
Drive, fiber optic cable on north end of parcel, traffic signal support pole and control unit on the
corner of Commonwealth and Greenbrier Drives.
5. The entrance must meet VDOT Minimum Standards of Entrances to State Highways. The
distance from the edge of pavement (Greenbrier Drive) to the edge of the first parking space,
must be a minimum of 25'.
6. Please submit a written request for a critical slope waiver (18- 4.2.5, 18- 32.3.10.4).

Subject:SDP 05 -61 - Commonwealth - Greenbrier Center Preliminary Site Plan
The Albemarle County Division of Zoning and Community Development: Zoning and Planning Review will
approve the final site plan referenced above when the following items have been satisfactorily addressed: [Each
comment is preceded by the applicable reference. Unless otherwise noted, citations are within Chapter 18
Zoning) of the Albemarle County Code.]
Site Plan Comments
1. Sec. 32.5.3] Proposed grading for this site includes disturbance of slopes 25% or greater. Disturbance
of these critical slopes must be approved by the Planning Commission as outlined in Section 4.2.5.
2. Sec. 4.17.4] Will lighting be installed on this site? If so, please provide specification sheets indicating
the proposed types of light, wattage, and maximum lumens, as well as the height of each light, and type
of installation or shielding. In addition, a photometric layout sheet should be provided.
3. Retaining walls greater than 4 feet in height constitute a potential safety hazard and must be topped with
a barrier of some type in accordance with State building code. Please indicate some method of
safeguarding these areas.
4. Sec. 32.5.6(e)] As part of the landscape plan, or on a separate sheet, please indicate existing landscape
features on the site, as described in Section 32.7.9.4.
5. Sec. 32.5.6(n)] Please indicate proposed location for any signs. All signs will require separate sign
permits prior to installation.
6. Sec. 32.5.6(m)] As this plan covers three lots that all share one entrance, please provide evidence of
recordation of a cross access easement.
7. Sec. 32.7.2.8] Please provide sidewalk linkages from this site to adjoining properties in accordance with
Section 32.7.2.8. If proposed sidewalks are shown in VDOT right -of -way, they must also be approved
for acceptance by VDOT for future maintenance.

be considered final. However, the Site Review Committee has attempted to identify all issues which could
affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site Review
Committee. If you choose not to make the requested revisions, please submit in writing justification for not
incorporating such revisions. Submit seven full size copies and one 11" x 17" copy to the Department of
Planning and Community Development. Responses to the attached comments of the Site Review Committee
must be submitted by July 18, 2005. Failure to submit this information by this date will result in suspension
of the review schedule.

Below are VDOT's comments for the Site Plans reviewed at the July 7, 2005 Site Plan Review
Meeting:
SDP 2005 -00059 Town & Country Commercial Phase 1, Route 250: (Yadria Amarante)
All accesses and roadways shall be designed in accordance with the current Subdivision
Street Standards, The Minimum Standards for Entrances to State Highways and the Road
Design Manual;
Minimum right turn and taper per the AASHTO requires 250' of storage with 100' of taper;
Intersection, entrance and roadway profiles, roadway curve data, drainage computations, and
intersectional sight distances will be required.
SDP 2005 -00057 Carman, Route 250: (David Pennock)
All accesses and roadways shall be designed in accordance with the current Subdivision
Street Standards, The Minimum Standards for Entrances to State Highways and the Road
Design Manual;
A minimum right turn and taper of 250' of storage with 100' of taper is required;
Intersection, entrance and roadway profiles, roadway curve data, drainage computations, and
intersectional sight distances will be required;
Entrances design needs to comply with the previously approved plan for the adjacent Tip Top
Property;
Drainage swale behind the curb and gutter parallel to the roadway needs to be addressed.

the plans;
Vicinity Map is incorrect and needs to properly identify the site location.
SDP 2005 -00060 LDS Church, Route 649: (Francis MacCall)
Access to the church is from a proposed private road being developed separately from this
plan;
The private road access shall be designed in accordance with the Minimum Standards for
Entrances to State Highways. Initial private road entrance comments have been forwarded to
the applicant;
Drainage computations for the church site are under review and comments will be submitted
when the review is complete.
SUB 2005 -00186 The Village at Chestnut Grove, Route 663: (Steve Tugwell)
The road in the subdivision is proposed to be private;
Access to Route 663 shall be designed in accordance with the Minimum Standards for
Entrances to State Highways;
Recommend Minimum 25' ROW dedication across the entire road frontage;
All lot shall access off of the internal road;
Entrance profile, drainage computations, will be required and shown on the plans;
Sight distances at the entrance have been checked in the field and exceed the minimum 500'
required. Please show the correct measured distances on the plans;
The plans show the 100' foot right turn taper as previously requested.
SDP 2005 -00062 Oakleigh Townhomes, Route 631: (Stephen Waller)
The roads are proposed as Private Roads.
Access to the parcel will need to be designed in accordance with the Minimum Standards for
Entrances to State Highways;
The entrance requires a 100' right turn taper with 250' storage;
The proposed waterline extension should be moved to the outer portion of the existing ROW;
Entrance profile, drainage computations, and sight distances will be required and shall be
shown on the plans.

I have had a chance to review the plans submitted and can offer the following continents on behalf of the
Department of Fire Rescue.
Indicate the location of fire hydrants. Hydrants must be within 400 feet of the building by way of a
prepared Travel way. (Albemarle County Zoning Ordinance 32.7.6).
Verify adequate fire flow is available. Required fire flow is 5000 GPM 20 PSI. (Albemarle
County Zoning Ordinance 32.7.6).

Subject: SDP200500061 Commonwealth Greenbrier Center, Critical Slope Waiver Request
The critical slope waiver request has been reviewed. The engineering analysis of the request follows:
Description of critical slope area and proposed disturbance:
There are two areas of critical slope on the parcel:
1. Area 1 is .087 acres (3840 sq.ft.) located on the north end of the parcel and has an average gradient of
2.5'H : 1'V. Approximately 70% of area 1 is man made fill slope associated with the construction of
Commonwealth Drive;
2. Area 2 is .05 acres (2440 sq.ft.) located along the west boundary of the parcel and has gradients ranging
from 1.5'H : 1'V to 3'H : 1'V. It is undetermined if Area 2 critical slopes are man made or natural.
The disturbance of these areas of critical slope will include filling, grading and construction of a retaining
wall, for the purposes of creating parking area and 1 of the 3 proposed building sites. The disturbance of
these areas of critical slope will enable the applicant to maximize the development potential of the parcel.

Compliance with Zoning Ordinance 18 -4.2:

The movement of soil and rock will be controlled through erosion and sediment control measures
and construction of the retaining wall.

The disturbance of critical slopes is for development activity, which will create additional
impervious area, resulting in increased stormwater runoff. The increased stormwater runoff will be
detained to county and state standards in Peyton Basin. Peyton Basin is a county owned and
operated regional detention basin located on the adjacent parcel. The parcel was donated to the
county by the applicant in 1996 for the purpose of constructing a regional detention basin, with the
agreement that at such a time the applicant developed the subject parcel, (subject of this waiver
request) the basin could be used to control increased runoff with no additional cost to the
applicant. It should be noted that the applicant is proposing to use Peyton Basin to meet
stormwater quantity requirements only and is providing stormwater quality control on site and at
their cost through the use of 6 Filterra, manufarctured BMPs.

Inspection and bonding by the County will ensure siltation control during construction. Proper
stabilization and maintenance will ensure long term stability.

The majority of the parcel including the areas of critical slopes are currently vegetated with early
succession hardwoods and evergreens. The critical slope waiver will allow for the removal of more
vegetation which could be considered a loss of aesthetic resource.

This is not a concern as the site is serviced by public sewer.
Based on the review above, there are no engineering concerns which prohibit the disturbance of critical
slopes as shown. Engineering recommends approval of the critical slope waiver request.
