RE: SDP -05 -098: Abington Place (Offices and Studio Apartments)
Dear Mr. Gathright:
The Department of Planning and Community Development hereby grants administrative approval to the
above - referenced site plan.
The approval of the preliminary site plan is valid for (1) one year in accordance with Zoning Ordinance
Section 32.4.3.1. Therefore, the preliminary approval shall expire May 9, 2007. If the preliminary site plan
approval expires, a new application must be filed and processed.
Please address all of the requirements and conditions listed below and submit eight (8) tentative plan copies to
the Department of Planning and Community Development. This letter must be submitted with the tentative
plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative plan
will be denied.
The Erosion and Sediment Control Plan and the BMP Stormwater Management Plan, with the associated
applications and fees, may also be submitted with the eight (8) tentative Plans. Failure to do so will result in a
separate application to be filed with the Engineering Department at a later date.
After the initial tentative plan submittal, each department/agency will contact you to discuss any remaining
conditions. After all aforementioned department/agencies have granted a tentative approval, you may submit
the final mylars (2 sets), two paper copies, final site plan application, final site plan fee, and a copy of all
written tentative approvals to the Department of Planning and Community Development by 5:00 p.m. on any
Monday. Assuming that the final site plan mylars reflect all tentative approvals, signing of the plans will
occur within approximately one week.
The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in
addition to the following conditions.
1.The Planning Department shall not accept submittal of the final site plan for signature until tentative
approvals for the following conditions have been obtained. The final site plan shall not be signed
until the following conditions are met:
A.Current Development planning review approval to include:
I.32.6.6(j)] Provide a description and photograph or diagram and show the
location of each type of outdoor luminaire that emits 3,000 or more initial lumens on
the site plan. Please be aware that installation of such luminaires in the future that are
not shown on this plan shall require an amendment to this plan.
2.32.6.60)] [4.17.4(b)] Povide a photometric plan on the site plan
demonstrating that all parking area luminaires are in compliance with 4.17.4 b.
3.3 2.7.9] Approval of a final landscape plan depicting the species types,
number and location of all proposed planting materials. This includes the provision
of a landscaping materials providing canopy coverage equal to at least ten (10)
percent of the total site. Please be aware that tree canopy requirements will be
applied to this site. Provide itemized canopy values for each type of planting that
will be five (5) feet or taller at ten (10) years maturity in the "Proposed Plant List ",
and include a statement for the total canopy to be provided with consideration for any
of the bonuses authorized by Section 32.2.7.9.4(a).
4.32.7.9.4(b)] A tree conservation plan checklist must be completed and
incorporated into the site plan with notes to show how any individual trees and /or
groups of trees designated to remain are to be protected during the construction of
this project. The locations of any tree protection fencing that coinciding with the
limits of clearing and other methods of protection from the checklist must be shown
on the plan for clear identification during field inspections.
5.32.7.9.7(b)] Interior landscaping equal to five (5) percent of the paved
parking and circulation area shall be provided. Please note that this shall be a
calculation of the total ground area dedicated to those interior plantings as opposed to
the sum of the canopy to be provided by those items at ten (10) years maturity.
B.Current Development engineering approval to include:
1.Submittal of a tentative final site plan that complies with all applicable items
as specified in the Design Standards Manual, section 902.
2.17 -315.B & C, DM503.3.A, DM902.A.3, VSMH] Please submit preliminary
BMP work sheets for each Post Development Drainage Area.
3.18- 4.12.15.c] Parking lot grades shall not exceed 5% slope in any direction.
C.Albemarle County Service Authority approval to include:
1.Construction plans for all improvements to onsite and offsite water and sewer
utilities shall be submitted directly to the Service Authority for review and approval.
D.The Division of Fire and Rescue approval to include:
1.Verify that adequate fire flow is available. Required fire flow is dependant
upon construction type (not provided).
G.Any Other Conditions, Which May Be Appropriate:
1.Virginia Department of Transportation and County Engineer approval for the
design of all improvements related to the public and/or private roads providing access
to this site.
