For an industrial use, the only calculation beyond the employee requirement is for space open to the public. I can
envision a retail or a service space, for example. If the public will be coming to the offices—count them. If they won't
(and I'm guessing most industrial users don't have customers walking in much)—don't count it and go with the 2
minimum.

Ron/Amelia,
I am reviewing the mill creek industrial park lot 11 site plan and have a couple of questions for Zoning. Amelia, I believe
you attended the pre-app for this project this past October, but I included Ron in this email just in case. So, here are my
questions:

1. The site plan notes the prop ed use is"industrial manufacturing building with offices", and if I remember
correctly from the pre-app it is some kind of composite manufacturing. I looked through the table of uses in the
industrial section of the code and I think this is fine, but I thought I should make sure with Zoning that their
proposed use is by-right(the table is a bit confusing).This ZMA allows LI uses in the industrial district. This use
falls under the "manufacturing" and "assembly" broad use category.
2. Is there any issue with the"offices" part of the proposed use? I believe the offices are in support of the
industrial use but I don't know this for certain (one of my comments will be to clarify this). The plan states 4680
sf office area and 9360 sf manufacturing area. Industrial Offices serving this use are allowed (see
definition). Independent offices are not.
Industrial offices: Offices that are owned and operated by the same business entity engaged in a
Laboratories/Research and Development/Experimental Testing,
Manufacturing/Processing/Assembly/Fabrication/Recycling, or a
Storage/Warehousing/Distribution/Transportation use located in Albemarle County or the City of
Charlottesville, where the offices provide services to the industrial use but which need not be on the
same site as the industrial use. For the purposes of this definition, "Offices that are owned and
operated by the same business entity"does not mean offices that are part of an entity that is in an
affiliated business entity relationship or a parent-subsidiary relationship with the entity engaged in the
industrial use. (Added 4-3-13)
3. What is the proper way to calculate parking? They have used the following: "Industrial use not otherwise
identified: One (1)space per employee on the largest shift plus one(1) space per five hundred (500)square feet
open to the public for customer parking, but in all cases a minimum of two (2) customer parking spaces. (Added
2-5-03)" So,they say 10 employees(10 spaces) plus 10 spaces based on 1/500 sf calculated on the 4680 sf office
area; is this correct or should they be calculating the office area differently? Their pre-app concept plan showed
roughly 30 spaces, but the current plan shows 21. You are correct. This is the min. parking—they may want
more.
I hope to write up my comments today, so hopefully these questions are easily answered! Thanks for any info you can
