RE: ARB- 2005 -70: Walgreens — Final Review of a Site Development Plan (Tax Map 32, Parcel 37C)
Dear Mr. Royer:
The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on Tuesday, July
5, 2005. The Board unanimously approved the request, pending staff administrative approval of the following
conditions:
1. Provide a revised plan showing a satellite dish location that will make the dish not visible from the EC.
2. Choose an alternate fixture for the mosaic tile sign that meets ordinance requirements. Provide a cut sheet
that shows it is a full cutoff fixture or that it emits less than 3000 lumens.
3. Indicate the sign type for the drive - through sign.
4. Specify mounting type for all wall signs. If raceways are used, indicate on the sign drawings that the
raceway color will match the color of the wall to which the raceway is attached.
5. Revise the sign proposal to meet ordinance requirements regarding maximum allowable square footage.
6. Provide more specific dimensions for the Walgreen's signs so that Zoning staff may confirm the proposed
sign area.
7. Provide complete color information on the logo and drive - through signs. Submit all color samples, or
provide Pantone color numbers for each.
8. Indicate all dimensions of the freestanding sign base on the sign drawings.
9. The brick color shall be darker and is subject to administrative approval.
10. The wall packs are to be coordinated with the architecture; their shape and size may be
administratively approved.
Please provide:
1. Two copies of revised drawings addressing each of these conditions.
2. A memo indicating how each condition has been satisfied. If changes other than those requested have been
made, identify those changes in the memo also.
3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to ensure
proper tracking and distribution.
When staffs review of this informamon indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.

RE: SDP - 2004 -088 Walgreens Preliminary Site Plan
Dear Mr. Ferowich and Ms. Deroos:
On July 26 the Planning Commission approved your request for a Critical Slope Waiver with no
conditions.
On this date, the above referenced preliminary site plan has been administratively approved with
conditions.
The approval of the preliminary site plan is valid for (1) one year in accordance with Zoning
Ordinance Section 32.4.3.1. Therefore, the preliminary approval shall expire September 9, 2006. If
the preliminary site plan approval expires, a new application must be filed and processed.
Please address all of the requirements and conditions listed below and submit eight (8) tentative final
plan copies, final site plan application and fee to the Department of Community Development. This
letter must be submitted with the tentative plans, as a checklist, to document that you have addressed
all requirements or conditions, or the tentative plan will be denied.
The Erosion and Sediment Control Plan and the BMP Stormwater Management Plan, with the
associated applications and fees, may also be submitted with the eight (8) tentative Plans. Failure to do
so will result in a separate application to be filed with the Engineering Department at a later date.
After the initial tentative plan submittal, each department/agency will contact you to discuss any
remaining conditions. After all aforementioned department/agencies have granted approval of the
tentative final plans, you may submit the final mylars (2 sets) and one blueprint copy to the
Department of Community Development by 5:00 p.m. on any Monday.
Assuming that the final site plan mylars reflect all tentative approvals, signing of the'plans will occur
within one week.
The final site plan will be subject= i all final site plan requirements (Zonin,- -)rdinance Section 32.6),
in addition to the following conditions.
The Department of Community Development shall not accept submittal of the final site plan for
signature until tentative approvals for the following conditions have been obtained. The final site
plan shall not be signed until the following conditions are met:

quality, and detention routings for the 2yr and I Oyr storms. I did not see conceptual BMPs on
the preliminary site plan. It appears that there is adequate room for Filterras or similar
technology. BMPs are required before final approval can be given. [ 17 -304]
A completed stormwater management facilities maintenance agreement and fee. [17 -304]
The southeasternmost interparcel connector (between the proposed parcel line) must be
graded to a 10% slope or less.
A stop line should be place at the egress for the drive thru. The stop line should be placed at
least four (4) feet northwest of the proposed access easement. The stop line should be long
enough to be effective for both egress lanes. Just northwest of this stop line there should be
STOP" pavement word markings. Both the stop line and the "STOP" markings should
follow the "Manual on Uniform Traffic Control Devices" guidelines.

Development Plan (Tax Map 32, Parcel 37C)
Dear Mr. Royer:
The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on Monday,
November 7, 2005. The Board unanimously approved the request, pending staff administrative approval of the
following conditions:
1. Increase the caliper of the trees proposed on the south side of the site to 2' /z ". Specify all shrubs in the
planting schedule, including the azaleas, at 24" in height, minimum, at planting.
2. Indicate in the lighting schedule that the fixtures and poles will have a bronze finish. Confirm that the
lighting levels shown on the plan are for the 400 watt lamp, or revise the lighting schedule to show the
250 watt lamp.
3. Revise Monument Sign sheet A7 to include wall sign information, and include that sheet with future
applications for sign permits with the Zoning Department. Include the proposed sign face color and
trim cap /return color on the sheet. Include the following notes on the sheet: 1) The color and scale of
standard templates for trademarks, service marks, logos, and graphics may be modified. When used,
such features should be sized and placed with the text of a sign to create a unified, integral design. 2)
Sign types shall be limited to channel letters. 3) Sign fonts may vary from sign to sign. 4) Sign faces
shall be limited to a single color throughout the building. 4) Sign trim caps and returns shall be limited
to all dark bronze or all black. 5) Raceway color shall match the color of the wall surface behind the
sign. 6) All ARB sign guidelines shall apply. 7) Adjust the EFIS joints to align with the brick
pilasters and windows below, to allow for appropriate sign placement.
4. Additional signage may be placed within the cornice bands on the front and sides of the building if
coordinated with the architecture.
5. Include the following note on the building elevations and the site plan: Equipment shall not be visible
from the Entrance Corridor.
6. Revise the elevations to lower the clock and adjust the EIFS joints accordingly.

B. Stormwater Management Plan (WP0200600016)
1. The stormwater management plan is substantially incomplete and could not be reviewed. Please
consult the Design Standards Manual, sections 503.1 -2, 909.2, 805. 1, the Virginia Stormwater
Management Handbook, Volumes 1 and 2, and the Water Protection Ordinance. Removal rates were
not provided. It appears water quality protection was not provided. It appears significant portions of
the site are released without treatment. Plan details and profiles were not provided. The proposed
design does not appear to incorporate flow through the detention structure, or adequate access.
Drainage maps and routings were not provided. There appear to be no summaries for compliance
with removal rate requirements or detention requirements, etc. Comments will be provided when a

complete plan and supporting documentation are provided.

1. Provide adjacent area information.
2. Provide off -site information. Where will till come from'?

4. Provide limits of construction.
5. Show existing vegetation on plan.
6. Provide flow arrows for drainage areas.
7. Show site improvements; buildings, parking lots, etc.
8. Show grading for sediment traps on plan.
9. Show weir on ST -2 and conveyance of discharge to bottom of slope.
10. Provide copy of temporary construction easement.
11. Provide supporting computations for traps.
12. Please use standard details and symbols from the state handbook.
13. Please provide complete information to demonstrate adequate channels at outfalls. [VR 625 -02 -00

14. The erosion and sediment control plan review was not able to be completed due to insufficient

On the Mercer Carpet /retail side of this development, you gave me 8100sf which is what I had commented on 7-
7-05. The schedule should show:
81 00s x 80% = 6480
6480sf at 1 /100 for the 1 st 5000sf = 50
and 1/200 for rem. 1489sf = 7
Total = 57
maximum spaces = 57 + 20% = 68
For the drug store, you didn't tell me the final sf. The last time I saw it was 2 -1 -05 and it was 14,820sf with 2
drive -thru windows. If it is the same now, we allow a reduction of 25 square feet per 2 windows for a drug store,
so the schedule should show:
11,856 net sf at 1/125 for the first 5000 = 40 (includes reduction of 25 square feet per 2 windows)
and 1/225 for rem 6856sf = 31
Total = 71
maximum spaces = 71 + 20% = 85
58 and 77 spaces work if the square footages for the buildings are the same as when I last saw them. Walgreens
also needs one loading space (12'x 25' with 14.5' overhead clearance.) None are needed for the retail next door.

Jan,
I'm reviewing the final site plan for Walgreen's at Proffit Road and 29. 1 see from the preliminary site plan file that
Yadira commented that 84 spaces are required, but they're showing 77. She also noted - "ok per Jan'." I didn't
see anything from you in writing in the file, so I wanted to confirm that 77 spaces is ok for the drug store side of
the site plan. (14,820 sq. ft.).
The other side is the old Mercer carpet. I calculated that 57 spaces are required for that building /use (8,100 sq.
ft.) They are providing 58. Can you please confirm these calcs for me, especially the Walgreen's side. I would
be happy to stop by your office with the site plan if that would help.

I am requesting 25' radius at the radius adjoining Rte 649 on the inlet and outlet sides.
Sight distance needs to be shown on the plans.
If you can project the back of curb line on the full width turn lane to the edge of pavement radius of 29 and
649. Add a radius from the straight line projection to the stop bar on 29 North. The Striping should begin at
the intersection of the projection line and the radius with and follow the current edge of pavement with
dashed striping to the proposed taper beginning then continue with solid striping there after.

If you can project the back of curb line on the full width turn lane to the edge of pavement radius of 29 and
649. Add a radius from the straight line projection to the stop bar on 29 North. The Striping should begin at
the intersection of the projection line and the radius with and follow the current edge of pavement with
dashed striping to the proposed taper beginning then continue with solid striping there after.

exceeds 65 %, and using only a Storm Filter will not be adequate; additional water quality

2. Please make sure all sheets are completely revised and contain the most current information and
changes. Sheet 8 of 23 (Drainage area sheet) still needs to be updated to show the actual proposed
stormwater pipes and facilities.
3. A road bond estimate for the proposed turn lanes will be given once all Final Site Plan comments
have been addressed. The road bond must be posted before Engineering can approve the plans.

1. The proposed water quality structure for the retail portion of the site is adequate for the required
removal rate. The Con Tech Storm Filters achieve a 50% removal rate based on Albemarle
County's standards. For the Walgreen's portion of the site, a 65% removal rate is needed. Please
provide an adequate system and number of Storm Filter Cartridges so that 1" of runoff is treated

I have reviewed the latest set of Walgreens plans dated 11- 01 -06. 1 sent the below e -mail to the engineer after
meeting with him and have had a couple conversations with them since. They sent me some PDF's to address
my last concerns and I am expecting one more round of minor changes. These comments are for the entrance
off rte. 29. Everything else looks fine and the Walgreens engineers have been in contact with the engineers doing
the Proffit Road Widening.

Management Handbook, Volumes 1 and 2, and the Water Protection Ordinance. Removal rates were
not provided. It appears water quality protection was not provided. It appears significant portions of
the site are released without treatment. Plan details and profiles were not provided. The proposed
design does not appear to incorporate flow through the detention structure, or adequate access.
Drainage maps and routings were not provided. There appear to be no sunnnaries for compliance with
removal rate requirements or detention requirements, etc. Continents will be provided when a
complete plan and supporting documentation are provided.
Revl: The plan and computations still do not appear to he adequate. There are still no summaries
compliance with detention or water quality regulations. Portions of the site are still released
untreated, "'hen it appears that more of the site could he captured without hardship. There are not
enough details for us to understand the plan, and there do not appear to be enough details
construction or long term access and maintenance of the facilities. The proposed, facilities, for water
quality filtering do not appear to be adequate to meet the required removal rate. It is recommended
that one of the approved_facilities in the .state handbook be used. The detention computations do not
appear to use the correct areas. In addition, the TR -55 volume approximation inetlwd is not adequate
for a final design. Please consult the state handbook. A detailed routing of hydrographs is required.
The modified rational method is recommended, as TR -55 is often not reliable with small sites like this.
It is unusual to have this marry concerns with a revised plan. It is recommended that meet with us
