10 -05 -06 Allan, I looked at the above revision and it addresses my concerns. I would just like to note that the sidewalk is proposed to be outside of VDOT R/W without an easement. The maintenance of the sidewalk will be the property owner's responsibility unless an easement is shown on the final plat. If you have any questions, please contact me. The curb ramps on either side of the entrance should have a 4 foot traversable area behind them. I have attached the last engineering review comments for this plat performed on 04 August 2006 as well as shown them below. There are currently several outstanding items concerning the Engineering review. A. Final plat comments: 1. Please show all required drainage, SWM maintenance accesses, and all other easements on the plat. [14- 409] Rev. 1: Comment NOT adequately addressed. This plat needs to show all the required drainage, SWM maintenance accesses and all other required easements regarding all parcels associated with this final plat. This includes road plans, SWM plans, and final site plans. Here is an example: I refer to Sheet C -1., Sheet 5 of 11, from plans dated 02 August 2006 from Daggett and Grigg for the final site plan for Abington Place Offices and Condominiums; there is a SWM maintenance road & access, pipe outfall from Livingston Drive and outfall of the 24" pipe that need to be shown in easements going to the SWMfacility on TMP 32 -46. The easements for drainage from the public streets, "dedicated to public use", will extend outside of the public right -of =way to the first manhole structure or outfall point whichever comes first. At this point the easement will continue around the entire SWMfacility and will NOT be dedicated to public use. The mylars for the site plan for Abington Place Condos & Offices will NOT be signed until these easements are shown on a final plat, reviewed by the County, and recorded. (County Code section 18- 32.7.4) 2. This final plat encompasses several site plans and private /public street plans. All required road, E &SC, and SWM plans need to be approved before the final plat can be approved. [14-311, 312] Rev. 1: ALL required plans have NOT been approved at this tinge. A complete review of this final plat will be performed when all plans are approved and this plan can be compared to the approved plans. It appears that all associated site plans, ESC and SWM plans have been approved by the County. It appears that all required bonds are in place. This comment has been addressed. 3. This final plat encompasses several site plans and private /public street plans. All required road and water protection ordinance bonds need to be posted and approved before Engineering can recommend approval to this subdivision plat. The drainage easements associated with drainage leaving a public street need to be shown in a "Drainage easement dedicated to public use" otherwise the easement is just an access or drainage easement. Please provide written documentation that this property is allowed to use the existing pond to meet the ordinance requirements for its' SWM. A CG -12A is required at the intersection of Gathering Place and Deerwood Drive and at the crosswalk on Deerwood Drive and Abington Drive. The two thru lanes and the left turn lane on Timberwood Blvd. need to be adjusted to a 10' minimum lane width (Turn lane has a 10' minimum and the thru lane has to match the turn lane. The revised lane striping on Timberwood Blvd. needs to leave a 10' lane in each direction. The entrance needs to have a 30' minimum and a 40' maximum width. The lowest allowable sight distance is 280' for a design speed of 25 MPH or to the intersection. A distance of 250' is shown on the plans. The 280' distance needs to be met for entrance approval, unless an intersection is encountered. On sheetC -1.3 of the utility plan, sanitary sewer manholes are shown in the travelway. These will have to be adjusted to place them outside the travelway on the public roads. The sidewalk in the right of way needs to be a minimum of 5' with a 3' planting strip between the sidewalk and the back of curb. Shown below is a standard comment relating to sidewalks that incorporates the VDOT standard and the design manual reference. Please revise the sidewalks to a minimum width of five (5) feet. The most recent CG -12 detail from the VDOT Road and Bridge Standards, 2001 Edition (Page 203.06, insertable sheet A59, rev. date 03 -03) states a five (5) foot minimum width for sidewalks. "Sidewalks will be designed and constructed according to VDOT standards unless otherwise provided herein ". [Design Manual, Section 610A] It has been previously determined that the 6" curbing is not to be considered in the required width of the sidewalk.
