Thank you for the opportunity to comment on this project. The Planning Commission public
hearing is scheduled for July 18 with the Board of Supervisors on September 6. Staff is
recommending the following conditions of approval:
1. Special Use Permit 2006 -12 shall be developed in general accord with the concept plan dated
May 23, 2006, prepared by SL Key Inc., and titled "Conceptual Plan Colonial Baptist Church
Missions and Storage Building" (Attachment A,) Important elements of the concept plan
include the following:
The establishment and maintenance of the 20' buffer along the western parcel boundary.
The preservation of the existing tree line outside the limits of construction as defined on
the concept plan; the complete tree line outside the limits of construction shall be
retained.
The inclusion of tree protection details from the Virginia Erosion and Sediment Control
Handbook.
2. An approved water supply capable of supplying the required fire flow for fire protection shall
be provided to premises upon which facilities, buildings or portions of buildings are hereafter
constructed or moved into or within the jurisdiction. (Virginia Statewide Fire Prevention Code
508.1).
3.A 20' buffer shall be established and maintained along the western boundary of the parcel.
There shall be no disturbance within that buffer. Tree protection / limits of construction shall
be included on the site development plan as shown on the concept plan. Tree protection shall
be provided prior to any site disturbance and in accordance with the Virginia Erosion and
Sediment Control Handbook.
4. Print shop and mailing service shall be limited to the distribution of church related items.
5. Operators of the print shop shall be limited to a maximum of four.
6. Hours of operation of the print shop shall be limited to 7:00 am to 7:00 pm Monday through
Friday.
7.Number of monthly deliveries by truck shall be limited to a maximum of twelve.
8. Sanctuary and classroom expansion, or the addition of day care and other non- worship uses,
will require amendment to this petition.
The most pertinent issue for site plan review is the tree protection /limits of construction issues. I
have attached a copy of the concept plan that includes the tree protection /limits of construction
and construction details recommended by staff. Should the Board of Supervisors approve the
project and include the recommended conditions, the final site plan amendment will have to
include these details.

Yes, you must require a dumpster pad unless they are granted a modification or waiver. If they are interested in
that, they need to send a request in writing to the zoning administrator stating how the modification equally or
better serves the public health, safety or welfare; that the modification would not be a departure from sound
engineering and design practice; and, that it would not otherwise be contrary to the purpose and intent of the ZO.
If the request is administratively denied, they can then appeal to the PC as part of the site plan review.

I'm reviewing a major site plan amendment for colonial Baptist Church. They are proposing a "missions and
storage building" with 4,000 sq. ft., but proposing no dumpster. 4.12.13e requires a dumpster pad for commercial
and industrial buildings depicted on a site plan with 4,000 gross sq. ft. or more. The application does not provide
a more specific use other than what I mentioned above, and I'm looking for an interpretation as whether or not I
can require the dumpster pad.

engineering review for current development will recommend approval of the major amendment to the final
site plan when the following items are adequately addressed:
A. Final site plan comments:
1. The new travelway needs to be less than 10% grade. [18- 4.12.17a]
2. Please show spot elevations at the new parking spaces to show that the runoff will go into the
SWM facilities. [18- 4.12.15c]
3. Please show bumper blocks at the parking spaces in front of the new building. [18- 4.12.16e]
4. Please label the diameter of the existing eastern culvert at the existing travelway. [18- 32.6.6d1 ]
5. Engineering recommends moving the eastern turnaround at the loading space towards SR 250 to
allow for easier turning and access movements. [ 18- 4.12.18, 4.12.13b]
6. VDOT approval of the site plan is required before engineering can approve the plans. [DM902B]
B. Stormwater management plan comments:
7. The SWM plan has been submitted in the plans. The SWM plan needs to be submitted under a

Below are VDOT's comments on the Site Plans for the July 20` Site Review Committee Meeting:
SDP - 2006 -00065 Colonial Baptist Church Missions and Storage Building - Mai. Amendment.

The posted speed is 45 mph so the design speed should be 50 mph. Assuming a 10 mph
decrease in the through lane, the approach speed of 40 mph should have a deceleration length
of 275 feet and a taper of 100 feet.
All entrances must meet the current standards based on Minimum Standards of Entrances to
State Highways and the Road Design Manual.
SDP - 2006 -00065 Old Trail Village (Phase D (Francis MacCall)
VDOT has never received a traffic impact study for all phases of this development and cannot
adequately evaluate impacts to Rte. 250 and Rte. 691 at either end of Old Trail Drive nor can
we evaluate the functionality of Old Trail Drive to meet the traffic demands.
The design speed on Rea's Creek Dr. should be 30 mph and it should have 11 foot lanes.
Block lengths should be a minim of 500 feet and opposing streets should be a minimum of
250 feet away from other connections when the ADT is projected to be >1500 VPD. Rea's
Creek Drive falls into this category. Parking and connections on this block of Rea's Street
need to be restricted to allow the roundabout traffic to function properly.
All radial returns that are less than 25 feet on connections need to include an Auto Turn
evaluation for a SU truck. Commercial entrances need to be a minimum of 30 feet in width.
Sidewalks proposed for VDOT maintenance need to be completely within public right of way.
Have bicycle accommodations been addressed?
Indicate the sight distances at all connections including south east leg of the roundabout.
The Right of Way at the roundabout does not include a clear zone.

RE: ARB- 2006 -86: Colonial Baptist Church and Storage Building — Preliminary Review of an
Amendment to Site Development Plan (Tax Map 94, Parcel 46)
Dear Mr. Kerley:
The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on Monday,
August 7, 2006. The Board unanimously approved the request, pending staff administrative approval of the
following conditions:
1. Provide material samples and building elevations that are fully coded for proposed materials and
colors. The Hardi -plank in the front (south) gable is acceptable. Enlarge and /or redesign the arched
vent in this same gable end wall so that it is proportionate with the elevation or delete the vent. The
new building color shall match the color as the existing building,
2. Revise the site plan to show the location of all proposed air handler units and the method of
screening. Provide information showing the proposed method for screening the loading dock area.
Consider landscaping as a method for both screening this area and providing a visual connection
between the proposed and existing buildings.
3. Revise the site plan to show a minimum five foot paved radius at the southernmost point where the
proposed driveway and existing parking lot meet.
4. Revise the erosion control plan to show tree protection for the twenty foot wide buffer along the
western edge of the property, and all other areas where existing trees are to remain within the limits of
the project area. Include details specifying the method of tree protection to be used. The resubmitted
grading plan, landscape, and erosion control plans should all clearly denote the existing tree lines to
remain, existing tree lines to be removed, and the proposed tree line. Each plan is to contain a note
stating that no construction equipment or supplies shall be permitted underneath the drip line of
existing trees that are to remain.
5. Submit a landscape plan addressing all the required landscape guidelines. Revise the site layout so
as to provide an adequate landscape area (comparable to that in front of the church entrance)
between the head of the four proposed parking spaces and the porch of the proposed Mission
Building. Show a sidewalk connection between the parking area and the porch.
6. Show the location of all proposed site, building and decorative lighting. Provide a luminaire schedule
of all proposed exterior lighting on a photometric plan. Indicate in the schedule all lighting options
chosen, and the colors proposed for the fixtures and poles.

Please provide:
1. Two copies of revised drawings addressing each of these conditions.
2. A memo indicating how each condition has been satisfied. if changes other than those requested have
been made, identify those changes in the memo also.

When staffs review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.

5. The applicant has requested a waiver from the detention requirement of Chapter 17. Engineering
grants a detention waiver for the 10 -year storm. However, the 2 -yr storm needs to be detained in
each SWM facility to adequately address MS -19 concerns. Please provide these computations
with the next plan submittal.
6. For biofilters, a minimum of three (3) species of trees and three (3) species of shrubs are required.
Only one species is shown for a tree and a shrub. Please add two (2) additional tree and shrub
species for the required plantings at each biofilter. [DM503.1F8]
7. The access easement to SWM facility #2 needs to extend through the existing loading dock to the
new travelway. The current depiction of the easement does not provide access from the travelway.
S. The SWM portion of the Water Protection Bond amount has not been computed at this time.

The major amendment, E &SC, and SWM plan for Colonial Baptist Church, received on 21 February 2007,
has been reviewed. The engineering review for current development will recommend approval of the major
amendment to the final site plan when the following items are adequately addressed:
A. Final site plan comments:
The required SWM and ESC plans need to be reviewed, approved and bonded before engineering
can recommend approval to the final site plan. [18- 32.7.4.3]
VDOT has recommended approval to the major amendment.
All other comments have been previously addressed.
B. Stormwater management plan comments:

4. Please provide a Stormwater Maintenance Agreement. [17 -323]
Rev. 2: This is a repeat comment. This agreement is on the County's website. Please contact
Ms. Pam Shifflett at 296.5832 Ext. 3246 for more information about this agreement.
Rev. 3: This comment has NOT been adequately addressed at this time.
The applicant has requested a waiver from the detention requirement of Chapter 17. Engineering
grants a detention waiver for the 10 -year storm. However, the 2 -yr storm needs to be detained in
each SWM facility to adequately address MS -19 concerns. Please provide these computations
with the next plan submittal.
Rev. 3: This comment has been adequately addressed with this plan submittal.
6. For biofilters, a minimum of three (3) species of trees and three (3) species of shrubs are required.
Only one species is shown for a tree and a shrub. Please add two (2) additional tree and shrub

7. The access easement to SWM facility #2 needs to extend through the existing loading dock to the
new travelway. The current depiction of the easement does not provide access from the travelway.

8. The SWM portion of the Water Protection Bond amount has not been computed at this time.
Rev. 3: The SWM portion of the Water Protection bond amount is $25,000.00. Please
contact Ms. Pam Shifflett for more information concerning the posting of this bond amount.
9. The applicant has submitted all required copies of the SWM plans to this office.
C. Erosion and sediment control plan comments:

10. All previous review comments have been adequately addressed with a previous plan submittal.
11. The applicant has submitted the four (4) additional copies of the E &SC plans to this office.
12. The E &SC portion of the WPO bond amount is $14,000.00. Please contact Ms. Pam Shifflett at
296.5832 Ext. 3246 for more information concerning the posting of this bond amount.
A grading permit will be issued when approvals have been granted from all applicable departments and
agencies which includes the stormwater management plan (approved and bonded), the erosion control
bond has been posted, and a pre - construction conference held with the contractor, certified responsible
land disturber, owner and county staff.
