Re: Wachovia Bank at The Shops at Rio Road
Dear Raina:
The plan, entitled "Shops at Rio Road" dated June 26, 2006, last revised June 1, 2007, is
hereby approved for construction. One set of the approved plan is enclosed for your records.
Any previously approved plans are voided with this approval. This approval is for basic
compliance with the General Water & Sewer Construction Specifications of the Albemarle County
Service Authority (ACSA) and does not relieve the contractor from responsibility for his work as it
relates to the plan and specifications.
The ACSA requires that a copy of the approved construction plan be on the job site. The
contractor is responsible for marking up a copy of the approved construction plan showing as -built
information and provide this data to your client at the completion of utility installation. The final as-
built plan shall be submitted in a format of one paper copy and one mylar copy.
A preconstruction conference shall be scheduled with the project manager to ensure
coordination and answer any questions. This will be a short meeting to review the project,
materials, test methods and schedule, in order to expedite construction. Please have the proper
party call me at 977 -4511 to schedule the meeting.
This approval is valid for a period of 18 months from this date. If construction is not in
progress at the end of this time period, the approval shall be void.

The Final Site and Drainage Plans have been reviewed for Wachovia Bank and Shops at Rio Road
SDP200600066) and will be approved when the following comments are addressed. The
Stormwater Management and Erosion Control Plan continents, which were faxed out on Friday,
are included after the Final Site and Drainage Plans.
A. Final Site and Drainage Plans (SDP200600066)
1. VDOT approval is required. [DSM902B]
2. Plans need professional signature and date. [18- 32.6.1]
3. Please grade the access aisle to a maximum of 10 %. Acess aisle grading just right of entrance on
Rte. 29 is close to 14 %. [18- 4.12.17a]
4. Please include bumper blocks to parking spots adjacent to sidewalks less than 6 feet wide, or
increase the sidewalk width to 6 feet. [I 8-4.12.16e]
5. Concrete pad must extend 8 feet in front of dumpster. [18- 4.12.19a,b]
6. The dumpster location will inhibit convenient circulation as it will block the travelway when it is
being emptied. Please look for an alternative location to place the dumpsters. [DSM 902A5, 18-
32.7.2]
7. Parking must be a maximum 5% grade in any direction. [18- 4.12.15c]
8. Please widen the radius of curbing on the retail /restaurant side of the Rte. 29 entrance so that
handicapped parking spots do not extend out into the travelway. [18- 4.12.15f]
9. Please show how the Filterras will tie into the drainage system.
10. Please show the FFE on the proposed buildings.
B. Stormwater Management Plan (WP0200600051)
1. Please provide pipe profiles, drop inlet grate details, dentention details, and curb inlet details on
the plans. [DSM 909.2A]
2. Please show all stormwater management easements. [DSM 909.2B(2), 503.1 C, 1101 ]
3. The overall post - developed drainage area map does not match the storm sewer and inlet drainage
area map.
4. Pipe 3 is undersized and flow exceeds its flow capacity. Pipes must be a minimum of 15 inches in
diameter; pipe 3 is only 10 inches. [DSM 505D5, E5]
5. Please provide stormwater management for the existing parking area in the southeastern area of the
site. Determine where the pipe drains for the drainage inlet near the handicapped parking spaces
on the Wachovia site.
6. Please show details of how Pipe 4 and 8 (42" detention pipes) will connect into the curb inlet (Dl-
2A).

7. Please provide an additional drop inlet on the other side of the site entrance on Rte. 29 to catch
runoff from draining into the street. [DSM505G4]
8. Runoff will drain through the areas where the dumpsters are located. Please move them to another
location or re grade the area so that runoff will not drain through them. [18- 4.12.19a,b]
9. Please provide spot elevations to show how runoff will flow to the Filterra units. Several of the
units appear to have little to no runoff going to them. It is unclear which side of the unit is the
opening with several of the units. The Filterra systems will have to be approved by Filterra.
10. Several of the impervious areas appear to not be treated for water quality.
11. For water quality, you must provide removal rates computations. [DSM 503.2C, WR -6]
12. BMP sizing calculations are incorrect. To size the Filterras, use Table 1 on page 15 in the Filterra
DAkit.
13. Due to the lack of details and calculations provided, additional comments may be necessary upon
resubmittal.
C. Erosion Control Plan (WP0200600051)
1. All stages of construction are not protected. The temporary diversion dikes and inlet protection
will serve no purpose or not be able to be installed until the inlets and pipes /detention pipes are
installed. The Erosion and Sediment Control Plans conflict with the phasing plans. If construction
will be done in different phases, an E &S plan will be needed for each phase. Is the purpose of the
phasing to keep the Wachovia open during construction? Several of the drainage /detention pipes to
be installed are located in two construction phases.
2. A portion of silt fence and pipe on the Wachovia side of the property are outside of the
construction limits.
3. Throughout the plans and narrative, the disturbed area is said to be 4.57 acres. Please change this
to the correct disturbed area arnount.
4. Please label the Erosion Control Plans appropriately (not Bulk Grading Plans).
5. Please include dust control on the plans. [DSM 3.39]
6. Filterras are not activated until site is fully stabilized and cleaned (page 30 of the Filterra DAkit),
so inlet protection is generally not needed for them. (Inlet protection may be needed for some of
the Filterra units because you are installing them in different phases.)
7. Due to E &S concepts which need to be changed or clarified, additional comments may be
necessary upon resubmittal.

Rev]: The plans for Wachovia Banks and Shops have been reviewed. The following comments
must be addressed before Engineering can recommend approval:

Revl: Plans show the outlet pipe of Filterra unit 3 running directly into the 42 inch detention

Rev]: please remove the extra 15 inch pipe, change the 10 inch pipe to a 15 inch pipe, and put
a reducer plate or weir on the inlet pipe opening to a size equivalent to a 10 inch pipe.

include the following additional Filterra units (diagram shown in Figure 1, on the following
page):
1) A Filterra unit on the other side of'DI - -4A. Show drainage from roof draining to parking
area so it will reach Filterra unit and not draining directly to the storm sewer system.
2) A Filterra unit above DI -2B. Also show drainage from roof draining to parking area so it
will reach Filterra unit and not draining directly to the storm sewer system.
3) A Filterra unit above DI -3B to capture more of the travelway area.

Revl: comment not addressed; E&S plan does not appear to have changed. Temporary
diversion dikes and inlet protection are not adequate to protect the site. Sediment trapping
measures are necessary. The phasing and construction sequencing should be apart of the E&S

plans, not separate parts. If construction will be done in different phases, an Ec&S plan will be
needed for each phase. It is not possible to separate Phase 1 and H because of grading which
will affect both phases. It is unclear as to how excess dirt/debris, machinery for the construction
site, ingress, egress, and parking for the Wachovia site will be able to be coordinated during all
phases of construction.
