The Planner for the Zoning & Current Development Division of the Albemarle County Department
Community Development will approve the final site plan when the following items have been
satisfactorily addressed. (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.) [Each
comment is preceded by the applicable reference to the Code of Albemarle.]
I understand your response to my comments so these are the 3 items left to do that you stated would
be forthcoming. As soon as I can review and approve those items I will be OK with the plan. There
are still others that need to be satisfied.
1. With the recent subdivision of the property the plan now shows offsite improvements for this
plan to work. Please provide a written agreement that you are permitted to do this
construction on the other parcel. This will pertain to the parking as well (see below)
2. 4.12.8 e] With the construction and eventual use of these spaces by Bob Evans there will
need to be a shared parking agreement between parcels 41D4 and 41D5.
3. The final plan approval is subject to the issuance of a Certificate of Appropriateness from the
Architectural Review Board.

1. With the recent subdivision of the property the plan now shows offsite improvements for this

2. 4.12] The numbers for the parking are a little off The front page sates that there are
Approx" 38 employees but on sheet 2 it states that there are 21 MAX.
The front sheet notes that there are 56 spaces provided. I have counted 57 spaces please
verify and note that they are onsite.
On sheet 2 under the heading BOB EVANS RESTAURANT PARKING REQUIREMENTS
it notes 21 max employees (see above). Also, breakdown the number of spaces to onsite and
offsite. Again it appears that there are 57 spaces onsite and 21 spaces offsite (meaning not on
parcel 41D4) for a total of 78 spaces not 70.

4. 32.7.9] Note that the landscape plan on page 11 is the required landscape plan and that the
one on page 12 is for reference only. I think this was ARB requesting this if so then note
that.
5. 32.7.9] In the schedule the number for COB is 2 but the plan shows only 1. Please correct.
6. The site plan on sheet 2 shows lights in different locations than what is on the photometric
plan on sheet 14. Please correct.
7. The final plan approval is subject to the issuance of a Certificate of Appropriateness from the
Architectural Review Board.

RE: ARB- 2006 -05: Bob Evans
Dear Mr. Anderson and Ms. Bozzelli:
I have reviewed the submittal for the above - referenced project, which consisted of the following items:
Color elevations dated March 20, 2006
Architectural sheets A2.0, A2.1, A83 dated July 28, 2005
Site plan dated 2/13/06 with lighting plan dated 9/26/05
Your submittal did not address all conditions of ARB approval. These are the outstanding items:
1. Provide a warmer color of mortar for review. (Your drawing indicates "natural gray" mortar is
proposed. A sample is required for review.)
2. Provide complete and accurate grading related to the retaining wall and overall site. Coordinate
grading with the HTC basin plan. (Your memo indicates that this would be addressed in the future.)
3. Coordinate all drawings related to the retaining wall. Reduce the retaining wall height or step the wall.
Additional recommendations may result from the work session. (Your memo indicates that this would
be addressed in the future.)
4. Provide a detail of the head wall condition. (Your memo indicates that this would be addressed in the
future.)
5. Revise the Plant List to show the Red Maples along the EC at 3 /2 caliper. (Your memo indicated that
this was done, but the landscape schedule I have for review still says 21/4" caliper.)
6. Clearly show on the plan that proposed plants are not located in easements or provide documentation
that the easement holders do not object to the proposed planting. (A red maple is located in the
sanitary easement. Red maples on the west side of the site are in an easement; please clarify on the
drawing which easement it is.)
7. Remove the notes that refer to rafter lights and wall can lights from the elevation drawings. Include the
wall fixtures in the luminaire schedule. Identify wall light color in the schedule. Include fixture cut
sheets on the photometric plan; provide the cut sheets for review. Identify all lighting options chosen,
including lamp type, wattage, finish, etc. Revise the photometric plan to show that spillover does not
exceed .5 footcandles at the property line along the EC. (Your memo indicates that these changes are
yet to be made.)
8. Include dimensions on the sign drawings showing a minimum of 4" above and below the channel
letters, within the sign band. Revise the sign drawings to identify the raceway color as matching
the color of the brick wall. Indicate on the sign drawing that the blue background of the cabinet
sign is opaque. Revise the sign drawings to identify the raceway color as matching the color of the
brick wall. Indicat( eway height. Revise the red #2283 to re(' 793. (Your memo indicated
that this would be addressed later.)
9. Additional recommendations regarding patio integration, the retaining wall, and planting may result
from the work session. (The follow -up work session on the HTC basin has not yet been held.
Coordination is still required.)
10. The beam shall extend to the ends of the piers. (The beam is shown extended to the end of only one
pier.)
11. Coordinate the side elevations to align the cornice heights with the front and rear elevations. (The
cornice heights on the elevation submitted for review do not appear to have changed since the last
submittal. Please explain what change was made.)
Please provide:
1. Two copies of revised drawings addressing each of these conditions, including any relevant information
resulting from work sessions regarding the retaining wall.
2. A memo indicating how each condition has been satisfied. If changes other than those requested have been
made, identify those changes in the memo also.
3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to
ensure proper tracking and distribution.
When staffs review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.
