Dear Mr. Krochak:
The Albemarle County Architectural Review Board, at its meeting on August 21, 2006, completed a preliminary
review of the above -noted request to construct three buildings: a three story, eight -unit live -work building, and two
three -story townhouse buildings with 22 units. The Board offered the following comments for the benefit of the
applicant's next submittal. Please note that the following comments are those that have been identified at this time.
Additional comments may be added or eliminated based on further review and changes to the plan.
1. Provide south and east end elevation drawings of all three buildings coded for proposed materials and
colors. Provide roofing and building samples for the south and east end elevations of each building.
2. Revise the site plan to indicate that 30% of the hedgerow plantings between the existing hedgerow and
the northern woodland will be 1 -1/2" caliper trees. Provide a note on the site plan showing how the
requested breakdown of plant types and sizes within that hedgerow has been met.
3. Provide guidelines on the site plan for the long term maintenance of the hedgerows, and the existing
woodland.
4. Submit a plan for review showing all proposed changes to the storm water detention pond including
proposed landscaping.
5. Proposed building mechanical equipment and above ground utilities are other site elements that need
to be screened. Show their location and the proposed method of screening to eliminate visibility from
the EC if needed.
6. Provide a completed and signed Tree Conservation Plan Checklist with the next submission.
7. Revise the site plan to show a proposed three board black fence along both sides of Radford Lane
starting at the existing hedgerow and going southward to the intersection with Route 250.
8. Provide a lighting photometric plan showing the location of all proposed site, building and decorative
lighting. Provide a luminaire schedule of all proposed exterior lighting. Indicate in the schedule all
lighting options chosen, and the colors proposed for the fixtures and poles. All proposed fixtures are to
be full cut off.

The plans for Liberty Hall, received on September 11, 2006, have been reviewed. The
engineering review for current development cannot recommend approval of the plans until the
following items are adequately addressed:
A. Final site plan, Road Plan, Drainage Plans (SDP200600223)
1. VDOT approval is required.
2. Please show all necessary drainage easements. [ 18- 32.7.4, DSM 1101 B]
3. Please revise the grading in the parking lot to show a 5% maximum grade in all directions. [18-
4.12.15c]
4. Sidewalk adjacent to parking spaces must be 6 feet wide or bumper blocks provided. [18- 4.12.16e]
5. The concrete dumpster pad must extend a minimum of 8 feet beyond the location of the dumpster.

B. Stormwater Management Plan (WP0200600057)
1. For the stormwater detention summary sheet of the calculations you provided, in addition to the
runoff volumes, please provide the C values, times of concentration, and acres used for pre and
post development, and differentiate between what amount of acreage goes into the detention
facility versus what bypasses the facility.
2. The maximum ponding depth for biofilters is 1 foot. The ponding depth for the proposed
modification of the existing biofilter is 2.3 feet. If you lower the weir elevation to I foot above the
bottom elevation of the biofilter, the runoff exceeds your pre development runoff values. However,
I am unsure of the pre development runoff values given. They seem rather low. Can you explain
how you got the pre development runoff values for drainage area 1? Is it based on Clover Lawn's
values? I looked at the preliminary plan calculations for Liberty Hall and it appeared to show 6.3
cfs for drainage area 1, using a drainage area of 1.6 acres. The drainage area is shown to be 5.22
acres on the current plans. If the runoff calculations are incorrect, simply lowering the weir may be
adequate. If the runoff calculations are correct, the biofilter will need modification in order to
maintain and a maximum ponding depth of I foot and adequate detention.
3. Is the biofilter area being increased in order to serve both developments, or is it already oversized?
Please show that the biofilter is large enough to support both developments.
4. The biofilter appears to be short- circuiting. The inlet and outlet runoff locations should be spaced
accordingly so that all of the biofilter is used for water quality.
5. The pro rata share for the portion of the site draining to Licking Hole Basin will be $5700.
6. The underground detention pipe system details on sheet 8 labels a slope of 0.05% Please correct

7. Please provide a stormwater maintenance agreement.

C. Erosion Control Plan (WPO200600057)
I . Phase II does not appear to be fully protected. For example, the sediment traps installed in phase I
are not in phase II of the plans, and the portion of the site near Rte. 250 does not appear to be
protected. Please revise phase 11 of the plans so that the entire site is protected. The plans and
narrative do not agree; the narrative calls for the removal of sediment traps after the installation of
construction measures. Many of the erosion control measures are in the way of construction
measures, including sediment traps, silt fence, and diversion dikes.
2. hi phase I, the drainage areas going to sediment traps 1 and 2 appear to be incorrect. It appears a
good portion of the area shown draining to sediment trap 2 will actually drain to sediment trap 1.
The sediment traps may need to be resized to account for the increase /decrease in drainage area.
3. The sediment basin outlet structure needs to be shown in phase I of the plans.
4. The construction entrance location is adequate for phase 1, but not phase 11. The construction
entrance will need to be adjacent to the entrance at Rte. 250 during phase 11. The pipe meant to run
from the washrack to the sediment trap is not located within the construction entrance.
5. Please remove all grading within tree protection areas.
6. Please show all work inside the limits of disturbance.
7. The dewatering orifice size in the sediment basin calculations does not match the details of the
sediment basin in the plans.
8. Please include Temporary Stabilization (TS) and Permanent Stabilization (PS) on the plans.

Rev]: The detention facility is not adequate. The routed post development runoff rate leaving
the facility exceeds the pre development runoff rate. Please provide routing calculations. In
addition, please show details of how the piping with connect with the raintank system. Also, the
8" low flow pipe must be increased to a minimum IS "pipe per county requirements (Add a
weir plate to create an opening equivalent to an 8 "pipe for detention purposes.).

including original plan sheets from Clover Lawn.

Revl: It appears that additional phasing is going to be needed in order for the site to remain
protected at all tittles. The sediment traps shown in phase 77 of the plans are in the way of
construction; the construction in these areas will have to not take place until after the areas
draining to them are stabilized. In addition, it appears that the diversion dike going to the basin
is flowing uphill. There is also silt fence running down slopes. We have engineering meetings
every Thursday (except for this Thursday, of course) from 2 -4fpm where people can come in and

Rev]: Is the existing biofilter going to be used as an E &S measure? If so, inlet protection is
needed for the biofilter outlet. If it is not going to be used for E &S measures, on site drainage
cannot drain into the biofilter.
Please remove all grading within tree protection areas.
Revl: What is the meaning of "buffer areas" on the E &S plans? A buffer area defined by the
County is an area which cannot be disturbed. The buffer areas on your plans have disturbance
within their limits. If these areas are not true buffer areas please label them differently. There
are still problems with the tree protection areas. The tree protection is shown inside of the drip
lines of trees, and there is now grading through silt fence. There are still grade lines through
tree protection areas. Sonte of the tree save /removal areas have very odd geometries and do not
seem realistic. The bold tree lines are supposed to represent trees to be removed; however it
appears that many of the trees labeled in bold appear inside of tree protection areas.

10. For the live /work building, the following changes shall be made. Reference the drawings annotated by
Mr. Missel at the meeting.
Create two evenly spaced vertical elements along the length of the facade on the EC side to add
articulation to the long roof line.
On the side elevations, only arch the center three windows at the first story and remove the lower
white panels from the end windows to better relate the rear and side windows.
Add a water table to the EC side of the building and wrap it around to the side elevation, or
illustrate how plants will mitigate the appearance of the lower portion of the building.
Add brick corner treatments to the projecting bay of the end elevations; downspouts may be
acceptable as alternate corner accents.
Add vertical articulation between the rear bays; downspouts may be acceptable.

The plan, entitled "Liberty Hall Site Plan" dated September 11, 2006, last revised January 10, 2007 is
hereby approved for construction. One set of the approved plan is enclosed for your records. Any previously
approved plans are voided with this approval. This approval is for basic compliance with the General Water
Sewer Construction Specifications of the Albemarle County Service Authority (ACSA) and does not relieve
the contractor from responsibility for his work as it relates to the plan and specifications.
The ACSA requires that a copy of the approved construction plan be on the job site. The contractor
is responsible for marking up a copy of the approved construction plan showing as -built information and
provide this data to your client at the completion of utility installation. The final as -built plan shall be submitted
in a format of one paper copy and one mylar copy.
A preconstruction conference shall be scheduled with the project manager to ensure coordination
and answer any questions. This will be a short meeting to review the project, materials, test methods and
schedule, in order to expedite construction. Please have the proper party call me at 977 -4511 to schedule
the meeting.
The pressure for water may exceed 80 psi at some meter locations.
This approval is valid for a period of 18 months from this date. If construction is not in progress at
the end of this time period, the approval shall be void.
