The Planning Commission also unanimously approved the critical slopes waiver request for SDP - 2006 -1 13 UVA Research Park, Towncenter Office Buildings (3 & 4). The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review. This plan has been submitted as a final site plan prior to preliminary approval several of the comments may require substantial revisions to the plan and additional review. This may affect the review timeline. You may choose to pursue this plan as a preliminary. Should you decide on this course some of the comments may not be relevant to a preliminary site plan. Please contact me to discuss the comments, if you choose to have this plan reviewed as a preliminary. [Each comment is preceded by the applicable reference to the Code of,- llbetnarle County.] 1. [3 2.6.6 (c)] Provide detailed water and sewer plans for review by the Albemarle County Service Authority. 2. [4.2, 32.5.6 (d) & 366.6 (b) — Critical Slopes] Show the location of critical slopes. There are several areas that appear to have slope greater than 25 %. A critical slope waiver may be requested with sufficient reasoning for that waiver as provided by 4.2.5 of the County Code. 3. [4.3, 32.5.6 (d),32.6.6 (e) & 32.6.6 (b) Tree Cutting] Proposed clearing needs to match on all sheets of the site plan document: on the Site Plan (C -3.0), Erosion and Sediment Control Plan (ES -1.0 & ES -2.0), Storm Water Management Plan (C -5.0) and Landscape Plan. 4. [32.6.6(a)] The number of parking spaces is determined by the square footage of the buildings. The cover sheet shows three square footages for the spaces shown on the plan: the Lease Area of the Building, 153,140 s. f.; Gross Combined Floor Space, 155,229 s. f.; and, a square footage of 154,229 s. f. used to determine the number of Loading Spaces In this zoning district the number of spaces is determined by one space per 200 s. f. of "net square footage" (80% of the gross [4.12.6] Loading spaces are determined by requiring 1 space for the first 8,000 s. f. plus 1 space for every 20,000 remaining square feet. [4.12.13] 5. [36.6.6 (g)] Provide size of parking spaces, aisle widths, and methodology for the number of spaces. 6. [32.5.6(b) and3 2.6.6 ] Provide floor area ratio, maximum height of buildings, maximum amount of impervious cover, square footage of buildings. 7. [3 2.5.6 (1) & 32.6.6 (h)] Provide the dimensions of all improvements not limited to structures, walkways, and proposed and existing utilities. 8. [4.12.19] One dumpster pad is assumed to be shown for each building, but needs to be labeled and dimensioned. If dumpsters are to be used there must be screening around the dumpster and a detail added to the plans. [32.7.9.8 (c) 3 — Screening] 9. [4.17 & 32.6.6 0) — Outdoor Lighting] On sheet SL -1.0 shows the lighting plan with the locations of the two proposed lighting types: 14 flat lens box type fixtures proposed for the interior of the parking lot (Visionaire AME -3) and 23 lantern type lighting fixture (Ela Dk — 4554 — HORS). A waiver request was made to the Planning Commission for the lantern type fixture proposed for Buildings One and Two of this development. The request was heard and denied by the Planning Commission at its meeting November 28` Either another design must be chosen for the fixture not requiring waiver or an appeal made to the previous request for this type and wattage. Reduction of the wattage may allow the use of this fixture. 10. [32.6.6 (i) &32.5.6 (p)] Provide a landscape plan meeting the requirements of 32. 7.9 et. Seq. — site plan requirement including "canopy " requirement and calculation] Show all utilities on the landscape plan to ensure there are no planting conflicts. 11. [32. 7.4] Include all drainage and storm water management calculations and plans with the submittal of final site plan. The submittal must also contain erosion and sediment control plan and narrative. 12. [3 2.5.6 (n) — Preliminary Plat Dimensions] "Location and dimensions of all existing and proposed improvements including: buildings (inaximum,footprint and height) and other structures; walkways; fences; walls; trash containers; outdoor lighting; landscaped areas and open space; recreational areas and facilities; parking lots and other paved areas; loading and service areas together with the proposed paving material t' pes fbr all tivalks, parking lots and drivcways; and signs.
