Subject: SDP -2006 -0043 Pavilions at Pantops Phase 2 Preliminary Site Plan
The Planner for the Zoning & Current Development Division of the Albemarle County Department
Community Development will approve the preliminary site plan when the following items have been
satisfactorily addressed. (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.) [Each
comment is preceded by the applicable reference to the Code of Albemarle.]
16.3] The current minimum lot size for the R -6 zoning district (7620 sgft) is not being met
with the proposed townhouse lots. If the intention is to have the minimum lot size not be
applicable to this development then it needs to be stated that the property will be developed
using the clustering provision which requires the provision of 25% of the parcel to open
space. This open space must be approved by the Planning Commission per section 4.7.
Please submit the justification as described in section 4.7 for consideration of the open space.
Describe what you intend active and passive recreation to be.
2. [32.5.6a] Under "Site Data" the parcel is just 78 -12 not 78 -12 and 78 -55A4
3. [32.5.6a] The adjacent parcels of TMP 78E -37 38 39 & 40 are zoned R -4 not R -6
4. [32.5.6a] Sheet 3 of 12 needs to represent Tax Map 78 Parcel 12 as a 57.88 acre parcel with
this being a 26.19 acre development. (See comment #4) 78 -12 is also zoned R -6 not C1 and
the portion shown as 78 -55A4 south of Verona Dr. and adjacent to 78 -55A6 is not 78 -55A4
but 78 -12.
5. [32.5.3 and 4.2.3.2] A waiver from the Planning Commission of the critical slopes
regulations is needed to develop on the slopes of 25 or greater.
6. [32.5.6a] The area of the development does not match the residue that was stated for the
Phase I development. This plan shows 25.8 acres and the Phase 1 development had a residue
of 26.19 acres. Correct this discrepancy.
7. Lots 113 -115 appear to be located on a portion of the approved open space for Phase 1.
Correct this.
8. Under "Site Data" in the proposed use table show the percentage of the site that is in lots.
9. Under "Site Data" in the proposed use table the density is 3.59 du /ac. It is calculated on the
entire parcel of 57.88 acres not on the acreage to be developed with this project.
10. [32.5.6c] Will there be phasing for this project`? If not I would suggest that phases be
developed. Keep in mind the parking requirements if phasing is established by making sure
each phase has what is needed for parking to serve that phase as a standalone development.
11. [32.5.6n] Will there be lighting? If do show the location of any proposed lighting.
12. [32.5.6n] Will there be individual trash removal or will there be dumpsters? If dumpsters
locate and design them per section 4.12.19.
13. [32.5.6n] Will there be individual mail boxes or will there be a mail hut/building? If so
locate it properly.
14. [32.5.6n & 32.7.9] Landscape plan in conformance with section 32.7.9 if required.
COMMENT: There needs to be street trees along Rolkin Rd. and Verona Dr. Please review
that section thoroughly to make sure the revised plan addresses the requirements.
15. [4.12] The parking should be calculated and shown as follows:

2 spaces per unit plus 1 space per every 4 units that has parking located on individual lots.
137 units = 274
Units with parking on individual lots
137 units with 1 surface space and 1 car garage = 274 spaces
137 _ 4 = 34 additional spaces
274 + 34 = 308 spaces required

16. [4.16] A half basket ball court must be provided to fully meet the recreation requirements
17. The adjacent parcels or TMP 78E -37 38 39 & 40 are zoned R -4 not R -6
18. Provide a sheet at 1" = 100' that shows the subdivision layout.
Final tentative approval from this department will be subject to the following conditions: [These
conditions are those which have been identified at this time. Conditions may be added or eliminated
based on additional review.]
1. [32.6.3] Approval of a landscape plan in compliance with Section 32.7.9.
2. [32.6.60)] Submittal of a description and photograph or diagram and show the location of
each type of outdoor luminaire that emits 3,000 or more initial lumens. Please be aware that
installation of such luminaires in the future that are not shown on this plan shall require an
amendment to this plan.
3. [32.6.60)] [4.17.4(b)] Submittal of a photometric plan on the site plan demonstrating that
luminaires are in compliance with 4.17.4 b.
4. [32.6.4.1 ] The final plan approval is subject to the issuance of a Certificate of
Appropriateness from the Architectural Review Board.

RE: SDP 2006 -128 Pavilions Phase II

Dear Mr. Lancaster:
This letter is to approve as a letter of revision the modification of the driveways for lots 33, 34. and 35 in
Pavilions Phase II from single loaded driveways to double loaded driveways. This letter of revision
replaces the previous letter of revision for Pavilions. Phase II dated October 26. 2009. This is your first
letter of revision for this site. Please note that a total of three Letters of Revision are allowed before all
changes to the site plan are required to be submitted in the form of a new site plan amendment. If you have
