Below are VDOT's comments on the Site Plans for the February 12` 2007 Site Review Committee
Meeting:
SDP- 2007 -00004 Barclay Place Apartment Expansion — Final (Gerald Gotabu)
This site plan was previously approved by VDOT in 1996. It appears to be the same plan.
SDP - 2007 -00006 White Gables (Phase IV) — Major Amendment (Summer Frederick)
The last plan that was submitted for this site recommended that the entrances for Kappa
Sigma, National Legal, and this site should be consolidated to one access and other entrances
would be closed. It appears that the access roads are being put in place but it is not clear what
the purpose of the access road is. Please clarify. A signal warrant analysis was also conducted
with the last plan and VDOT did not recommend a signal without the consolidation of the
entrances.
SUB - 2007 -00037 Westhall (Phase V) Lots 93 -125 Preliminary Plat (Patrick Lawrence)
The 480 VPD exceeds the amount needed to consider a 28 foot pavement section.
Road plans including horizontal and vertical alignments, drainage computations, pavement
computations, and entrance profiles will need to be submitted with the site plan.
Please request the applicants provide a written description of revisions with re- submissions. If you
have any questions or comments, please contact me prior to sharing these comments with the
applicants.

The above referenced submittal has been reviewed for possible impact to known historic (fifty years old or older)
architectural resources and known or potential archaeological resources with the following results:
1. Virginia Department of Historic Resources' Historic Resource data has no surveyed historic architectural or
archaeological sites identified on within the project area. Note: The absence of historic resources in DHR
records does not necessarily mean that no historic properties are present. It is possible that the area in
question has not been systematically surveyed for resources.
Based upon the information above, I have elected not to conduct a site inspection. If you discover anything that you
question pertaining to existing structures and/or sites and possible historical significance, please contact me to
discuss your fmdings.

The County of Albemarle Division of Zoning and Current Development will grant or recommend
approval of the final site development plan referred to above once the following comments have been
addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning
Ordinances unless otherwise specified.]
1. [ 4 .17 .4 ] Please provide cutsheets_for fixtures OC -1, OF -I and the Wall Light. These fixtures
emit more than 3,000 lumens. Cutsheets should clearly show that the above fixtures are full cutoff.
For each outdoor luminaire subject to these outdoor lighting regulations pursuant to section
4.17.2.a, whether a lamp emits three thousand (3,000) or more maximum Iumens shall be
determined from the information provided by the manufacturer of the lamp including, but not
limited to, information on the lamp or on the lamp's packaging materials
2. [4.17.4.b. I ] There is excessive spillover at the property line where parking is proposed. The
spillover of lighting from luminaires onto public roads and property in residential or rural areas
zoning districts shall not exceed one -half (' /z) foot candle. A spillover shall be measured
horizontally and vertically at the property line or edge of right -of -way or easement, whichever is
closer to the light source. Lighting spillover is measured at the property line. Parking lot lighting
must be relocated or the lumens reduced to meet the half foot candle requirement at the property
line.
3. [4.12.8.E] Instrument assuring continuation of off -site parking. If stand -alone parking or off -site
shared parking is to be provided, the applicant shall submit with the application for a site plan, site
plan waiver or, if a site plan is not required, with an application for a zoning compliance clearance,
an instrument that restricts the use of that part of the land on which parking is provided to
that use, and assures that a minimum number of parking spaces as required by this section
shall be established and maintained for the life of the use. The instrument shall be in a form
that is suitable for recording, shall be subject to review and approval as to form and
substance by the county attorney, and shall be recorded in the office of the clerk of the circuit
court of the county before the site plan or site plan waiver is approved. As the parking
requirements for the use or structure change, subsequent instruments may be submitted, reviewed,
approved and recorded that rescind or modify the prior instrument.
4. A landscaping easement will be required for plants that are off -site. The two T1 trees that are off -
site cannot be used in canopy calculations. Canopy requirement cannot be met without the two T
trees.

Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by Monday February 26` 2007. Failure to submit this
information by this date will result in suspension of the review schedule. Review will resume when
revisions are submitted along with a reinstatement fee of $65.

1. Please provide a grate over the stormwater detention orifice to prevent clogging. Please label
the orifice on the plans - 4.4 inch diameter circular orifice ". Please specify the length of the
weir and its location in the manhole (i.e., 5 3 / feet long weir located 4 feet off center of
manhole).
2. Please provide Filterra details on the plans.
3. Please extend stormwater easements around the Filterra units.
4. Please provide a Stormwater Maintenance Agreement.
5. A Stormwater bond will be computed once the plans are approved.
C. Erosion Control Plans
1. Please specify the length and width of the outlet protection, as well as the minimum required

Dear Mr. Drumheller:
The plan, entitled "Final Site Development Plan Barclay Place Apartment
Expansion" dated October 13, 2006, last revised January 16, 2008, is hereby approved for
construction. One set of the approved plan is enclosed for your records. Any previously
approved plans are voided with this approval. This approval is for basic compliance with
the General Water & Sewer Construction Specifications of the Albemarle County Service
Authority (ACSA) and does not relieve the contractor from responsibility for his work as it
relates to the plan and specifications.
The ACSA requires that a copy of the approved construction plan be on the job site.
The contractor is responsible for marking up a copy of the approved construction plan
showing as -built information and provide this data to your client at the completion of utility
installation. The final as -built plan shall be submitted in a format of one paper copy and
one mylar copy.
A preconstruction conference shall be scheduled with the project manager to ensure
coordination and answer any questions. This will be a short meeting to review the project,
materials, test methods and schedule, in order to expedite construction. Please have the
proper party call me at 977 -4511 to schedule the meeting.
This approval is valid for a period of 18 months from this date. If construction is not
in progress at the end of this time period, the approval shall be void.
The pressure for water may exceed 80 psi at some meter locations).
