PRIOR TO ANY CONSTRUCTION WITHIN ANY EXISTING PUBLIC RIGHT —OF —WAY, INCLUDING CONNECTION TO ANY EXISTING ROAD, A PERMIT SHALL BE OBTAINED FROM THE VIRGINIA DEPARTMENT OF TRANSPORATION (VDOT).
