Intended use or justification for request:
The asphalt plant is owned and operated by S.L. Williamson Co., Inc. and is being relocated within Luck Stone's Charlottesville _
Plant. The new location is in the southwest corner of the quarry and consists of approximately 4.1 acres. The plant is being
relocated in order for Luck Stone to access aggregate reserves that are located beneath the current asphalt plant's location.
A flood protection berm has been designed and is under construction adjacent to the new plan location to provide protection
from the 100 -year discharge from Barn Branch. The plant will be constructed in compliance with the provisions of the
October 4, 2006 meeting of the Albemarle County Board of Supervisors took action on SP 2005 -026, Luck Stone Asphalt Plant
Relocation as described in the subsequent letter dated October 31, 2006. The following provisions have been incorporated
into the Site Plan:
1. All construction and operations shall adhere to all approved conditions in SP 2005 -026.
2. All construction and operations shall adhere to all approved engineers report submitted with and approved with SP 2005 -026.
3. The maximum height of any portion of the asphalt plant shall not exceed eighty -three (83), as measured from the finished _
site plan.
4. The buffer area along Route 250 (as provided with SP 2005 -026) shall be maintained to provide a visual barrier between
the asphalt plant operations and Route 250.
5. The plant has been designed in a manner consistent with the vehicular forward circulation drawing provided in SP 2005 -026. _
6. Sound /noise barriers and attenuation measures, as described in the ASTEC, Inc. Certified Engineers Report (attached),
will be provided as necessary to comply wth the County "noise" requirements (Code 18- 4.18). These measures are
identified on the Site Plan.
7. The site's drainage pattern is oriented such that no direct conveyance of storm water from t asphalt plant area to
Barn Branch will occur.

This site plan as submitted contains all of the information required by Section 32.5 (Preliminary Plan) or Section 32.6 (Final
Plan) of the Albemarle County Zoning Ordinance. I understand that plans which lack information required by said sections
shall be deemed incomplete and shall be denied by the agent within ten (10) days of submittal as provided in Section 32.4.2.1
or Section 32.4.3.3 as the case may be.
For Final Plans Only: To the best of my knowledge, I have complied with Section 32.4.3.1 and obtained tentative approvals
for all applicable conditions from the appropriate agencies.
