SUBJECT: ZMA 2006 -012 - UVAF Advanced Research & Technology Building Annex
The Basement Level Plan (10- 23 -06), Building Section E (10- 18 -06), and the UVAF Response letter
10- 23 -06), provided to supplement and clarify the previous application submittals, have been
reviewed.
The proposed facility will function as an institutional research laboratory and a vivarium for raising
animals that will be used in observation and research. Waste products generated by these facilities
will include biological waste from the necropsy room, solid and liquid waste from the "soiled cage
wash area ", and other wastes associated with the function of the facility. As provided in the
applicants letter, it is their intent that this facility will be occupied by the University of Virginia and
operated by the University Occupational Health and Safety and the Facilities Management
departments.
Since this facility will be primarily underground and located beneath the previously approved
parking area, there are no other significant issues (ex. stormwater management, grading, critical
slope impacts, etc.). Therefore, approval of the application is recommended with the following
condition:
Prior to the approval of a final site plan, the applicant shall submit a letter and
supporting documentation addressing the performance standards of Code 18 -4.14, to
the satisfaction of the county engineer. This shall include the University
Occupational Health and Safety and the Facilities Management department standard
procedures and related documentation for the storage and disposal of chemicals and
waste products associated with the operation and maintenance of this facility.

The plans for the Life Sciences Building (LiSA), received on 21 February 2007, have been
reviewed. The engineering review for current development can recommend approval of the plans
after the following items have been adequately addressed:
1. This office recommends a drop manhole in place of the 38.5789% sloped pipe due to
constructability issues. The bottom of the drop manhole will require annament from
scour.
2. Please show the existing site conditions on the plan to verify adequacy of E &SC
protection. Existing topography is required.
The existing water protection bond will not be increased if the existing conditions
adequately protect the site. The existing SWM basin below the site was previously sized
to incorporate future projects on this site. A pre- construction meeting with Erosion and
Sediment Control Officer will be required after all departments have granted approval.

The attached plan paints a clearer picture. I'm still confused on one point, though. Will the Advanced Research
Technology building be occupied during the LISA construction? Early conversations seemed to indicate there
would be some period of time where it would be at least partially occupied, but during which the parking lot would
be inaccessible. However, if construction sequencing is more or less concurrent, and /or if they are not intended
to be occupied independently, then there is no need for any additional "temporary" type of parking arrangement.
For purposes of your records, I will see if Allan can write something more official to indicate approval of the CER.
However, you are correct in your assumption that it has been approved by this department.
Finally, thanks for the invitation to the informational session. At this point, I have a conflict, but I will attempt to
reschedule that if I can. I'll let you know if I can make it.

Thank you for the response.
1) For my records, and because this is a Proffer requirement, I understand from your message below that
Certified Engineer's Report is approved by Community Development. Please confirm.
2) Less than 10 additional spaces will be taken for the building of the Life Sciences Annex (LiSA), over the
construction boundaries for the current Advanced Research Facility (ART). Please see the attached plan.
Please let me know if item (2) above sufficiently addresses the interim traffic demand management issue. I would
be happy to meet you on site to discuss. Also, you are welcome to attend a briefing for the Fontaine occupants
that I will give on Wednesday, June 13th, at 11:00 am in the Aurbach Building auditorium. Let me know if you
would like to attend.

re- checked, and we are down to just those items. So, there will be no other bites at the apple. Allan's e -mail will
suffice to approve the Certified Engineer's Report. Max's original two comments (regarding a manhole and
topography on site) have already been addressed to my knowledge. My only comment was that I needed some
information about a "transportation demand management" or similar means of dealing with the parking that might
be displaced during construction.

Please let me know the status of the (1) Site Plan Approval and (2) a letter approving the Certified Engineer's
Report.
I have heard from Timmons that the ACSA has one comment left on the Site Plan. Allan indicates below that he
approved the CER, but are there other bites at the apple?
