Re: ARB- 2006 -127: Workman Hoffman Building Final Review of a Site Development Plan (Tax
Map 061, Parcel 124A5)
Dear Mr. Keeney:
I have reviewed your recent submittal for the above - referenced project consisting of site plan sheets C 1 thru
C4, latest revision date 2/6/07, sheet C5, latest revision date 2/2/07, and architectural drawings A 1, A3, and
A4, received 2/26/07. Four conditions of ARB approval remain outstanding as follows. The text in regular
type represents the original comment from the Action Letter of January 8, 2007.
Revise the proposed grading contours in the existing embankment to provide a minimum ten foot
diameter radius where they meet the existing condition.
The applicant's metro accoinI mlying this latest submission indicated that a note has been added to
the site plan requiring a te17 foot diameter radius where pr oI)osed grading of the embank ties into
the existing condition. This note is not located on the Site plan. Subsequent cor'1'espondence from the
applicant has indicated that the note was mistakenly le f t off when the eh "(1 wings tit ere plotted. Prol
a revised Site plan indicating that a teal foot diameter" radius frill be used where proposed grading of
the embankment ties into the c isting condition.
Provide shrubs, 24" in height, along the perimeter of the parking lot adjoining the existing
embankment and the veterinary hospital. Species shall be based on the County's recommended species
list.
The ol)plicant Ineino indicated that they were under the impression that this requirement had been
stricken from the ARB's final action taken at the January 8, 2007 meeting. Stiff has reviewed the
1'eC'01*ding of that ineeting and 1 that this requirement was n7 fact (i pal't of the final actior7 taken
by the Board at that meeting. Revise the drawings so as to provide shrubs, 24 " in height, along the
peritnetcr of the parking lot adjoining the cxis'ting cinbankinew and the i Leterinaiy hospital. 51)ecics
shall he based on the County's recommended species list. The exact species n7ust he designated on the
Plan.
3. If wall lights are needed, move them to the sides of the building and lower them to the band between
the floors. Additional pole lighting may be required to light the parking area in front of the building.
Provide cut sheets, on the lighting plan, of all exterior building and site lighting. Revise the lunimaire
schedule to indicate that all fixtures will be installed in the horizontal position with no degree of tilt.
The photoineti'ic plCiil Iricluded ii tln.s' silbiiils'sioil colitalnetl a llliiinitiii - c ,vche(lltle sttiting that the
proposed wall ASW1, was to he installed with a 10 degree tilt up fi horiorntal. The
cutsheet included on the drawing is of an ASW2 fimire, while the huninalre schedule is proposing the
4SW 1 fixture. Revise the hmlinare .schedule to indicate that all fixtures will be installed in the
horizontal position with no degree of tilt Revise the photometric plan so that the ivall pack, fixture
proposed ill the huninaire schedule corresponds with the cut sheet oil the same page.
4. Add one evergreen tree in the southwest corner of the parking lot between the bays of parking.
The land eapc plan included in this subnlission indicates that a broadlcaf evergreen is to be planted
in the southwest corner of the parking lot. The landscape schedule does not reference the exact
species that is proposed, instead rgfe rring to the plant as a broadleaf ever gre en per county list. Revise
the landscape schedule to indicate the exactspeciesproposed f n tree in the.sollthwest
corner of the parking lot behlVeil the hays ofparking.
Please provide:
A. Two copies of revised drawings addressing the following:
1. Provide a revised site plan indicating that a ten foot dlalneter radllls will be Used
where proposed grading of the einbanknient ties into the existing condition.
2. Revise the drawings so as to provide shi "ribs, 24 " in height, along the peritneter of
the parking lot adjoining the existing einbalkment and the veterinary hospital.
Species shall be based oil the Coinitv's recommended species list. The exact species
nul.st he designated on the plan.
3. Revise the llnninaire schedule to indicate that all will he installed in the
horizontal position with no degree of tilt Rei the photometric phis .so that the wall
pack proposed in the llnninalre schedule corresponds with the cut sheet oil
the same page
4. Revise the landscape schedule to indicate the exact species proposed . fbr the
evergreen tree in the southwest corner of the parking lot betirecil the bays of
parking.
B. A memo indicating specifically how the condition has been satisfied. If changes other than those
requested have been made, specifically identify those changes in the memo, also. Clear, specific, and
accurate information will facilitate the review of your submittal.

to ensure proper tracking and distribution.
When staffs review of this information indicates that all conditions of approval have been met, a Certificate of

Rio East Office Park- Workman /Hoffman Building
Pat,
I have reviewed the plan for the above project and have the following comments:
The site accesses Rio East Court through an existing commercial entrance.
It looks like there will be some sidewalk work within the R/W for Rio East Court. A permit will need to be
acquired from VDOT for this work.
A detail for the sidewalk and curb ramp will need to be shown for the permit.
If you have any questions or comments, please contact me.
Thanks,
Joel
