Dear Mr. Brooks:
Below are VDOT's comments on the Site Plans for the May 3rd, 2007 Site Review Committee
Meeting:
SDP - 2007 -00035 Abington Place Phase II Final (David Pennock)
A road plan for Lockwood needs to be submitted for this phase. The previous plan for
Lockwood Drive only showed the vertical alignment in this section.
SDP - 2007 -00036 First Christian Church Preliminary (Summer Frederick)
Right of Way needs to be dedicated to accommodate the proposed turn lane.
Traffic estimates need to be shown in and out of the site.
Length of sight distance needs to be shown.
Final site plan needs to include typical on state road, pavement structure, entrance profile, and
any necessary drainage features. All work needs to be designed in accordance with the Road
Design Manual and The Minimum Standards of Entrances to State Highways.
A permit will be required for any work within the state RAW.
SDP - 2007 -00037 Old Trail Townhouses (Upper Ballard Field — Phase IV) (Pat Lawrence)
Site is part of the previously approved Ballard Field and road layouts are adequate.
Final plan should included road and drainage plans with drainage and pavement computations.
SUB - 2007 -00135 Pounding Branch Subdivision Phase III ( Megan Yaniglos)
Sheet 5 is missing from this set and it is difficult to understand the overall plan for sheets 6 and
7.

The County of Albemarle Department of Community Development - Division of Zoning and Current
Development has reviewed the above referenced site plan. [Each comment is preceded by the
applicable reference, which is to the Zoning Ordinances (Chapter 18 of Albemarle County Code)
unless otherwise specified.]
I . [general] The Site Data section and all calculations indicate 63 townhouse units in this section.
However, it appears there are 64. Please update the numbers, reorient the phasing line, or
otherwise explain the discrepancy.
2. [general] The areas along Lockwood Drive indicate 20 parking spaces on each side. However,
it appears that only 19 are shown on each side. Please amend the Site Data.
3. [general] As a follow -up to comments #1 and #2, please amend all items in the Site Data,
including proposed use, parking schedule, etc. to retect the correct numbers for each of the
above noted items.
4. [ZMA 02 -002: COD Table B] Please break out the calculations provided for the land use
schedule in order to indicate the portions in Block I and Block V, as shown on Sheet C9. This
will allow confirmation of the minimums and maximums listed in Table B.
5. [ZMA 02 -002: COD Table C] Please add a note under the "undisturbed buffer" in the Site
Data to indicate that a 100 foot stream butter is also provided, as required by the Code of
Development. This buffer is also indicated on most ofthe site plan sheets and should be
labeled.
6. [ZMA 02 -002: COD Table C] Please indicate that the 10 -foot path is designed to the property
line in order to allow oft -site extension for future developments, such as the proposed Section
Al.
7. [ZMA 02 -002: COD Table D] Please change the front yard setback listed to reflect a
maximum of 20 feet.
8. [ZMA 02 -002: COD Table D] The minimum front build -to line is 5 feet. As this is a planned
district, encroachments in to the build -to area are only allowed as a minor variation to the
approved application plan. Currently, many encroachments are indicated for porches. Please
amend the plan or request a variation.
9. [ZMA 02 -002: COD Table F] Street trees are required every 50 feet along the public roads, as
indicated in Table F and the "Streetscaping Guidelines ". Currently, the plan indicates a long
stretch along lots 110 -117 with no trees, due to a conflict with a stormwater conveyance.
Please indicate an alternative location for either the pipe or the trees.
10. [ZMA 02 -002: COD Table E] It appears in the description of Table E that Lockwood Drive
was intended to include bike lanes on both sides. These are indicated, yet they stop short of the
property line. Please explain or amend the plan to show potential for future extension.
11. [general] On townhouse lots with no detached garage indicated, are the garages part of the
main structure? If so, please indicate on the plans and note this in the parking calculations area.
12. [32.7.9.4] Please provide a signed conservation plan checklist, to be included as part of the
landscape plan. Staff can provide a copy of this checklist, if necessary.
13. [ZMA 01 -020 and ZMA 02 -02] Please coordinate with staff regarding the completion of
proffered improvements and payments. Dedication of a 100 -foot greenway in Block 1,
payment of cash proffers pursuant to Hollymead Town Center construction, and cash proffers
specific to this section have been partially completed through previous projects, but have not
been completed at this time.

The plan, entitled "Abington Place -Phase 2" dated March 21, 2007, last
revised September 26, 2007, is hereby approved for construction. One set of the
approved plan is enclosed for your records. Any previously approved plans are
voided with this approval. This approval is for basic compliance with the General
Water & Sewer Construction Specifications of the Albemarle County Service
Authority (ACSA) and does not relieve the contractor from responsibility for his
work as it relates to the plan and specifications.
The ACSA requires that a copy of the approved construction plan be on the
job site. The contractor is responsible for marking up a copy of the approved
construction plan showing as -built information and provide this data to your client
at the completion of utility installation- The final as -built plan shall be submitted in
a format of one paper copy and one mylar copy.
A preconstruction conference shall be scheduled with the project manager
to ensure coordination and answer any questions. This will be a short meeting to
review the project, materials, test methods and schedule, in order to expedite
construction. Please have the proper party call me at 977 -4511 to schedule the
meeting.
This approval is valid for a period of 18 months from this date. If
construction is not in progress at the end of this time period, the approval shall be
void.
The pressure for water may exceed 80 psi at some meter locations.
