The Preliminary Site Development Plan implements the Conceptual Site Plan (Montessori Pantops Mountain Community School Sheets SP01 -SP03, prepared
by Neal R. Deputy, Architecture & Master Planning) as part of the SP2006- 00038. (SP2006 -0038 was approved by the Albemarle County Board of Supervisors on
March 14, 2007.) Approval of the Preliminary Site Development plan will allow the submission of the Final Site Development Plan for Phase 1; meeting the
desired construction date for Building A, the Upper & Lower Elementary by 2008.

Storm Water Management Curb and Gutter Waiver Request
Dear Albemarle County Officials,
This letter is a formal request to use alternative stormwater management (SWM)
strategies in place of the standard curb and gutter system along the length of the proposed
new parking lot on both the northern and southern sides and along the southern side of
the travel -way closest to the school, as shown on the Montessori School Preliminary Site
Development Plan — SDP -2007- 00044.
This waiver is being requested because the use of curb and gutter at Montessori would
not allow for the design and incorporation of Low - Impact Development (LID) Integrated
Management Practice (IMP) alternative stormwater strategies as described herein.
Principles set forth in Prince George's County (PGC) LID Hydrologic Analysis manual
July, 1999) and Stafford County Stormwater Management Design manual (March 2003)
were adopted for the SWM design at Montessori. According to the PGC LID manual,
changes to surface topography including reductions in depression storage capacity,
additional increases of impervious ground coverage and shorter time of concentrations
can cause sharp modifications to the shape of the resulting hydrograph. This
modification of the hydrograph ultimately increases stream flows. In addition, higher
velocities occur increasing the runoff s potential to erode and transport sediment and
pollutants. These changes to the hydrologic regime result in degradation of downstream
water quality.
If conventional curb and gutter and SWM facilities were employed at Montessori, a plan
could be designed such that all of the stormwater runoff would be piped to one location
for detention (e.g. detention pond). The result would be a significant modification of
existing drainage areas, and a vast increase of runoff volume over time (not necessarily
the peak, but the duration and persistence of runoff at higher than normal levels). Instead,
the incorporation of LID IMP strategies are proposed here to avoid this scenario. This
design would ultimately result in better water quality downstream in comparison to the
use of conventional SWM facilities and using curb and gutter. See below for a summary
of recommended LID hydrologic techniques.

To increase the time of concentration and detention, strategies include allowing
stormwater to sheet flow across parking surfaces to a dry grassed swale above — ground
attenuation system that conveys stormwater to perforated underdrains. Patches of
permeable paving also aid in stormwater management; allowing direct infiltration of
rainwater reducing the amount of water that reaches the water quality swales. Finally,
disconnectivity of impervious surfaces was achieved by incorporating swales on the
interior and perimeter of the parking areas. Also, note that reduction of curb and gutter is
suggested as one component of the LID strategy.
Utilizing these low impact design strategies for the new parking area fulfills Montessori
School's philosophical goals for sustainable design and better incorporates the parking
area into the overall campus design. The texture of the permeable paving bands not only
aid in traffic calming, but mark pedestrian paths through the parking area. Curbing is
utilized at the drop -off area to separate pedestrian and vehicular traffic. Bumper stops are
used in all parking bays.
The design complements Montessori's strong pro - environmental convictions and is
dedicated to developing this property in such a way that the design will enhance the site's
natural functions. We find this LID IMP stormwater system will promote our
