The waiver request was received on 01 June 2007. It is being reviewed in conjunction with the site plan, rev. date 29 May 2007. The engineering analysis of the requests is as follows: Waiver of the requirement for curb and gutter: The applicant has requested a waiver for the construction of curb and gutters for the parking lots and travelway access to this site as required per County Code Section 18.4.12.159. The proposed access to this site is from existing Rolkin Road. In accordance with County Code section 18- 4.12.158, the County Engineer may waive or modify this requirement if deemed necessary to accommodate SWM /13MP facility design or the existing use is located in the Rural Areas (RA) zoning district. The site plan is located entirely within a development area. The use of curb and gutter would assist with the containment of the travelway drainage. However, the site layout without curb and gutter, in the locations shown on the plan sheets, would accommodate the proposed SWM /BMP facility for this site plan. Deputy, Architect 134 10` Street, N W, #I Charlottesville, VA 22903 RE: ARB- 2007 -55: Montessori Community School (Tax Map 78, Parcel 12A) Dear Mr. Deputy: The Albemarle County Architectural Review Board, at its meeting on July 2, 2007 completed a preliminary review of the above -noted request. The ARB offered the following comments for the applicant's next submittal. Please note that the following comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review and changes to the plan. 1. Revise the design of the classroom building to be compatible with the forms and features of the significant historic buildings of the County and, particularly, the on -site administration building. The administration building does not need to be replicated. Bring some elements of the administration building (such as brick banding) into the new buildings to make them more vernacular. 2. Regarding the materials: The color of the wood paneling could be a weathered gray or something else that is not as stark and contrasting. The concrete itself should have a parged look to it or textured concrete, or possibly stucco that would have a color that would be complimentary to the color of the paneling that they have used. The applicant should provide several alternatives to the proposed finish. One suggestion made was that the fence be painted rather than using an oil base for longevity. 3. Provide a landscape plan with complete plant schedule keyed to individual plants, with plant sizes, quantities, and all standard plant information. Indicate the height of the overhead electric line and indicate on the plan the associated easement. Provide large shade trees along the frontage, outside the easement. Spacing of the large shade trees may differ from the standard 35' on center EC spacing, but size and quantity guidelines should be met. 4. Revise the site plan to clearly show the extent of landscaping included in Phase l construction. 5. Revise the proposed grading to be held outside the dripline of all trees to remain. Revise the plan to include complete tree preservation information, including a conservation checklist and all the checklist information. Show coordinated tree protection fencing on the grading, landscape, and E &S plans. 6. Revise the concrete site wall to a material that coordinates with existing primary building materials on site and that has an appropriate appearance for the EC. Revise the plan to show the following segment of chain link fence removed and replaced with a wood fence: The existing chain link fence on the west side of the site that extends from the southwest corner of the site 160' north to the "wooded area to remain" as shown on the concept plan. 7. Revise the plan to clearly show all work included in Phase 1 construction, including the extent of new fencing to be constructed. 9. Coordinate the architectural and site plans regarding the location of the colonnade as it relates to the classroom building. 9. Submit site sections to show what will actually be seen from the EC. Additional comments will be provided after the extent of visibility is determined. 10. The ARB noted that this review and comments are limited to Phase 1. 11. The fence should be included in Phase 1. 12. There was not a consensus concerning the roof. Several members felt the proposed shed roof was fine, but it has to be tied into the vernacular and not look quite as contemporary. Other ARB members preferred a gabled or shed roof sloping the other way due to the appearance from the EC. Submittal items (8 copies) for an August 6 work session are due in our office by July 27. For continued ARB review following the work session, please note that application forms, checklists and schedules are available on -line at www.albemarle.org/plaRpiag Revised drawings addressing the comments listed above are required. Include updated ARB revision dates on each drawing. Please provide a memo including detailed responses indicating how each comment has been addressed. If changes other than those requested have been made, identify those changes in the memo also. Charlottesville, Va 22903 RE: ARB- 2007 -80: Montessori Community School - Final Review of a Site Development Plan Tax Map 78, Parcel 12A Dear Mr. Deputy: The Albemarle County Architectural Review Board, at its meeting on October 1, 2007, reviewed the above - noted request for a Certificate of Appropriateness. By a vote of 3:0 the Board unanimously denied the petition as submitted and provided the applicant with the following comments and suggestions for recommended revisions to the proposal: 1) Revise the form of the classroom building to be compatible with the forms and features of the significant historic buildings of the County and, particularly, the on -site Administration Building. 2) Specify a parge color on the drawings. Revise the proposal to better coordinate the colors of the Envirosafe" elements with the revised brick red color scheme. 3) Provide the landscape plan as part of the official site plan, not a hand -drawn document. 4) Revise the landscape plan to a design that will achieve a character suited to the surrounding urban area. 5) Show on the plan the easement associated with the overhead electric line along the Route 250 side of the property. Indicate the height of the electric line. 6) Revise the plans to include existing conditions and demolition for Phase 1. Include a conservation checklist on the plan. Show tree protection on the landscape plan, grading plan, and E &S plan. 7) Delete the poorly performing forsythia and juniper from the Rolkin Road planting and replace with plants that will perform better at this site under the existing conditions. 8) If meadow mix is retained in the landscape design, specify the percentage of each plant type in the meadow mix. Indicate the proposed planting technique. Provide a maintenance schedule (fertilizer, watering, feeding, weeding, mowing /topping, etc.) to show how the meadow mix will continually have an appropriate appearance. Include this information on the site plan. Provide examples of existing successful meadow mix plantings on hillsides. 9) Provide large shade trees along the EC frontage outside the electric easement. Spacing may differ from the standard 35' on center EC spacing, but size and quantity guidelines should be met. 10) Clarify the location of the bioswale on the grading and landscape plans. Include and identify the boardwalks and paths on the site plan. Coordinate the biofilter in the northeast corner of the playground with all other site elements and all plans. I l ) Provide on the site plan and for review the details of the design for the new fence. 12) Add a note to the site plan indicating that the existing chain link fence will be removed by December 1, 2008. 13) Delete note 6 under Phase 1 Stage 2 on Sheet SP1 regarding painting the chain link fence. 14) Correct note 5 under Phase 1 Stage 2 on Sheet SPI regarding the perimeter wall. 15) Make the grading legible on the landscape plan. Coordinate grading and tree removal. Eliminate grading within the drip line of trees to remain. 16) Submit complete information on all proposed site and building lighting for review. If no external building lights are proposed, indicate this in writing. This decision may be appealed to the Board of Supervisors within ten (10) calendar days of the decision. Any change in the approved design or materials will require an amendment to the plan and must be reviewed and approved by the Architectural Review Board. Please note the following: 1. This application is approved with the condition that mechanical equipment shall not be visible from the Entrance Corridor. 2. Changes made to the site or architectural plans after issuance of a Certificate of Appropriateness can delay the signing of mylars and the approval of building permits.
