As mentioned in Jonathan's comment, that change can't be considered as a minor site plan amendment. There are no strict definitions that differentiate between what might be considered minor versus major, but one of the key issues that is considered is potential impact on adjoining properties. The history of this review includes extensive public input, and Bill Fritz recalls many conversations relating to parcel connectivity, access, and visibility. Thus, both the closing of the connection at the main entrance and the addition of the temporary access at the rear cannot be considered as minor amendments. My suggestion is to proceed as you have with the minor amendment - one item has already been done as a letter of revision, the two items referenced above can be removed and considered elsewhere, and the remaining items, including the phasing, might continue as part of the minor amendment already in progress. Hydraulic calculations will be included in the file. The typical design storm (4.0 in /hr) comes within 1ft of the dumpster's footprint. More intense storms are likely to reach the dumpster. Any possible infrequent contact with waste will be mitigated to some degree in the Stormwater Management pond downstream. Phase D must be the first phase approved, or must accompany any phases approved, as it includes stormwater management and recreation areas for the whole project. Parking must be sufficient to support units as they are constructed. Phase E will not be possible without Phase F and the associated parking therein. Any additions? Stormwater Management and Mitigation Plan (WP0200700050) 1. SWM plan is a replanting plan only. This plan may be replaced with a permanent plan in the next 2 years or the site will be planted as shown at the end of the allotted time of use as a temporary haul road. Revl: There does not appear to be a Stormwater Management or Mitigation Plan associated with this amendment. Please remove all language referring to a Stormwater Management plan or Stream Buffer Mitigation plan. You should receive a refund of your SWM and Mitigation fee. mTgineering Review Comments Page 2 of 3 C. Erosion Control Plan (WPO200700050) 2. Sediment trap locations do not appear to protect the site until after construction has been completed. Both sides of sediment trap #1 require clearing, grubbing and structural till material installed before the trap will receive the storm flows. Please redesign the sediment trapping to protect the site before general construction begins. Suggest adding traps to all swale locations for adequate protection prior to road clearing and construction. Revl: Sediment trap #1 should be located in the swale below the currently proposed trap location. As shown, diversions run uphill in the area below trap W. Placing the trap in the swale will adequately protect areas downstream, as drainage naturally drains to this location now. The sediment trap may be located in areas of critical slopes. 6. The diversion shown on the proposed grading lines will not work in the field unless moved out of the way of proposed grading. Please move the diversions out of the proposed grade change areas unless they will be part of the roadway grading, please clarify. Revl: At the top of'the road near the fill section, a diversion is running up hill. Please check "sediment trap design chart" for accuracy. Bottom dimensions do not appear correct. Rev]: ST #4 is labeled ST #3. 9. Please update E &SC measures. a. Currently states 2 traps and 2 basins. b. Temporary entrance description does not match plans either. Should be Albemarle paved construction entrance." c. Paved construction entrance minimum dimensions are 12' x 70'. Revl: Please graphically show the construction entrance location on the plans. 14. (Rev]) As stated in the previous letter, much of the info on the front sheet does not apply to the minor amendment and should be removed. Senior Planner FROM: Brent Nelson RE: Woodlands Minor Amendment, SDP 07 -51 DATE: August 18. 2008 I have reviewed the Site Plan Minor Amendment for the above referenced proposal ( Sheets 1 thru 10 received July 8. 2008), and I have the following comments: Issue: Grading Plan for Temporary Construction Access Road Comments: The limits of grading and clearing, as shown on Sheet 7 Grading Plan, for Temporali• Construction Access Road, does not correspond with what was reviewed and approved by the Architectural Review Board. The plan included with this amendment shows significantly more grading and tree removal than was approved by the ARB. If this minor amendment is approved, modifications to the site will need to be made to match the plan. 4. Please provide computations for the flume opening from the parking lot into the VDOT ditch. 5. The dumpster appears to have been sited in an area where a considerable amount of water runs across the pad. I see the trees on page 3, but the addition of the trees to the plans needs to be called out as part of this amendment, and they must clearly be identified as spruce trees 15 oc per the agreement dated XX- XX -XX. Also, the approved plans' landscaping tables must be updated. If they are not part of the amendment currently, they must be added. The addition of these trees, even if required via private agreement, is an amendment to the previously approved plan and thus must be clearly identified as an amendment. As I stated in my comment, what is in the field must match what is on approved plans, and if the trees are not called out as an amendment to previously approved plans, they will not be reviewed, considered, or approved, as part of this amendment.
