[Each comment is preceded by the applicable reference, which is to the Zoning Ordinances (Chapter 18 of Albemarle County Code) unless otherwise specified.] 1. [SP 04-004: Condition #6] Please break out the total of disturbed area involved for this project, including the grading, for construction of the center, parking areas, and roadways. As indicated in Condition #6, 20% of this area must be demonstrated in the 10 year canopy of provided landscaping. 2. [32.7.9.4] As a follow-up to comment # 1, please add calculations to the landscaping plan indicating the required elements, such as canopy for purposes of SP condition #6, as well as internal landscaped area and number of provided trees internal to the parking area. 3. [SP 04-004: Condition 47] Please clearly label the floodplain line on all sheets. Condition #7 requires that floodplain line must be flagged in the field prior to construction commencing, so this item is critical on the plan as well. 4. [SP 04-004: Condition #9] Please note that the final site plan must be reviewed by the City of Charlottesville as well as the County of Albemarle. 5. [SP 04-004: Condition #1] Please clearly indicate the ties -in for connections between proposed trails and all existing trails shown on the conceptual plan. 6. [SP 04-004: Condition #I] Parking is shown at 88 total spaces, versus the 83 spaces shown on the conceptual plan. As requested in the letter accompanying your application, zoning will review the parking in accord with section 4,12.7 as the use is unspecified. 7. [SP 04-004: Condition #1 ] 7 trees were shown along the rear of the exploratory center and the amphitheatre. Please provide trees to supplement the existing to achieve this result. 8. [4.12.16(c)] Parking spaces must be at least 9 feet wide unless they are designated as handicapped. Those opposite the handicapped spaces are currently shown as 8 feet wide. Please amend. 9. [4.12.16(b)] Parking is acceptable at 16 feet in depth assuming a 2 foot overhang in to a greenspace area. However, the bumper blocks designated for these spaces are shown a further 2 feet back from the end. This reduces the available length further and should be avoided. 10. [32.5.6(n)] Please indicate the location of any proposed lights. 1 1. [32.5.6(n)] Is a dumpster anticipated`? If so, please a dumpster, in accord with sections 4.12.13(e) and 4.12.19. 12. I have the following comments on the preliminary site plan dated 6-18-07. The shallow roots of Red maples may cause damage in the parking lot. Please consider an alternate tree. However, we encourage the continued use of indigenous plants and plants discovered on the expedition. The description of the phasing under "General Notes" on Sheet C2 is not coordinated with phasing notes throughout the plan. For example, a note on Sheet C4 indicates, "Phase 1 = 2500 sf (rest of building to be competed in Phase 11)", but Sheet C2 indicates that the 2500 sf building is part of Phase 1I. Also, the phasing of landscaping is not clear from the plan. Please coordinate the phasing information and include phasing information on the proposed landscaping. It is anticipated that the exploratory center building will not be visible from the Entrance Corridor. Please note that if architectural drawings submitted with the building permit application suggest that the building will be visible, ARB review will be required at that time. Please provide: L One full set of revised drawings addressing conditions #I and 2. Include updated revision dates on each drawing. 2. A memo including detailed responses indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval. 3. The attached "Revised Application Submittal" term. This form must be returned with your revisions to ensure proper tracking and distribution. When staffs review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued. SDP -2007-00066 Avinity (Gerald Gotabu) • The existing 15" CMP under Avon needs to be extended on the same alignment or completely replaced to avoid a MH -I in the pavement for Avon Street. • Route 742 is an Urban Collector (GS -7) with a 50 mph design speed. The lane widths for this construction need to be 12 feet. The rural section shown on the plan should be in accordance with the GS -7 standard however there appears to be grade and ROW constraints. The developer should extend the curb and gutter to tie into the existing CG to the south and acquire grading easements from adjacent property owners. A small retaining wall can also be considered to stay within the VDOT ROW. • The taper transition for the northbound thru lane needs to start 75 feet south of the proposed entrance centerline and then have a 600 foot transition. • Pavement widening needs to be in accordance with VDOT's WP -2 standard. The crown of Avon Street needs to be located at the edge of the travel lane. • The width of the spread on H5 needs to be checked. I calculate a width closer to 5 feet. • The drainage area for 1-12-1 is shown on sheet 13 as 0.04 acres.
