The plans cannot be approved as submitted and will require the following changes /corrections prior to final approval. Please note that Albemarle County has updated the Design Manual [DM]. The DM and Engineering Review Final Plan Checklist can be downloaded from the County's web site under the subtitle "Design Standards ". A. Final Site Plan (SDP- 2007 - 00074) 1. Please provide copies of the "grading and parking easement to be acquired" prior to final approval. DM] 2. Slopes greater than 3:1 located at the end of Avemore Pond Road need to have low maintenance not grass) ground cover specified on the plans. [DM] 3. Show the dumpster pad on the plan sheet C -5 with the same dimensions as shown in the detail sheet C -7. Please show additional elevation points on the plan sheet to ensure drainage does not collect on the dumpster pad. [DM] 4. County of Albemarle Department of Community Development Memorandum To: Trevor Henry From: Gerald Gatobu, Senior Planner Division: Zoning and Current Development Date: October 19' 2007 Subject: SDP2007 -00074 Avemore Phase III Final Site Plan The County of Albemarle Division of Zoning and Current Development will grant or recommend approval of the final site plan referred to above once the following comments have been addressed: Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [32.5.6] Minimum setback lines /yard and building separation requirements are subject to zoning review. Please expect comments from Bill Fritz Deputy Zoning Administrator. 2. [32.5.6] Parking spaces provided for this phase do not meet the minimum required. Provide a shared parking agreement addressing how parking requirements will be met. 3. [32.5.6] Add all recent (ZMA) Zoning Map Amendment and Special Use Permit Conditions to the site plan. 4. Lighting/Photometric Plan A) Make sure light fixture locations do not conflict with utilities and landscaping. Some light fixtures are shown in the same location as trees. B) All light fixtures with 3000 or more lumens must be full cut off. C) Provide cut sheets for each lighting fixture on a separate sheet of the site plan. (Catalog numbers on the cut sheets must match those on the luminaire schedule). D) Show /clearly delineate the property lines on the lighting plan. E) Light loss factor LLF /Maintenance Factor must be 1. F) Add the standard lighting note to the plan. 5. Landscaping Plan A) The conservation plan checklist needs to be signed. B) Magnolia Grandiflora/Southern Magnolia 4' -5' height has an area of 54'feet and not 82' feet as shown on the plant list. The total for the Southern Magnolia will then be 270 and not 410. This brings down the total area in square feet for the trees to 11,706 down from 11,846. C) Symbols on the plat list and site plan for the Scarlet Oak and the Honey Locust do not match. Please coordinate the symbols on the site plan to match those on the planting list. D) The plant list shows only 8 oaks on the property. With three oaks remaining /preserved that makes 11. Landscape tabulation shows 8 oaks being for interior landscaping and 8 more being for parking lot landscaping. This makes 16 Oaks. Please clarify. The Board offered the following comments for the benefit of the applicant's neat submittal. Please note that the following comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review and changes to the plan. I . Confirm the brick used for the first two phases of development. If Shenandoah Colonial was used, revise the Phase 3 finish schedule accordingly. 2. Provide samples for the "tony taupe ", "bone white" and door colors, and for the awning material /color. Coordinate the drawings. 3. Revise the finish schedule to include the finish for the storefront, the color for the doors, and the material and color for the awnings. Indicate in the schedule that the "tony taupe" color is for the stucco. 4. Provide sections from Route 20 through Building 1 showing what will be visible from the Entrance Corridor. Show on the plan what will be visible from the Entrance Corridor. Clarify the visibility of the HVAC as viewed from the EC. 5. Show tree protection fencing on the landscape and grading plans. Add tree protection fencing around the trees to remain on Fontana Drive, 6. Delete the caliper entry for the white pines, magnolias and dogwoods. Delete the height entry for the honey locust and the scarlet oak. Increase the caliper to 2 Y" minimum for the honey locust and the scarlet oak. 7. Provide a more coordinated planting along the west side and northwest corner of the site. Distribute Shrubs throughout this area. Continue shrubs along the full length of the north side of the western parking area. Replace the white pines with Virginia Red Cedar. 8. Revise the landscape plan to include trees along Fontana Drive, 2 caliper minimum at planting, spaced 40' on center. For existing trees to remain, provide tree protection fencing. 9. Revise the lighting plan to indicate the proposed color /finish for the light fixtures and poles. Add the following note to the plan: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one -half footcandle." 10. For the "Avemore" signs, provide sign type, material, colors, and type of illumination (if any). For the tenant signs, provide colors and type of illumination (if any). If illumination is proposed, provide complete details. 11. Provide glass on the third side of the tower. 12. Coordinate the line drawing elevations with the renderings. For example, circular louvers are shown in the line drawings and rectangular louvers are shown in the renderings. The rectangular louver should be made as wide as the window. 13. Delete from the submittal views that are not visible from the EC. For clarity, regarding the views that are provided, indicate on the drawings where the views were taken. 14. Provide a single awning color for all of Building 1, and a single color for all of Building 2. The colors for Building I and Building 2 can be different. 15. In the towers, narrow the Avemore sign panel width to match the width of the doors below. You may submit your application for continued ARB review at your earliest convenience. Application forms, checklists and schedules are available on -line at www.albemarle.org/plannin drawings addressing the comments listed above are required. Include updated ARB revision dates on each drawing. Please provide a memo including detailed responses indicating how each comment has been addressed. If changes other than those requested have been made, identify those changes in the memo also. One set of the approved plan is enclosed for your records. Any previously approved plans are voided with this approval. This approval is for basic compliance with the General Water & Sewer Construction Specifications of the Albemarle County Service Authority (ACSA) and does not relieve the contractor from responsibility for his work as it relates to the plan and specifications. The ACSA requires that a copy of the approved construction plan be on the job site. The contractor is responsible for marking up a copy of the approved construction plan showing as -built information and provide this data to your client at the completion of utility installation. The final as -built plan shall be submitted in a format of one paper copy and one mylar copy. A preconstruction conference shall be scheduled with the project manager to ensure coordination and answer any questions. This will be a short meeting to review the project, materials, test methods and schedule, in order to expedite construction. Please have the proper party call me at 977 -4511 to schedule the meeting. This approval is valid for a period of 18 months from this date. If construction is not in progress at the end of this time period, the approval shall be void.
