RE: SDP - 2007 -037: Old Trail Townhouses Phase IV — Preliminary Site Plan
Dear Ms. Munz,
The Department of Planning and Community Development hereby grants administrative approval to the
above - referenced site plan.
The approval of the preliminary site plan is valid for (1) one year in accordance with Zoning Ordinance
Section 32.4.3.1. Therefore, the preliminary approval shall expire July 5, 2008. If the preliminary site plan
approval expires, a new application must be tiled and processed.
Please address all of the requirements and conditions listed below and submit eight (8) tentative plan copies to
the Department of Planning and Colmnunity Development. This letter must be submitted with the tentative
plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative plan
will be denied. A submission and review schedule is attached for your information.
The Erosion and Sediment Control Plan and the BMP Stormwater Management Plan, with the associated
applications and fees, may also be submitted with the eight (8) tentative Plans. Failure to do so will result in a
separate application to be filed at a later date.
After the initial tentative plan submittal, each department /agency will contact you to discuss any retraining
conditions. After all aforementioned department /agencies have granted a tentative approval, you may submit
the final mylars (1 set), three paper copies, final site plan application, final site plan fee, and a copy of all
written tentative approvals to the Department of Planning and Community Development. Assuming that the
final site plan mylar reflects all tentative approvals, signing of the plans will occur within one week.
The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in
addition to the following conditions.
The Community Development Department shall not accept submittal of the final site plan for signature until
tentative approvals for the following conditions have been obtained. The final site plan shall not be sigmed
until the following conditions are met:

32.7.9] A landscape plan for street trees and screening from recreational areas will be
required for final site plan approval.
32. 7.9.4(b)] A conservation plan checklist must be completed and incorporated into the sitefplanwithnotestoshowhowanyindividualtreesandgroupsoftreesdesignatedtoremain
will be protected during the construction of this project. The locations of any tree protection

checklist must be shown on the plan for clear identification during field inspections

Please add sidewalks to the proposed typical public street section for Killdeer Lane. These
sidewalks will need to be shown on the final site plans and road plans.
The engineering review for current development needs to review and approve all applicable
items as specified in the Design Standards Manual, before recommending approval to the
final site plan.

The plans for Old Trail Ballard Field Townhouses Phase 4, received on 28 August 2007, has been reviewed. The engineering
review for current development does not recommend approval of the plans until the following items are adequately addressed:
A. Site Plan: Reviewed under SDP200700084
1. Please correct the contour confusions. The mix of one, two and 5 -trot contours has made a few errors on the
plan.
2. Please label existing easements deed book and page.
3. Please label existing easement locations as shown on approved plats.
4. VDOT approval is required prior to final approval.
B. Water Protection Plans: Reviewed under WP0200700066
1. The Lickinghole pro -rata share for this development will be determined prior to final approval.
2. Please show the soils map for the soils stated in the narrative.
3. DI -14 details and comps do not match. Please check all details and computations for congruency.
4. Sheet SWM -I note mentions drainage north and northwest of route 250. Should that reference be for
Jarmans Gap route 691 ?
5. Minimum standards #1 and 45 could not be found in the narrative. Please add them and any other minimum
standard that will apply to this site work.
6. Add the dust control symbol to the E &SC plan sheets.
7. Public water is available to this site. Please remove all notes about the temporary stone construction entrance
being adequate. An Albemarle paved construction entrance will be required for this site.
Just a reminder, DCR is enforcing the VSMP General Permit Registration Statement. Please contact Mr. Matthew Grant,
DCR, at 804.225.3068 for more information. This does not affect your review /approval of this plan.
Additional comments or requirements may be required due to the requested changes to the plans. Engineering staff is available

A. Final Site Plan (SDP200700084)
1. VDOT approval is required prior to final approval. A copy of the plans has been submitted
to VDOT for review.
2. Once approved, please provide 3 copies of the road plans for our files.
3. Prior to approval of a final plat, the roads must be built or bonded. If you are going to
bond the road, please provide a bond estimate request and a schedule of completion in
conjunction with SUB200700338.
B. Stormwater Management Plans (WP0200700066)
1. The Lickinghole pro -rata share for this development is set at $3586.87. This must be paid
prior to approval of the SWM plans.
2. Please provide 2 copies of the SWM plans for our files.
3. No additonal SWM bond is required for this project.
C. Erosion Control Plans (WP0200700066)
1. Inlet protection is not shown on all inlets during phase II of the plans.
2. Please provide 4 copies of the E &S plans for our tiles.
3. The E &S bond is set at $23,000.
