Keep in mind that these comments are to address preliminary in nature. [Each comment is preceded by the applicable re[erence.] Site Plan Comments 1. 32.5.6(a) and 30.6.2] Please amend the project data notes to reflect that the zoning for this property includes EC, Entrance Corridor overlay. 2. 32.5.6(a)] Please provide the owner, zoning, tax map and parcel number and present use for all adjacent outparcels. 3. 32.5.6(a) and 32.5.5] The scale is currently smaller than the required one inch to twenty feet. In situations in which curb and gutter, screening walls, and other small features are proposed, particularly in fairly high- density developments such as this one, the full 1 ":20' scale is important for legibility. Please revise. 4. 32.5.6(a)] Please provide the source of the topography and the source of the survey for this project. 5. 32.5.6(a)] Please (graphically or by note) indicate required setbacks for this project. Note that setbacks for Planned Development Shopping Center districts have no minimum setback from other PDSC zoned properties, but do have minimum setbacks required from the public streets (30 feet for structures and 10 feet for parking and drive areas). 6. 32.5.6(a)] Please provide dimensions for the boundary of the proposed parcel. 7. 32.5.6(b)] Please indicate the maximum height for this building. 8. 32.5.6(b)] Please add a breakdown of the total impervious surface, greenspace, and paved parking and circulation areas for the Shopping Center. This may be reflected on previous plans. These details are necessary for evaluation of landscape plans. 9. 32.5.6(i)] How will the 10 proposed bays be accessed? This may be addressed through arrows or similar type of diagram on the site plan. 10. [32.5.6(n)] Please provide dimensions for buildings and other structures. 11. [32.5.6(n)] Please provide dimensions for parking spaces — if spaces are the same for a block, one can be dimensioned as "typical ". 12. [32.5.6(n)] Please label dimensions (or typical dimensions for multiple items) for any other features on the site to include the walkways, trash containers, proposed lighting, proposed signage, etc.. 13. [Sec. 4.17.4] Are any new lights proposed (includes wall - packs)? If so, please indicate the locations. Prior to final approval, cut - sheets for all lights and a photometric display plan will also be required. 14. [Sec. 4.12.15(t)] Since this building will be located in an existing parking lot, several spaces have been eliminated. The new ends of parking bays must be `capped' with traffic islands to assure safe movement through the site even when all spaces are occupied. 15. [32.5.6(n) and 4.12.19] Prior to final site plan approval, please provide the screening details for the proposed dumpster, in accordance with Section 32.7.9. Please contact David Pennock at 296 -5832 ext. 3432 if you have any questions. 2 Illll' County of Albemarle Department of Community Development Memorandum To:David Pennock, Current Development Project Planner From:Andrew Lowe, Current Development engineering review Date:04 December 2007 Subject: SDP - 2007 - 00130 — University Tire at Pantops Shopping Center Major Amendment The Major Amendment for University Tire at Pantops Shopping Center has been reviewed. Ekern, P.E. COMMISSIONER December 4 2007 Mr. Glenn Brooks Department of Engineering and Development 401 McIntire Rd. Charlottesville, VA 22902 Subject: Site Review Meeting Comments December 6 2007 site review meeting Dear Mr. Brooks: Below are VDOT's comments on the Site Plans for the December 6 2007 Site Review Committee Meeting: SDP -2007 -00124 Nortonsville Church of God Facility Expansion (David Pennock) Trip generation numbers need to be included with the plan. The sight distances at both entrances needs to be evaluated and shown on the plan. The speed limit is 45 mph and the corresponding sight distance is 445 feet. The sight distance lines should be shown on the plan at both entrances in accordance with the methods shown in Appendix B of the Road Design Manual. The last traffic count on route 663 in this area is from 2003 and is 890 vehicles per day. The plan needs to show that adequate entrances and treatments are in place for these factors or will be constructed with the improvements shown on the plan. SDP - 2007 -00129 Pantops Martha Jefferson Medical Office Center- Major (Summer Frederick) The additional 1500 square feet should generate an increase of 55 vph and 6 vph in the adjacent street peak hour. The existing private road connection off route 250 has right and left turn lanes and can accommodate the small increase in use. SDP - 2007 -00130 University Tire @ Pantops Shopping Center — Major (David Pennock) The amount of trips generated by the site should be around 161 vpd or 27 in the afternoon peak hour. The shopping center has adequate access from route 250 and Riverbend Drive. 00YEARS Of TRANSPORTATION EXCELEENCE 6 2 0 0 6 SDP - 2007 -00134 Farrell Property/Verizon Tier II PWSF — Final (Megan Yaniglos) SDP -2007 -00135 Fox Property/Verizon Tier II PWSF — Final (Gerald Gatobu) The applicant has been in contact with VDOT on the multiple Verizon Tower projects throughout the county. VDOT has indicated the need for adequate sight distances on all of the sites but does not feel it to be necessary to upgrade these sites to the commercial entrance standards in order to preserve the rural nature of many of the sites. In the few cases that the entrances do not meet the sight distance requirements, the applicant has indicated they plan to propose other safety measures be taken to ensure safety. The applicant is contacting VDOT on the individual sites and each site is being addressed for safety. Each site needs to indicate if commercial site distance requirements have been met or if other measures have been or are being taken to address safety. SDP - 2007 - 00137 Rivanna Plaza — Preliminary (Patrick Lawrence) ITE trip generation numbers need to be included in the plan. Without knowing the retail uses, it is estimated that the ITE code for shopping center and daycare will generate 1843 vehicles per day with 239 occurring in the peak hour of route 29 traffic. According to VDOT's Road Design Manual, this increase in use warrants a right turn lane along the frontage of route 29.
