Subject: SDP -2007 -134- Farrell Property Tier II PWSF- Final
The Planner for the Zoning & Current Development Division of the Albemarle County
Department Community Development will recommend approve the plan referred to above when
the following items have been satisfactorily addressed. (The following comments are those that
have been identified at this time. Additional comments or conditions may be added or eliminated
based on further review.) [Each comment is preceded by the applicable reference to the
Albemarle County Code.]
1. 5.4.1(b)(2)] Provide an easement or other recordable document showing agreement
between the lot owners, acceptable to the county attorney addressing development on the
part of the abutting parcel sharing the common lot line that is within the facility's fall
zone. Also, show the existing house on the adjacent property to confirm that it is outside
of the fall zone.
2. 5.1.4(c)(3)] Provide the size of the antennas on the plan.
3. 5.1.4(d)(7)] Provide color information for the aggregate finish for the ground equipment.
The ordinance states: "The ground equipment, the ground equipment cabinet, and the
concrete pad shall also be a color that closely matches that of the monopole, provided that
the ground equipment and the concrete pad need not be of such a color if they are
enclosed within or behind and approved structure, facade or fencing."
4. 5.1.4(d)(6)] The planning commission will determine if the height can be approved at 10
feet taller than the tallest tree. The owner will need to demonstrate to the satisfaction of
the commission that there is not a material difference in the visibility of the monopole at
the proposed height, rather than at a height seven (7) feet taller than the tallest tree; and
there is not a material difference in adverse impacts to resources identified in the county's
open space plan caused by the monopole at the proposed height, rather than at a height
seven (7) feet taller than the tallest tree.

Dear Mr. Waller:
The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on Monday,
January 7, 2008. The Board unanimously approved the request, pending staff administrative approval of the
following conditions:
1. Provide verification from a certified arborist that all proposed cuts and fill, and grading and /or digging
required to install the concrete piers will not be detrimental to the health of any trees designated to
remain. Revise Sheet C -2A Grading Plan to show all proposed grading outside of the limits of tree
protection. Provide a tree conservation plan with measures proposed that would limit impacts of this
proposal on all existing trees designated to remain. Any additional recommendations from the arborist
for maintaining the health of the trees should be included on the drawings.
2. Revise the application plan to indicate the location and type (overhead /underground) of electrical
service to the proposed Personal Wireless Service Facility. Show the location of the proposed wireless
service stand in the lease area or indicate that it is not a part of this proposal.
3. Revise Sheet C -4 Civil Details to indicate that the proposed board fence around the facility will be
painted SW #6090 Java Brown.
4. Revise Note 6 on Sheet A -1 Shelter Elevations to indicate that the paint color of the proposed
equipment shelter will be SW #6090 Java Brown.
5. Correct the misspelling of the name Stony (Stony Point Road) on Sheet Cl Survey and Site Plan.
6. Revise annotation on Sheet C -3 Elevation View to reference the top elevation of the proposed
antennas, using units of measure expressed as AMSL (above mean sea level).
7. Revise Sheet A -1 Shelter Elevations to include the note: All proposed lighting is for temporary
maintenance and security use only.
Please provide:
1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision
dates on each drawing.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting the
changes in the drawing with "clouding" or by other means will facilitate review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to
ensure proper tracking and distribution.
When staffs review of this information indicates that all conditions ofapprovl''have been met, a Certificate of
Appropriateness may be issued.

could affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site
Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by December 17, 2007. Failure to submit this information by
this date will result in suspension of the review schedule. Review will resume when revisions are
submitted along with a reinstatement fee of $65.

Dear Mr. Brooks:
Below are VDOT's comments on the Site Plans for the December 6 2007 Site Review Committee
Meeting:
SDP - 2007 -00124 Nortonsville Church of God Facility Expansion (David Pennock)
Trip generation numbers need to be included with the plan.
The sight distances at both entrances needs to be evaluated and shown on the plan. The speed
limit is 45 mph and the corresponding sight distance is 445 feet. The sight distance lines
should be shown on the plan at both entrances in accordance with the methods shown in
Appendix B of the Road Design Manual.
The last traffic count on route 663 in this area is from 2003 and is 890 vehicles per day. The
plan needs to show that adequate entrances and treatments are in place for these factors or will
be constructed with the improvements shown on the plan.
SDP - 2007 -00129 Pantops Martha Jefferson Medical Office Center- Major (Summer Frederick)
The additional 1500 square feet should generate an increase of 55 vph and 6 vph in the
adjacent street peak hour. The existing private road connection off route 250 has right and left
turn lanes and can accommodate the small increase in use.
SDP - 2007 -00130 University Tire @ Pantops Shopping Center — Major (David Pennock)
The amount of trips generated by the site should be around 161 vpd or 27 in the afternoon
peak hour. The shopping center has adequate access from route 250 and Riverbend Drive.

SDP - 2007 -00135 Fox Property/Verizon Tier II PWSF — Final (Gerald Gatobu)
The applicant has been in contact with VDOT on the multiple Verizon Tower projects
throughout the county. VDOT has indicated the need for adequate sight distances on all
of the sites but does not feel it to be necessary to upgrade these sites to the commercial
entrance standards in order to preserve the rural nature of many of the sites. In the few
cases that the entrances do not meet the sight distance requirements, the applicant has
indicated they plan to propose other safety measures be taken to ensure safety. The
applicant is contacting VDOT on the individual sites and each site is being addressed for
safety. Each site needs to indicate if commercial site distance requirements have been
met or if other measures have been or are being taken to address safety.
SDP - 2007 - 00137 Rivanna Plaza — Preliminary (Patrick Lawrence)
ITE trip generation numbers need to be included in the plan. Without knowing the retail
uses, it is estimated that the ITE code for shopping center and daycare will generate 1843
vehicles per day with 239 occurring in the peak hour of route 29 traffic. According to
VDOT's Road Design Manual, this increase in use warrants a right turn lane along the
frontage of route 29.
