RE: SDP - 2007 -00137 Preliminary Site Plan for Rivanna Plaza
Dear Sir:
The Department of Community Development hereby grants administrative approval to the above
referenced site plan.
The approval of the preliminary site plan is valid for (1) one year in accordance with Section 32.4.3.1 of
Chapter 18 of the Albemarle County Code. Therefore, the preliminary approval shall expire on June 24,
2009. If the preliminary site plan approval expires, a new application must be filed and processed.
Please address all of the requirements and conditions listed below and submit eight (8) tentative plan
copies to the Department of Community Development. This letter must be submitted with the tentative
plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative
plan will be denied.
Erosion and Sediment Control, BMP Stormwater Management, and road plans with the associated
applications and fees must also be submitted with the eight (8) tentative Plans.
Once the tentative plan is submitted and reviewed you will receive comments from all
departments /divisions /agencies that have made comment on the tentative plan. Any further
responses must be made directly to each department/division /agency that has further comment.
After all aforementioned departments /divisions /agencies have granted a tentative approval, you
must verify with the Planner that you may submit the final mylars (2 sets), two paper copies, the
final site plan application, and final site plan fee to the Department of Community Development.
Signing of the plans will occur within one week once it is determined that the final site plan mylars
reflect all tentative approvals.
The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in
addition to the following conditions.
The Department of Community Development shall not accept submittal of the final site plan for signature
until tentative approvals for the following conditions have been obtained:
Zoning & Current Development approval to include:
❑ Final site plan check list and include addressing Site Review Committee comments ;
❑ Off -site easements must be finalized prior to final site plan approval;
❑ (Section 32.5.6 e) Approval of Final Landscape Plan;
to include addressing comments from Claudette Grant regarding the ZMA proffers.
❑ (Section 32.5.6 ) Final Site plan shall match the approved ARB plan;
to include addressing the comments in the 3/26/07 letter from Brent Nelson.
❑ (Section 32.5.6 n) Approval of a Lighting Plan;
❑ (Section 32.5.6) Final plan must meet all of the conditions for the approved Special
Use Permit for drive -in window.
Engineering annroval to include:
❑ The final submittal shall address site plan check list as well as all the items in the
June 4, 2008 memo from Jonathan Sharp.
❑ Stormwater Management in regards to Rivanna Plaza Engineering comment #2:
The proposed plans show a conceptual underground water quality facility. Prior to
final site plan approval, adequate Stormwater Quality must be provided meeting
removal rate requirements. The existing Kegler's Basin provides detention for
TMP 45- 112 -C1 and TMP 45 -109, assigning both parcels a C value of 0.75

My condition needs to be changed to:

addition, the calculations for the original layout of the site showed a removal rate of 70 %. I
would anticipate the new layout having a similar removal rate requirement. The proposed
Contech Stormfilter only achieves a removal rate of 50 %. Additionally, we have been having
difficulties with the sizing procedures for Stormfilters from the manufacturer.
3. Please show sight distances at entrances.

Revise all applicable site plan drawings to show the dumpster enclosure relocated to the
south, as shown in the PDF file received 5112108.
6. Revise Sheet 6 Lighting Plan to include all proposed building lighting and lighting for the
redeveloped parking lot proposed in front (east) of the Schewel's Furniture building. Provide
lighting cutsheets for all proposed fixtures. Revise the Luminaire Schedule on Sheet S6 to
reflect the use of a lighting maintenance factor (LLF) of 1.0 for all proposed lighting.
Revise the locations of Light Fixture C, as shown on Sheet S8 Lighting Plan, to correctly
correspond with the locations as shown on the building elevations. Revise the cutsheet
labels for Fixture C, as shown on Sheet S9 Lighting Details, to correctly identify Fixture
C. Revise the luminaire schedule on Sheet S8 Lighting Plan to identify the manufacturer's

utilities. Revise Sheet S5 Landscape Plan to show landscaping around the proposed sign

the main entrance.
Revise Sheet S6 Landscape Plan by providing needed additional plantings, in the general
area of the 2 freestanding signs, to integrate signage plantings more with the
surrounding landscape proposal.
7. Revise Sheet S5 Landscape Plan so that the Plant List is legible.
Revise the Landscape Schedule on Sheet S6 Landscape Plan to indicate that street trees
proposed on the Schewel's parcel (Shademaster Locust) are 3.5" in caliper at planting.
19. A work session is required for the exterior elevations of the buildings.
The following comments were provided at the May 5, 2008 work session. Address the
comments in your resubmission as required.
1. Specify the finish for the PVC fence.
2. There needs to be a minimum 2' return of the visible parapets at the shopping
center.
3. The applicant can do double columns at the daycare if they choose.
4. Provide corrections to the cornice shown on the drawings for the south and
north elevations of the Day -care Building.
5. Clarify the dimensions and location of the rooftop HVAC units. Adjust the
heights on the elevations.
6. The awning in Sunbrella Firesist Forest Green is approved.
7. The storefront in Kawneer Interpon D2000 Charcoal is approved.
8. The elevations need to be resubmitted with the names and colors of all of the
materials specified.
9. The signs are not approved and the applicant has to return with a separate
application for a comprehensive sign review.
20. Submit for review the minor changes made to the Schewel's parking lot. As discussed at the
meeting they appear to be acceptable, but they should be reviewed by staff, including the
relocation of the monument signs.
The planting design for the Schewel's parking lot does not appear to meet the
requirement of I tree /]O parking spaces. Revise the drawings accordingly and provide a
parking schedule demonstrating that this requirement has been met.
Please provide:
1. Two copies of revised drawings addressing the aforementioned comment.
2. A memo indicating specifically how the condition has been satisfied. If changes other
than those requested have been made, specifically identify those changes in the memo,
also. Clear, specific, and accurate information will facilitate the review of your submittal.
3. The attached "Revised Application Submittal" form. This form must be returned with
your revisions to ensure proper tracking and distribution.
When staff s review of this information indicates that all conditions of approval have been met, a
Certificate of Appropriateness may be issued. If you have any questions, please do not hesitate to

The Albemarle County Architectural Review Board, at its meeting on April 21, 2008, completed a
preliminary review of the above -noted request. The Board took the following actions.
Regarding the Special Use Permit /Rezoning, the Board by a vote of 3:0, forwarded the following
recommendation to the Planning Commission:
The ARB can support the applicant's request for a Special Use Permit for a drive -thru
window if a planting area with a minimum width of 15' is provided between the drive -thru
and the new entrance road for ARB- 2008 -29, Rivanna Plaza.
Regarding the Preliminary Site Plan, The Board approved the request, pending staff
administrative approval of the following conditions:
1. Revise Sheet S5 Landscape Plan by darkening and labeling all existing and proposed utilities
to make them more distinguishable. Show easement lines associated with the utilities.
2. Revise the site plan to include details of a dumpster enclosure with a masonry construction,
using the proposed Field Brick #4 Harmar 3627 Ft. Washington Antique S.B. Flashed. Move
the dumpster over two spaces so that it is not immediately adjacent to the stairs going up to

their associated easements.
9. Revise Sheet Al Rivanna Plaza, Building Elevations and Finishes to show all missing line
work denoting window muntins.
10. Revise Sheet SA 1.2 The Learning Experience Elevations to correctly identify the location of
each elevation on the building. The front elevation, facing the EC, shall be identified as the
East Elevation.
11. Revise the elevations for Buildings A and B by reducing the blank appearance of the wall
above the windows and doors. This should be accomplished with a redesign of the elevation
that relies less on the use of EIFS. Eliminate the contrasting bands of EIFS #5 shown in the
upper portions of the buildings. Reduce the number of vertical seams in the EIFS to create a
less cluttered and more coordinated appearance.
12. On the east elevations of buildings A and B revise the solid panel doors to glass doors.
13. Revise the South Elevation of Building A to show the use of a window canopy design
coordinated with that proposed in the other elevations of Buildings A and B.
14. Revise the design of the Day -care elevations by reducing the blank appearance of the wall
above the windows and doors. This should be accomplished with a redesign of the elevation
that relies less on the use of EIFS. Reduce the height of the false pediment in the front (east)
elevation by considering alternate designs to the triangular shape currently proposed. Provide
color rendered elevations of the Day -care Building that are representative of the proposed
materials. The proportion of wall containing windows and doors should be taller than the attic
story above at the parapet.
15. Revise the site and building layout, as needed, to provide a minimum of 15' in planting width
between the drive - thru /by -pass lanes and the adjacent entrance road. Revise the landscape
design in that area by increasing the quantity of plant materials proposed. Provide details,
including height and materials, of the crescent - shaped retaining wall proposed in the planting
strip between the bypass lane and the entrance road. Confirm which brick will be used for the
Entrance Corridor retaining wall.
16. Revise the site plan to indicate the product ID number of the Redi -Rock retaining wall
material proposed along the northwest edge of the parking lot and adjacent to the north
elevation of the Day- care Building. Revise the detail of the safety railing, proposed on top of
the wall, to include the proposed color; black or bronze is preferred. The sample of the
retaining wall material submitted is approved, which is Legacy Decorative Concrete Systems
with the colors "orange" washed with "Mediterranean."
17. Provide samples of the awning material and storefront metals.
18. Clarify the changes to be made on the building elevations. Provide more brick. Consider all
brick at the taller building elements. Reduce the overall height of the attic story whether it is
brick or EIFS.
19. A work session is required for the exterior elevations of the buildings.
20. Submit for review the minor changes made to the Schewel's parking lot. As discussed at the
meeting they appear to be acceptable, but they should be reviewed by staff, including the
relocation of the monument signs.
Please provide:
1. Two full sets of revised drawings addressing each of these conditions. Include updated
ARB revision dates on each drawing and an ARB approval signature panel.
2. A memo including detailed responses indicating how each condition has been satisfied. If
changes other than those requested have been made, identify those changes in the
memo also. Highlighting the changes in the drawing with "clouding" or by other means will
facilitate review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with your
revisions to ensure proper tracking and distribution.
When staff's review of this information indicates that all conditions of approval have been met, a
Certificate of Appropriateness may be issued.

Below are VDOT's comments on the Site Plans for the March 20 2007 Site Review Committee
Meeting:
SDP - 2007 -00137 Rivanna Plaza — Preliminary (Patrick Lawrence)
The proposed location of the entrance does not meet the minimum spacing requirements
of the Access Management Standards that will become VDOT standard in July 2008.
The final site plan will need to be approved by the county before the standard goes into
effect in order for VDOT to issue a permit for the entrance.
An entrance profile, road plan for widening, and drainage computations will be required
with the final site plan.
CG -12 ramps need to be added to the plan at all road and entrance crossings.
The sidewalk along route 29 needs to be 8 feet wide with a minimum 2 foot wide utility
strip behind the curb. If possible, the sidewalk should be located 1 foot within the ROW
line and leave as much utility strip as possible.
The turn lane going into the site needs to have a bump out of the curb, a taper of 100 feet,
and as much full width turn lane as possible. The radius on the connection should be a
minimum of 45 feet to accommodate a WB -50 truck.

SDP - 2007 -00124 Nortonsville Church of God Facility Expansion (David Pennock)
Trip generation numbers need to be included with the plan.
The sight distances at both entrances needs to be evaluated and shown on the plan. The speed
limit is 45 mph and the corresponding sight distance is 445 feet. The sight distance lines
should be shown on the plan at both entrances in accordance with the methods shown in
Appendix B of the Road Design Manual.
The last traffic count on route 663 in this area is from 2003 and is 890 vehicles per day. The
plan needs to show that adequate entrances and treatments are in place for these factors or will
be constructed with the improvements shown on the plan.
SDP - 2007 -00129 Pantops Martha Jefferson Medical Office Center- Major (Summer Frederick)
The additional 1500 square feet should generate an increase of 55 vph and 6 vph in the
adjacent street peak hour. The existing private road connection off route 250 has right and left
turn lanes and can accommodate the small increase in use.

The amount of trips generated by the site should be around 161 vpd or 27 in the afternoon
peak hour. The shopping center has adequate access from route 250 and Riverbend Drive.

The applicant has been in contact with VDOT on the multiple Verizon Tower projects
throughout the county. VDOT has indicated the need for adequate sight distances on all
of the sites but does not feel it to be necessary to upgrade these sites to the commercial
entrance standards in order to preserve the rural nature of many of the sites. In the few
cases that the entrances do not meet the sight distance requirements, the applicant has
indicated they plan to propose other safety measures be taken to ensure safety. The
applicant is contacting VDOT on the individual sites and each site is being addressed for
safety. Each site needs to indicate if commercial site distance requirements have been
met or if other measures have been or are being taken to address safety.
SDP - 2007 - 00137 Rivanna Plaza — Preliminary (Patrick Lawrence)
ITE trip generation numbers need to be included in the plan. Without knowing the retail
uses, it is estimated that the ITE code for shopping center and daycare will generate 1843
vehicles per day with 239 occurring in the peak hour of route 29 traffic. According to
VDOT's Road Design Manual, this increase in use warrants a right turn lane along the
frontage of route 29.
