Subject: Tip Top Restaurant Minor Amendment (SDP200700142)
Before Engineering can recommend approval to the minor amendment, the following comments must be
addressed:
1. Please correctly show the layout /dimensions of the travelway and parking row with 26 spaces on
the plans (this appears to be shown correctly on the as- built, but not the minor amendment). With
the proposed layout, a 24 foot travelway and 16 foot parking spaces must be maintained at all
times. There cannot be any Tight poles /landscaping in the 2 feet of overhang beyond the parking
spaces. There is a jog between the additional 2 feet of asphalt and the curb and gutter spaces.
Because of the jog, the first parking space with curb and gutter is unprotected as shown:

Engineering recommends several options to adequately protect all parking spaces:
Install an adequate island between the curbed space and non curbed space to protect the
curb and gutter space.
Make a smooth transition between the curbed spaces and non curbed spaces while still
maintaining adequate parking space and travel width requirements.
Increase the parking length and width of the spaces to 10 feet by 18 feet in order to allow a
20 foot travelway width. The additional asphalt will then not be necessary and there will
be no jog between parking spaces. Several of the parking spaces would be lost; there may
be a few spots on site where an additional space can be added.
2. Please specify adequate pavement and stone depth for the additional 2 feet of asphalt shown on the
plans.

Subject: SDP 07 -142 — Tip -Top Restaurant — Minor Site Plan Amendment
The County of Albemarle Department of Community Development - Division of Zoning and Current
Development has reviewed the above referenced site plan. [Each comment is preceded by the
applicable reference, which is to the Zoning Ordinances (Chapter 18 of Albemarle County Code)
unless otherwise specified.]
1. Sec. 4.12.16(c)(6)] A reduction of the minimum parking lot depth to 16 feet may be
allowed if there is an "unobstructed overhang" equivalent to the reduction. As such, the
landscaping in the area of the 2 foot parking overhang must be moved outside of the two
foot overhang.
2. Sec. 4.12.16(c)(6)] As a follow up to comment #1, it appears from the survey that there are
also light -posts or bases in the overhang. Light poles need to be moved from the 2 foot
parking overhang. If they are relocated a revised photometric plan is required.
3. Sec. 4.12.15(1)] The transition between the previously existing spaces along the western
boundary line and the 6 new spaces that have been added is offset. That is, there is a jog in
the parking. This jog appears on a survey by Tim Miller prepared 11/29/07 but is not
reflected on the site plan. The parking space where the jog occurs should be converted to a
planting island to allow for a transition between the two areas.
a. General] As an observation, it appears that one new parking space may be picked
up in the bay closest to the rear of the building. If this is done the tree should be
relocated to the planting island that must be installed and is referenced above.
4. Sec. 32.7.9] The approved site plan shows plantings near the entrance to the building. The
planting area has been reduced for what appears to be a possible outdoor dining area. ARB
approval is required to remove these plantings as they were a specific requirement of the
ARB.
5. Sec. 4.12.6] As a follow up to comment #4, if the area is proposed for use as an outdoor
dining area, it will require ARB approval and will require a recalculation of the parking
requirements, as it is considered to be floor area.
6. Sec. 4.12.15(a)I Please verify the installation specifications for the additional pavement
strip along the western boundary line to ensure that it was installed in accord with sound
engineering practices.
I have also spoken with the Chief of Zoning, Bill Fritz, who offers the following information regarding
the certificate of occupancy for the new area:
No certificate of occupancy, including temporary certificate of occupancy may be issued until
these features are correctly shown on the plan and the physical modifications to the site are
completed. Specifically, the removal of lights and planting materials from the required 2 foot
parking overhang.
