RE: SDP- 2007 -028 Old Trail Village- Block 1- Preliminary Site Plan
Mr. Collins:
The Department of Community Development hereby grants administrative approval to the above
referenced site plan.
The approval of the preliminary site plan is valid for (1) one year in accordance with Section 32.4.3.1 of
Chapter 18 of the Albemarle County Code. Therefore, the preliminary approval shall expire on October
19, 2008. If the preliminary site plan approval expires, a new application must be filed and processed.
Please address all of the requirements and conditions listed below and submit eight (8) tentative plan
copies to the Department of Community Development. This letter must be submitted with the tentative
plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative
plan will be denied.
Erosion and Sediment Control, BMP Stormwater Management, and road plans with the associated
applications and fees must also be submitted with the eight (8) tentative Plans.
Once the tentative plan is submitted and reviewed you will receive comments from all
departments /divisions /agencies that have made comment on the tentative plan. Any further
responses must be made directly to each department/division /agency that has further comment.
After all aforementioned departments /divisions /agencies have granted a tentative approval, you
must verify with the Planner that you may submit the final mylars (2 sets), two paper copies, the
final site plan application, and final site plan fee to the Department of Community Development.
Signing of the plans will occur within one week once it is determined that the final site plan mylars
reflect all tentative approvals.
The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in
addition to the following conditions.
The Department of Community Development shall not accept submittal of the final site plan for signature
until tentative approvals for the following conditions have been obtained:

Zoning & Current Development approval to include:
32.6.3] Approval of a landscape plan in compliance with Section 32.7.9. The landscape
chedule will need to show the canopy calculations; and
U [ 18- 32.6.4.1 ] Final plan approval is subject to the issuance of a Certificate of
Appropriateness from the Architectural Review Board.

Engineering approval to include:

U Grading will need to conform to all the conditions of proffer # 7 (overlot grading plan)
for Old Trail Village.
12rLt The approval of the parking waiver will need to be required from the Zoning
Administrator for sight distance for the parking garage.

Albemarle County Service Authority approval to include:
L7 Final water and sewer plans are required for our review and approval prior to granting
tentative approval. The applicant will have to provide sewer flow capacities for Old Trail
Village and proposed connection points. Participation in the upgrade of the Moore's
Creek Interceptor will be required along with RWSA approval for any water and /or sewer
connections.

Verify adequate fire flow is available.
VApproval is subject to field inspection and verification.

21The plan currently appears to require two (2) additional road names for the interior access
points to allow for proper addressing for the primary accesses to these structures. Please
contact this office with a list of three (3) potential road names for approval.

VDOT approval to include:
31 " . " 6/4- U" <----- The parking on block 1 in the typical section for Brookley is in conflict with the exit of
the roundabout and needs to be removed. If parking is to be on the approach leg of the
roundabout, it should be on the approach, not the exit side, and should not be in conflict

with the lanes that will cause shifting of the through traffic.
Show traffic numbers on Brookley Road.
Ur I don't have any records of an approved 7.5 foot parking lane for mixed use. Please
provide that information to me or increase the width.
ld Review and approval of all final road plans including drainage comps.
