The engineering review for current development cannot recommend approval of the plans until the following items have been adequately addressed: General Review Comments: 1. The existing condition sheet assumes that by the time that by the time of the development of block 1, the road network on all sides will be built or at least approved. The applicant should note that the engineering drawings for Reas Creek Drive which were previously in the Block 4 set have been omitted in the last submittal. SDP- 2007 - 00144: Site Plan Comments: 1. The internal travelway into Block 1 from Old Trail Drive will need to be a private road for E911 purposes. Please show a street name sign at the intersection with Old Trail Dr. 2. Parking spaces need to be set 18' back from the end of the entrance radius at intersections with VDOT ROW. It looks as though this will eliminate one space at each entrance from Claremont Lane. [DM; 18- 4.12.15h] 3. All parking spaces abutting travelways must be protected with a 3ft wide planting island. DM; 18- 4.12.15f1 4. All entrances must have a VDOT designation. Grading at entrances should reflect the VDOT detail referred to. [DM; 18- 4- 12.17b] 5. Please provide a "Right Turn Only" sign at the exit from Block 1 onto Old Trail Drive. 18- 4.12.1] 6. The dumpster pad detail must show a pad with either of the reinforcing steel systems listed in the Design Manual. [DM] 7. The dumpster pad should be a solid 10'x18' (minimum) rectangle that is square with the placement of the dumpster so that the front wheels of the truck are still on the pad when the dumpster is emptied. 8. The VDOT planting, maintenance, and clear zone easements in the western corners of the block should be adjusted so 100% of the sidewalk is within the easement. It appears that a portion of the building is out into the sidewalk at these areas. 9. All sidewalks must be a minimum 5ft in width. [DM] 10. Please provide curb inlet calculations. [DM] 11. Please provide VDOT standard IS -1 on all inlets where there is a drop of 4ft. This design standard in es drops from surface runoffinto the bott f the structure. 12. The drainage areas for inlet 6 do not match between the caaculations and the profile. WPO- 2007 - 00100: SWM Plan Comments 1. Block 1 is in general accord with the approved ZMA plan. The temporary parking lot located in Block 2 will be permitted to drain to the detention basin. When the final Block 2 plans are designed, the block must drain to an adequately sized bioretention detention basin per the ZMA plan. 2. The pro -rata share for the use of the Lickinghole drainage basin will be computed at the time the WPO bond is set. WPO- 2007 - 00100: ESC Plan Comments 1. Please remove the construction entrance from the shoulder of Reas Creek Drive. 2. In phase 1, the drainage area to the existing basin is not accurate. 3. Please include the existing basin calculations in this sheet set. Please see the ESC continents of WPO- 2007 -00006 for issues with basin design (embankment dimensions, storage volumes, 12 "CMP, freeboard, etc.). 4. The scale on sheet ESC -2 does not appear to he accurate. 5. The crest of the weir for sediment trap 1 should be at least lft below the top of the embankment. 6. Please provide inlet protection on temporary parking lot structures. 7. Please include calculations showing adequacy of temporary storm drain and diversion channel with the increase in runoff from Block 1 construction in this WPO set. 8. Please show outlet protection at the outfall of the temporary storm drain. 9. The weir to ST -1 is not shown as —18ft wide on ESC -2. [VESCH] 10. Please provide the Albemarle County detail for a construction entrance with paved wash rack. [DM] 11. The ESC portion of the WPO bond will be calculated when all ESC comments have been addressed. Also, I want to apologize for a previous comment that I made that is not correct, per County policy, not ordinance. Since I made the comment, I have found that County policy has been that street lighting that is located within the VDOT right -of -way is exempt from Section 4.17. So, you have taken out the street lights per my comment, however if you would like to revise the lighting plan to now include the street lights, as long as they are in the VDOT right -of -way, they will not have the requirement as stated in my previous comment #9. One set of the approved plan is enclosed for your records. Any previously approved plans are voided with this approval. This approval is for basic compliance with the General Water & Sewer Construction Specifications of the Albemarle County Service Authority (ACSA) and does not relieve the contractor from responsibility for his work as it relates to the plan and specifications. The ACSA requires that a copy of the approved construction plan be on the job site. The contractor is responsible for marking up a copy of the approved construction plan showing as -built information and provide this data to your client at the completion of utility installation. The final as -built plan shall be submitted in a format of one paper copy and one mylar copy.
