Subject: Old Trail; Block 3 Phase 6 Preliminary Site Plan (SDP- 2007 - 00148)
The preliminary site plan for Old Trail Block 3 has been reviewed. Engineering review for current
development cannot recommend approval to this preliminary plat.
1. The conceptual stormwater management plan for this block is not in accordance with the approved
ZMA plan. The ZMA plan stipulates that around a quarter of the site is to drain to a bio- retention
detention basin. [18- 32.5.6k]
2. Engineering is concerned about the unusual intersection of Claremont Lane and Brookley Drive.
Claremont Lane in block 3 should line up with Claremont Lane on the east side of block 1 as it appears
in the ZMA plan.
3. Show complete site grading. Contours appear to terminate at the edge of pavement. [ 18- 32.5.6s]
4. Sight distance analyses appear to be shown incorrectly. Albemarle County requires the point of
analysis to be 10ft off the existing edge of pavement or the method described in the VDOT Road
Design Manual. Please correct. (VDOT will review the plans to their own standards.) [DM]
5. Sight distance lines appear to go through parked cars. Please eliminate parking spaces that obstruct
sight distance. [DM]
6. Parallel parking spaces along the travelways should be protected at intersections by a curb extension.
7. Parking spaces in lots must be at least 1811 from the end of the entrance radius. [DM]
8. Roadway sections need to match those approved in ZMA plan. Face of curb to face of curb width
should be 30ft on all streets. Parallel parking widths are to be no smaller than 8ft. Roadways must
maintain 1 1 ft widths.
9. Please dimension centerline of roadway from edge of right of way in roadway sections. [4.12.15f]
10. The crown of roads should be placed between the travel lanes.
11. The scales of sheets 3, 4, and 5 are not correct.
The following final site plan comments have been provided after a cursory review of the preliminary plan
to assist the applicant in avoiding potential final plan issues. To receive preliminary approval, these
comments will not need to be addressed.
12. Engineering review suggests the applicant begin thinking about a conceptual ESC plan. Considering

the current site grading, site layout, and fixed buffer lines, designing an ESC plan for the initial land
disturbance and ultimate build -out will be difficult.
13. Dumpster pad aprons should be square with the dumpster. The bends in the aprons shown on the plan
are not necessary. [DM]
14. Stormwater runoff from parking lots cannot run into VDOT ROW. [DM]
15. Please show drainage easements through the site on all pipes that carry runoff from VDOT ROW.

16. Concentrated runoff appears to flow across a travelway in the pool parking lot from the alley. [DM]
17. Show VDOT standard entrances at all connections to VDOT roads. [DM]
18. Bumper blocks will be required in a few more locations in the pool parking lot as the sidewalk winds
towards the parking lot pavement. [4.12.16e]

Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by January 7, 2008. Failure to submit this information by this
date will result in suspension of the review schedule. Review will resume when revisions are submitted
along with a reinstatement fee of $65.

Below are VDOT's comments on the Site Plans for the December 27 2007 Site Review Committee
Meeting:
SDP -2007 -00147 Avon Park II — Final (Patrick Lawrence)
A maintenance agreement for private maintenance of the sidewalks will need to be in place
prior to VDOT accepting the proposed public road in this development.
SDP - 2007 -00148 Old Trail Village Block 3, Phase 6 — Preliminary (Megan Yaniglos)
The sight distance for 25 mph is 280 feet and needs to be shown from 20 feet back from the
middle of the nearest through lane.
Projected traffic needs to be shown on the plan.
The final plans will need to include road and drainage plans.
SDP -2007 -00149 East Pantops Complex — Preliminary (Gerald Gatobu)
Access to this site needs to be made only through the existing 40 foot access easement. A
right in/out off route 250 will not be permitted.
The entrance needs to be designed in accordance with VDOTs Minimum Standards of
Entrances to State Highways.

Engineering has reviewed the revision to the preliminary site plan for Old Trail Block 3. At this
time, engineering recommends approval to the preliminary plan with conditions that the applicants
must meet in the final site plan stage. Listed below are the conditions this approval
recommendation is based on.
1. The grading of parking lots must be kept below the maximum 5% slope.
4.12.15c]
2. Parking requirements are still met with the elimination or replacement of 4 spaces
that are currently not in compliance with county policy. (One space in the pool
parking lot appears to be blocked by another. Two spaces at the eastern entrance
and one at the northern entrance of the condominium parking lot will need to be
eliminated because of the required 18ft buffer measured from the back of the
entrance radius.) It appears the applicant has enough area on site to replace these
spaces in the final plan without any significant layout adjustments. [DM]
3. The roadway sections need to match the alignment that has been drawn on sheet
3. The site plan shows a 57ft wide ROW and 31ft face -of -curb to face -of -curb
width and the sections do not. The sections (and dimension labels on sheet 3)
need to match the configuration as it was drawn.
4. Curb extensions protecting parallel spaces on public streets need to be pulled back
towards the ROW line by 2ft. Currently, these extensions cause the gutter pan to
encroach into the travelway.
5. The applicant should show the latest alignment of the storm sewer trunk line
along Old Trail Dr. and the proper easement widths. That easement line cannot
encroach upon the building sites. It appears that the building footprints on lots 6-
9 and 37 could need to be adjusted when the easements of the correct size are
shown on the plan.
Items 12 and 14 -17 of the December 21' letter should also be addressed with the final site plan.

Phil,
have re- checked the widths on the Old Trail Block 3 plan. Brookley Drive is projected to carry 1200 VPD. The VDOT
standard for this volume is 36 feet from face of curb to face of curb. If they are to restrict parking to one side of the street the
36 feet can be reduced by an 7 foot parking lane to a total width from face of curb to face of curb of 29 feet. However, I have
no problem with 30 feet of width on this road if that is what you and Glenn think is appropriate. For Claremont and Marlbeck,
the projected traffic is under 400 VPD for each street and the corresponding width from face of curb to face of curb needs to
be at least 28 feet. The plan shows 30 feet and that is fine. The only reason I would think that this needs any additioanl
width is if we expect that the traffic projections are low.
