You are within the previous ordinance parking standards but more importantly you based the increased need for parking on the number of classrooms that are being added. In October 2007. In accord with County Zoning Ordinance Section 18.4.12 this parking study is submitted to determine the number of spaces to be shown on the site plan for the school addition. The proposed addition to Greer Elementary school will increase the capacity to 561, an increase of 153 from the current capacity 408. Below are three different methods of calculation to indicate that the spaces provided are adequate. 1) Calculations based on the multiplier from old ordinance: 1 space per 12 students We are adding capacity for 153 divided by the old rule of one space for 12 is an addition of 13 spaces. This is the old minimum that was used that is far too low for current staffing at an elementary school.. 2) Calculations based on the number of new teaching spaces: we are adding 16 new rooms and 4 resource spaces; at one staff person per space that is 16 spaces; however at elementary school we have student teachers, Teacher assistants and a high rate of Volunteers working with the students. So at an assumption of 50 of the spaces have one extra "staff' person that adds another 8 for a total of 24 spaces. 3) Calculations based on the recent addition to other Elementary Schools in Albemarle County: a) Baker Butler has 120 spaces on site for 600 students that are 1 space per five students. To use 1 space or 5 at Greer would be 30 additional spaces. We do not recommend 30 spaces for Greer Addition since large event parking can overflow into the adjacent parking lot for Jouett Middle school. Please let me know if you have questions or concerns, or if you can agree to the addition of 24 spaces at Greer for the Greer Addition site plan. Engineering does not recommend approval to the plan at this time. The following comments are provided; 1. The applicant needs to submit a WPO application and fee before a SWM and ESC review can occur. 2. Final site plan mylars cannot be signed until the WPO plan has been approved. 3. Please label the benchmark for the topography. [DM] 4. Curb and gutter will be required for all new paved areas. [18- 4.12.15g] 5. The drainage system does not appear to capture as much of the new development as possible. It appears that close to half of the runoff may leave the site without entering the facility. Please address. [17 -312c, 17 -315a] 6. Please provide drainage computations and profiles in accordance with Design Manual. Please also include a pre and post development drainage area map to supplement the stormwater and drainage calculations. [DM] 7. Construction of the outlet pipe from the SWM basin will require the trees in this area to be cleared. Please reflect this work in the proposed treeline and the limits of construction. 8. Please show the drainage divides on the roofs of the existing and proposed building and their outlet locations. [18- 32.5.6s] 9. All retention basins require sediment forebays for each inlet point to achieve the removal rate attributed to them in the Virginia Stonnwater Management Handbook. [DM, VSMH] 10. The applicant must provide vehicular access to the critical points of the SWM facility (all sediment forebays, the riser structure, and the outlet pipe). The access drive may not exceed 20% and if it exceeds 10% the road must at least have a gravel surface. [DM] 11. The plan needs to show all necessary traffic control signs. [18- 32.7.2] 12. The entrance into the new parking lot should be a VDOT Standard. Please specify this on all sheets which showing the grading. [18- 32.7 2] 13. The entrance to the parking lot cannot exceed 4% for the first 40ft. [18- 4.12.17] 14. The grading appears to be greater than 5% in the new parking lot. [18- 4.12.15c] 15. Charlottesville, VA 22902 Subject: Site Review Meeting Comments November 13 2007 site review meeting Dear Mr. Brooks: Below are VDOT's conunents on the Site Plans for the November 15` 2007 Site Review Committee Meeting: SDP - 2007 -00115 Albemarle High School Addition and Renovation -Major (Gerald Gatobu) SDP - 2007 -00121 Greer Elementary School Addition — Major (Summer Frederick) The additional traffic according to ITE trip generation will be an increase in ADT of 696 and an increase in the AM peak hour by 199 trips for the two school additions. The 2005 traffic count on route 743 at this intersection has an ADT of 26,406. The AM peak hour traffic on Route 743 is 2577 VPD. The impact of the additional trips from the school additions is a 2.6% increase in the ADT and a 7.7% increase in the AM peak hour. Because the impacts of the combined additions are below the 10% threshold set in the Chapter 527 Regulations, the intersection should function adequately and no changes or improvements will need to be made. VDOT has indicated the need for adequate sight distances on all of the sites but does not feel it to be necessary to upgrade these sites to the commercial entrance standards in order to preserve the rural nature of many of the sites. In the few cases that the entrances do not meet the sight distance requirements, the applicant has indicated they plan to propose other safety measures be taken to ensure safety. Each site needs to indicate if commercial site distance requirements have been met or if other measures have been or are being taken to address safety. SUB - 2007 -00257 PJ Land Trust (Meman Yaniglos) Adequate sight distance should be shown on routes 677 and 601 where the private road intersects the state roads. The speed limit on 677 is 35 mph and a corresponding sight distance is 390 feet. There is no resolution for a posted speed on 601 in this section so the intersection should be evaluated for 55 mph and a 610 foot sight distance. Information on sight distance triangles can be found in VDOT's Road Design Manual, Appendix B. Please request the applicants provide a written description of revisions with re- submissions. However, engineering review for current development can not recommend approval to the site and water protection plans until the following items are adequately addressed. A. Final Site Plan comments; SDP - 2007 - 00121: 1. (Comment #19 of November 13 Letter) The applicant should include the latest set of plan notes that are provided in the design manual. Rev. 1) The latest design manual (August 2007) is available online. Please include lists labeled General Construction Notes, General construction notes for Erosion and Sediment control Plans, and General construction notes for Stormwater Management Plants on the applicable sheets. 2. (Comment #5 of the November 13"' Letter) The drainage system does not appear to capture as much of the new development as possible. Rev. 1) It appears that drainage from a few areas of the site still will not be collected into the pond. The areas that need better collection are between stormwater structure 4 and the access path to the facility AND between stormwater structure 30 and sediment forebay 2. 3. Please modify the grading in the parking lot so water does not pond in the corner near the fire lane. [DM] 4. Stormwater drainage structure 4 should be traffic rated because it is anticipated that vehicles will use this path for maintenance. 5. Stormwater structure 32 is listed as a manhole. Please correct and provide a calculation for its throat length. [DM] 6. Please call out end - sections on all outfall pipes. [DM] B. Stormwater Management Plan comments; WPO- 2007 - 00098: 7. Please submit a Stormwater Management Facility Maintenance Agreement and $17 fee. [DM] 8. A retention basin is not an acceptable treatment facility for this site. In order for a retention pond to maintain its high removal rate, the pond must be fed by a continual base flow or have a watershed grew , han 10acres. It seems that a biofilter detk - on basin would be an appropriate facility in its place. If a biofilter basin is to be used, please follow guidelines in the county design manual and Minimum Standard 3.11 in the Virginia Stormwater Management Handbook. [VSMH, DM] a. The detail should clearly show the 2, 10, and 100 year storm levels as well as the embankment cross section per design manual specifications. [DM] 10. Trash racks must be provided on all openings to the riser as well. [DM] 11. Please provide a planting plan for the stonnwater management facility. There are inadequate perimeter controls for the initial site clearing and land disturbance with existing topography. Many of the E &S measures cannot even be installed until grading is complete. For example, the diversion at the north end of the site cannot be constructed until final grade is established and the silt fence at the base of the fill slope would most likely be washed out. The erosion and sediment control plan appears to need at least two phases. 16. [VSMH, DM] Rev. 2) The following comments have been provided regarding the biofilter facility. a. The minimum depth of the gravel layer of the biofilter is 18 inches. b. Please provide a sediment forebay at the outfall of structure #3. Forebays should be sized so that their volume can hold between 0.1" to 0.25" of the impervious area runoff. This volume counts toward the water quality volume treated by the facility and will NOT require an adjustment to the biofilter as proposed. c. Please change the distance between the biofilter bed elevation to the rim of structure 2 from 6" to 12" on the detail provided on Sheet C4.2. 10. Please include a detail of the riser structure and barrel characteristics. Engineering review recommends that the riser be placed in the embankment. Trash racks must be provided on all openings to the riser as well. [DM] Rev. 2) There is some concern that the riser structure will be subject to buoyant forces that may cause a failure at the pipe connection during the ESC phase. Please provide a buoyancy calculation for the temporary condition in the sediment trap /basin. Please also specify the product number for the grate to be used on structure 2. 11. Please provide a planting plan for the storinwater management facility. The planting plan should be designed in accordance with Minimum Standards 3.05 in the Virginia Stormwater Management Handbook. [VSMH, DM] Rev. 2) It appears that one more tree is required in the biofilter bed. There is also a discrepancy on sheet L1.0 regarding the amount of Bald Cypresses proposed in the plan. Please correct. C. Erosion and Sediment Control Plan; SDP - 2007 - 00098: 15. There are inadequate perimeter controls for the initial site clearing and land disturbance with existing topography. (Rev. 2) Sequence 2 of the ESC plan should show the sediment trap grading as seen in Sequence 1. c. (Rev. 2) Please show the eastern diversion dike in Sequence I as it appears in Sequence 11. d. (Rev. 2) _ ase label the diversion on the northern , r tion of the site as a Fill Diversion (FD). e. (Rev. 2) Please include in the set Plate 3.13 -2 from the VESCH with all of the pertinent elevations labeled. It appears that there is enough total volume available in the trap, but the elevations listed are incorrect. For instance, the dry storage elevation should be lft below the top of the embankment. Please contact me for more clarification if needed. L (Rev. 2) Sheet C2.1 states the maximum area to the sediment trap is 2.9 acres but when the storm sewer is installed, the area will be at least 3.4 acres (according the SWM calculations). Please clarify. g. (Rev. 2) Show the construction entrance on Sequence 1 of the ESC plan. It. (Rev. 2) In sequence I of the ESC plan, please remove the demolition designation from the site elements that are to be saved until phase It of the building construction. I suggest removing the hatching in this area, adding the safety fence from sheet C1.1, and modifying the limits of construction on Sheet C2.1. 19. Please show existing soil boundaries with labels. [DM] Rev. 2) The provided detail is acceptable. However, please relocate the soils map into an erosion and sediment control sheet. 22.
