Erosion and Sedimentation Control Plan Narrative : Proiect Description This project is the grading, utilities, and general site construction of a proposed office and spa, for the Conference Center & Day Spa center, near Charlottesville, Virginia. The total site area is 1.53 acres while the disturbed area is approximately 1.33 acres. This project will initially enter from the existing entrance off Whitewood Road until the new entrance off Oak Forest Drive is installed. Existino Site Conditions This site is currently a vacant lot located at the comer of Whitewood Road and Oak Forest Drive. It consists of areas of open, poor quality grassland and brush with slopes in the 2% to 10% range. Soil berms are present and are assumed to be existing topsoil piles. Adjacent Property: The site is adjoined on the north by Whitewood Road and on the east by Oak Forest Drive. The site is joined on the west by T.M. 61, Parcel 26, owned by the Virginia Law Foundation. The site is adjoined on the south by five parcels: T.M. 61 W1, Parcel OA -34 owned by Hao or Jigian Huang Fan, T. M. 61 W1, Parcel OA -35 owned by Lawrence or Darrah Seawell, T.M. 61W1, Parcel DA -36 owned by Wiliam J. or Joyce E. Martin, T.M. 61W1, Parcel OA -37 owned by Walter F., III or Jennifer Megonigal, and T.M. 61W1, Parcel OA -38 owned by Jean Kiker. [All owners listed are current or recent]. The existing site will need to be lowered; we estimate 2500 yards of soil will need to be cut and transported off-site_ The contractor will designate a waste site with an approved E&S Plan. Soils: A soil survey of Albemarle County conducted by the Natural Resources Conservation Service indicates that the soils in the construction area are primarily made up of the following three soil types: 1) Cullen Loam, identified by the map symbol 19B, is described as deep, gently sloping, well drained soil. The K value is 0.37 and the hazard of erosion is moderate. It has a moderate shrink -swell potential. 2) Pacolet Sandy Loam, 2 to 7 percent slopes, identified by the map symbol 65B, is described as deep, gently sloping, well drained soil. The K value is 0.20 and the hazard of erosion is moderate. It has a low shrink -swell potential. 3) Pacolet Sandy Loam, 7 to 15 percent slopes, identified by the map symbol 65C, is described as deep, strongly sloping, well drained soil. The K value is 0.20 and the hazard of erosion is severe. It has a low shrink -swell potential. Critical Erosion Areas There are no critical erosion areas identified for this construction site. Most of the site will be mildly sloped with no slopes exceeding 2:1 and existing stabilized slopes will be maintained, Erosion and Sediment Control Measures. Unless otherwise indicated, all vegetative and structural erosion and sediment control measures shall be constructed and maintained according to the minimum standards and specifications of the Virginia Erosion And Sediment Control handbook (VESCH). The minimum standards of the VESCH shall e adhered to unless waived or approved by a variance, Changing site conditions may require adjustment, relocation, or installation of additional measures. The County of Albemarle Engineer may also require modifications as necessary. Structural Practices 1) Temporary Construction Entrance (CE) - 3.02 - An initial gravel construction entrance shall be used to access the site from the existing paved entrance on Whitewood Road. As the site develops, a new entrance will be installed on Oak Forest Drive. During periods of rain, when vehicles have mud on their wheels or tracks, drivers shall be required to remove mud by brushing, washing, or other means. Ail soil tracked onto the existing roadway will be removed daily at the end of the workday or as required by the conditions or the Inspector. 2) Construction Road Stabilization (CRS) - 3.03 - Stone base material shall be placed in paved areas immediately after reaching final subgrade elevation. The stone shall be installed to the full depth of the paving section and compacted as specified. 3) Silt Fence Barriers (SF) - 3.05 - Silt fence barriers shall be installed where indicated. The silt fence shall be installed as detailed, and will be checked on a daily basis The silt fence shall filter sediment -laden runoff before leaving the site. 4) inlet Protection (IP) - 3.07 - Rip -Rap shall be placed in a "box" around the drop inlet at the construction entrance as a filter prior to entering the storm drain. 5) Diversion (DV) - 3.12 - Existing Temporary diversion ditches shall be maintained in Phase 1 where indicated to divert stormwater to the existing Sediment Trap. As the new construction entrance is established, a diversion shall be created at the top of slope to the proposed Sediment Trap. [This diversion will later be replaced with a Trench Drain]_ 6) Sediment Trap (ST) - 3.13 - The sediment trap is to be installed as one of the first step measures to be put in place before construction begins and is to be modified as the site is stabilized. When sediment has accumulated to half of the volume of the design wet storage, it shall be removed to restore the trap to the original dimensions. As construction work is completed and after the site is fully stabilized, the trap will be converted to an Infiltration Bio -filter as called for in the plans. 7) Outlet Protection (OP) - 3.18 - Stoned lined apron shall be provided at the outlet of the Detention Basin to provide energy dissipation and spread of the flow, 8) Rock Check Dam (CD) - 3.20 - VDOT #1 Stone and Rip -Rap shall be placed in the existing ditch section to help filter and detain storm water from the initial routing of site stormwater. It shall be removed when the site has been stabilized_ Two rock check dams shall also be installed to create forebays in the biofilter as shown on the plans_ 9) Surface Roughening (SR) - 3.29 - Grading practice such as grooving sloped areas with machine tracks perpendicular to the direction of flow, to leave a roughened state rather than fine grading, to slow run-off and provide easier establishment of vegetation on sheet flow areas. 10) Dust Control (DC) - 3.39 - Dust Control shall be used as needed in order to prevent visible airborne dust transgressing to neighboring properties, to prevent surface and air movement of dust from exposed soil surfaces, and to reduce the presence of airborne substances which may be harmful or injurious to human health, welfare, or safety, or to animals or plants. Vegetative Practices: 1) Temporary Seeding (TS) - 3-31 - All non -paved, denuded areas which will be left dormant for extended periods shall be seeded as specified on the plan. See seeding specification for types. Seed and associated mixes shall be applied following the grading operation. 2) Permanent Seeding (PS) - 3.32 - After construction is complete and the site has been fine graded, a permanent stand of vegetation shall be established in the graded areas. See seeding specification for types. Remedial seeding shall be provided as required to insure ground cover is established. Erosion and Sedimentation (Control Plan Narrative (cont. Management Strategies: 1) Construction shall be sequenced so that grading operations can begin and end as quickly as possible. 2) Sediment trapping measures (silt fence) shall be installed as a first step in construction_ All measures shall be installed before construction begins and adjusted as required during construction to accommodate any changed conditions. 3) Maintain existing Construction Entrance, Temp. Sediment Trap and Diversion as the Proposed Sediment Trap and Construction Entrance on Oak Forest Drive is constructed. 4) Stone stabilization is to be placed immediately after final subgrade is reached on the parking area. 5) Temporary seeding or other stabilization shall immediately follow grading. 6) The job superintendent shall be responsible for the installation and maintenance of all erosion and sediment control devices. 7) After achieving adequate stabilization, the temporary E & S controls shall be cleaned up and removed. Any disturbed areas associated with this removal shall be fine graded and stabilized. Permanent Stabilization All areas disturbed by construction shall be stabilized with permanent seeding immediately following finish grading. Seeding shall be accomplished with Kentucky 31 Tall Fescue according to Std, and Spec. 3.32, PERMANENT SEEDING, of the handbook. Soil stabilization blanket may be installed over difficult slopes which have been brought to final grade and have been seeded to protect the slopes from rill and gully erosion and to allow seed to germinate properly. Mulch (straw or fiber) shall be used on relatively flat areas. In all seeding operations, seed, fertilizer, and lime shall be applied prior to mulching. Maintenance: In general, all erosion and sediment control measures will be checked daily and after each significant rainfall. The following items in particular shall be checked: 1) The Inlet Protection will be checked for sediment build up which will prevent drainage. If the gravel is clogged, it shall be removed and cleaned or replaced. 2) The silt fence barrier shall be checked regularly for undermining or deterioration of the fabric. Sediment shall be removed when the level of sediment deposition reaches half way to the top of the barrier. 3) The seeded areas shall be checked regularly to ensure that a good stand is maintained. Areas should be fertilized and re -seeded as needed. 4) Mud build-up on the construction entrance shall be removed daily or more often, as necessary. Stormwater Detention & Management Stormwater detention will be provided by the Bimam Basin located on the north side of Whitewood Road approximately 1,400 feet from the site. Site run-off will be directed to the basin using the existing storm sewer system.
