The final site plan for Global Country of World Peace, submitted on 22 October 2007, has been
reviewed. The plans cannot be approved as submitted and will require the following
changes /corrections prior to final approval. Engineering is available from 2 -4 PM on Thursdays to

Please note that Albemarle County has updated the Design Manual [DM]. The DM and
Engineering Review Final Plan Checklist can be downloaded from the County's web site under
the subtitle "Design Standards ".
A. Final Site Plan (SDP -2007- 00120)
1. VDOT final approval is needed before engineering can recommend final approval.
2. The SWM and ESC plans must be approved prior to the signing of final plan mylars. [ 18-
32.7.4.3 ]
3. Please submit WPO application and appropriate fee along with Stormwater Management and
Erosion and Sediment Control Plans at your earliest convenience. [ 17 -203 & 17 -3031
4. It appears that the entrance exceeds 4% within 40' of the intersection with State Route 1495.
Please provide an adequate landing at the entrance. [18- 4.12.17.b.]
5. Please provide curb and gutter adjacent to all parking spaces. [18- 4.12.15.8.]
6. Swale #4 in the island between the parking lots must be a water quality BMP to allow for the curb
cut waiver for stormwater management. Please address this with the stonnwater management plan
and label the Swale as a BMP on the final site plan. [18- 4.12.15.g]
7. Please provide a stormwater management easement for all stormwater BMP's. [18- 32.7.4]
8. It appears that the existing stormwater drainage easerent for pipe from E -I to E -2 is not in the
center 1/3 of the 20' easement. Please show and label new drainage easement for the pipe that
passes through the property per the new design manual standards. [18- 32.7.4]
9. Trees should not be planted within stormwater and drainage easements to allow for future
maintenance. Please revise planting plans to account for easements. [DM]
10. The deflection angle for the stormwater pipe from P -8 to E -1 appears to be less than the minimum
90 degrees needed. [DM]
11. Please provide concrete Inlet Shaping (IS -1) for all stormwater drainage structures. [DM]
12. The grading for swale 2 appears to stop the channel at the corner of the parking lot /durnpster pad.
Please address the drainage to not direct concentrated flow across the parking lot. [DM]
13. Please provide end sections (ES -1) for all pipe outlets. [DM]
14. Additional comments may be forthcoming on the next submittal due to the required changes.

1. [General] Numbers within "Landscape Legend" must accurately reflect number of plants shown on plan.
2. [18 -4.17] A manufacturer's cut - sheet/catalog page for the proposed lighting fixtures must be provided
with the site plan. Specific information required in manufacturer's description of fixture is classification
of fixture as full cut -off and catalog number.
3. Approvals from all appropriate agencies required prior to final site plan approval.

15. Please provide 2 -1/2 ft. of bio- filter mix and 1 -1/2 ft. of stone for BMP 4.
16. Please remove the reference to Luck Stone Bio -mix. Keep VASWM Handbook specifications.
17. Provide a planting plan for each bio - filter.
18. Label the minimum floor dimensions for each bio - filter.
19. Include the Albemarle General notes for Stormwater Management Plans from the Design Manual
Checklist.
20. Please submit a Stormwater Maintenance Agreement and $17 fee.
21. The County will provide bond estimate once the plan is approved.
22. Additional comments may be forthcoming due to the required changes.
C. Erosion and Sediment Control: (WPO- 2008 - 00008)
23. The Erosion and Sediment Control Plan appears to be adequate. Engineering recommends
approval of this plan.
24. The Erosion and Sediment Control Bond Estimate is $11,000. Please contact Pam Shifflett at 434-
296 -5832 ext 3246 for more information concerning the posting of this bond.

Re: Global Country of World Peace Conference Center and Day Spa
Dear Mr. Collins:

The plan, entitled Global Country of World Peace Conference Center and Day Spa dated
October 22, 2007, last revised May 1, 2008, is hereby approved for construction. One set of the
approved plan is enclosed for your records. Any previously approved plans are voided with this
approval. This approval is for basic compliance with the General Water & Sewer Construction
Specifications of the Albemarle County Service Authority (ACSA) and does not relieve the contractor
from responsibility for his work as it relates to the plan and specifications.
The ACSA requires that a copy of the approved construction plan be on the job site. The
contractor is responsible for marking up a copy of the approved construction plan showing as -built
information and provides this data to your client at the completion of utility installation. The final as-
built plan shall be submitted in a format of one paper copy and one mylar copy.
A preconstruction conference shall be scheduled with the project manager to ensure
coordination and answer any questions. This will be a short meeting to review the project, materials,
test methods and schedule, in order to expedite construction. Please have the proper party call me at
977 -4511 to schedule the meeting.
This approval is valid for a period of 18 months from this date. If construction is not in
progress at the end of this time period, the approval shall be void.
The pressure for water may exceed 80 psi at some meter locations If you have any
questions, or if we can be of assistance, please give us a call at (434) 977 -4511.
