CONTRACTOR'S COORDINATION RESPONSIBILITIES
1. THE CONTRACTOR IS REQUIRED TO OBTAIN ANY/ALL PERMITS REQUIRED FOR CONSTRUCTION OF THESE PLANS.
2. ANY TiME WORK IS PERFORMED OFF-SITE OR WITHIN AN EXISTING EASEMENT, THE CONTRACTOR IS TO NOTIFY THE HOLDER OF SAID
EASEMENT AS TO THE NATURE OF PROPOSED WORK AND TO FOLLOW ANY GUIDLELINES OR STANDARDS WHICH ARE ASSOCIATED WITH

FROM THE DESIGNERS, BUT SHALL VERIFY LOCATION OF PROJECT FEATURES IN ACCORDANCE WITH THE PAPER COPIES OF THE PLANS
AND SPECIFICATIONS THAT ARE SUPPLIED AS PART OF THE CONTRACT DOCUMENTS.
8. CONTRACTOR SHALL COMPLY WITH ALL WETLAND PERMIT REQUIREMENTS, IF A PERMIT EXISTS.
9. CONTRACTOR SHALL BE RESPONSIBLE FOR ALL RELOCATIONS, (UNLESS OTHERWISE NOTED ON PLANS) INCLUDING, BUT NOT LIMITED TO,
ALL UTILITIES, STORM DRAINAGE, SIGNS, TRAFFIC SIGNALS & POLES, ETC, AS REQUIRED. ALL WORK SHALL BE IN ACCORDANCE WITH
GOVERNING AUTHORITIES REQUIREMENTS AND PROJECT SITEWORK SPECIFICATIONS AND SHALL BE APPROVED BY SUCH. ALL COST
SHALL BE INCLUDED IN BASE BID.
10. CONTRACTOR SHALL CONTROL STORMWATER RUNOFF DURING CONSTRUCTION TO PREVENT ADVERSE IMPACTS TO OFF SITE AREAS, AND
SHALL BE RESPONSIBLE TO REPAIR RESULTING DAMAGES, IF ANY, AT NO COST TO OWNER.
11. THIS PROJECT DISTURBS MORE THAN ONE ACRE OF LAND AND FALLS WITHIN THE VIRGINIA STORMWATER MANAGEMENT PROGRAM
(VSMP), GENERAL CONSTRUCTION PERMIT (GCP) PROGRAM AS ADMINISTERED BY THE VIRGINIA DEPARTMENT OF CONSERVATION AND
RECREATION (DCR) UNDER THE JURISDICTION OF THE EPA. PRIOR TO THE START OF CONSTRUCTION, THE CONTRACTOR SHALL FILE A
GCP NOTICE OF INTENT WITH THE OCR AND PREPARE A STORMWATER PREVENTION PLAN IN ACCORDANCE WITH THE VSMP
REGULATIONS.
12. CONTRACTOR SHALL COORDINATE WITH ALL UTILITY COMPANIES FOR INSTALLATION REQUIREMENTS AND SPECIFICATIONS.
13. CONTRACTOR SHALL BE RESPONSIBLE FOR SITE SECURITY AND JOB SAFETY. CONSTRUCTION ACTIVITIES SHALL BE IN ACCORDANCE
WITH OSHA STANDARDS AND LOCAL REQUIREMENTS.
14. CONTRACTOR SHALL DISPOSE OF DEMOLITION DEBRIS IN ACCORDANCE WITH APPLICABLE FEDERAL, STATE AND LOCAL REGULATIONS,
ORDINANCES AND STATUTES.
15. EXISTING UTILITIES SHALL BE TERMINATED, UNLESS OTHERWISE NOTED, IN CONFORMANCE WITH LOCAL, STATE AND INDIVIDUAL UTILITY
COMPANY STANDARDS SPECIFICATIONS, AND DETAILS. THE CONTRACTOR SHALL COORDINATE UTILITY SERVICE DISCONNECTS WITH THE
UTILITY REPRESENTATIVES.
GENERAL CONSTRUCTION NOTES FOR STORMWATER MANAGEMENT
1. ALL DAMS AND CONSTRUCTED FILL TO BE WITHIN 95% OF MAXIMUM DRY DENSITY AND 2% OF OPTIMUM MOISTURE CONTENT. ALL FILL
MATERIAL TO BE APPROVED BY A GEOTECHNICAL ENGINEER. A GEOTECHNICAL ENGINEER IS TO BE PRESENT DURING CONSTRUCTION
OF DAMS.
2. PIPE AND RISER JOINTS ARE TO BE WATERTIGHT WITHIN STORMWATER MANAGEMENT FACILITIES.
3. FOR TEMPORARY SEDIMENT TRAPS OR BASINS WHICH ARE TO BE CONVERTED TO PERMANENT STORMWATER MANAGEMENT FACILITIES;
CONVERSION IS NOT TO TAKE PLACE UNTiL THE SITE IS STABILIZED, AND PERMISSION HAS BEEN OBTAINED FROM THE COUNTY
EROSION CONTROL INSPECTOR.
1. CONTACT MISS UTiLITiY AT 1(800)552-7001 48 HOURS PRIOR TO ANY GRADING OR DIGGING TO HAVE UNDERGROUND UTILITIES MARKED. THE
CONTRACTOR SHALL VERIFY ALL UTILITY INFORMATION PRIOR TO CONSTRUCTION TO INCLUDE TYPE AND SIZE OF PIPE AND SERVICES TO HIS OWN
SATISFACTION.
2. THE LOCATIONS, SIZES, AND TYPES OF EXISTING UTILITIES HAVE BEEN TAKEN FROM AVAILABLE RECORDS AND ARE SHOWN AS AN APPROXIMATE
REPRESENTATION ONLY. THE OWNER OR ITS REPRESENTATiVE(S) HAVE NOT INDEPENDENTLY VERIFIED THIS INFORMATION AS SHOWN ON THE PLANS.
THE UTILITY INFORMATION SHOWN DOES NOT GUARANTEE THE ACTUAL EXISTENCE, SERVICEABILITY, OR OTHER DATA CONCERNING THE UTiLITES, NOR
DOES IT GUARANTEE AGAINST THE POSSIBILITY THAT ADDITIONAL UTiLITES MAY BE PRESENT THAT ARE NOT SHOWN ON THE PLANS. PRIOR M

3. WHERE AN EXISTING UTILITY IS FOUND TO CONFLICT WITH THE PROPSED WORK, OR EXISTING CONDITIONS DIFFER FROM THOSE SHOWN SUCH THAT
THE WORK CANNOT BE COMPLETED AS INTENDED, THE LOCATION, ELEVATION, AND SIZE OF THE UTILITY SHALL BE ACCURATELY DETERMINED
WITHOUT DELAY BY THE CONTRACTOR, AND THE INFORMATION FURNISHED IN WRITING TO THE OWNER'S REPRESENTATIVE FOR THE RESOLUTION OF
THE CONFLICT AND CONTRACTOR'S FAILURE TO NOTIFY PRIOR M PERFORMING ADDITIONAL WORK RELEASES OWNER FROM OBLIGATIONS FOR

4. ALL HYDRANT LOCATIONS TO BE APPROVED BY THE ALBEMARLE COUNTY FIRE MARSHALL PRIOR TO FINAL APPROVAL BY THE COUNTY AND ARE TO

5. RIM ELEVATIONS FOR DRAIN AND SEWER MANHOLES, WATER VALVE COVERS, GAS GATES, ELECTRIC AND TELEPHONE PULL BOXES, AND MANHOLES,
AND OTHER SUCH ITEMS, ARE APPROXIMATE AND SHALL BE SET/RESET AS FOLLOWS:
A. IMPERVIOUS SURFACES: FLUSH
B. PERVIOUS SURFACE AREAS: ONE INCH ABOVE SURROUNDING AREA AND TAPER EARTH TO THE RIM ELEVATION.
6. ALL BLASTING REQUIREMENTS TO INSTALL UTILITIES SHALL REQUIRE A PERMIT AND SHALL BE PERFORMED IN ACCORDANCE WITH THE ALBEMARLE
COUNTY STANDARDS AND THE PROJECT SPECIFICATIONS.
7. ALL DRAINAGE STRUCTURE INTERIOR DIAMETERS SHALL BE DETERMINED BY THE MANUFACTURER BASED ON THE PIPE CONFIGURATIONS SHOWN ON
THESE PLANS AND LOCAL MUNICIPAL STANDARDS. THE MINIMUM MANHOLE DIAMETER SHALL BE 4 FEET.
8. ALL STORM SEWER SHALL BE CONSTRUCTED IN ACCORDANCE WITH VDOT SPECIFICATIONS SECTION 302 AND SECTION 232 AND AS SPECIFIED ON
THE DRAWINGS.
9. THE CONTRACTOR IS REQUIRED TO PERFORM ALL TESTS REQUIRED BY THE COUNTY OR ALBEMARLE COUNTY SERVICE AUTHORITY TO SECURE
ACCEPTANCE OF ALL UTILITIES.
10 ALL CONCRETE USED IN UTILITY CONSTRUCTION SHALL BE 4000 PSI CONCRETE IN ACCORDANCE WITH VDOT SPECIFICATION SECTION 217.
11. NO PLANTINGS OR ERECTION OF OTHER OBSTRUCTIONS SHALL BE MADE WITHIN FOUR FEET OF ANY FIRE HYDRANT.
12. ALL UTILITIES TO BE PLACED UNDER EXISTING COUNTY STREETS MUST BE BORED OR JACKED UNLESS SPECIFICALLY APPROVED OTHERWISE OR
NOTED ON THE PLANS.
13. WATER METERS SHALL BE LOCATED IN AN ACCESSIBLE LOCATION AND SHALL NOT BE INSTALLED UNDER EXISTING PIPING CLOSE TO OTHER
FACILITIES.
14. FOR UTILITIES INSTALLED UNDER ROADWAYS AND/OR EASEMENTS PLANNED FOR FUTURE ROADWAYS, BACKFILL SHALL BE COMPACTED TO
NOT LESS THAN 95% OF MAXIMUM DENSITY; IN ACCORDANCE WITH VDOT SPECIFICATIONS. SECTIONS 523.03, 302, 303.10, AND 200.02 PER P.F.M.
15. CONTRACTOR IS TO VERIFY THAT ALL UTILITIES I.E., WATER, SEWER, GAS, ELECTRIC, TELEPHONE, CABLE, ETC., ARE IN PLACE PRIOR TO
CONSTRUCTION OF SUBBASE AND/OR PAVING.
16. THESE PLANS AND PROFILES AND ALL THE NEW CONSTRUCTION WITH THIS PLAN SHALL BE IN ACCORDANCE WITH THE CURRENT APPROVED
ALBEMARLE COUNTY SERVICE AUTHORITY'S GENERAL WATER AND SEWER CONSTRUCTION SPECIFICATIONS, ANY AMENDMENTS THEREOF AND THE
STANDARDS AND SPECIFICATIONS OF VDOT.
17. ALL WATERLINES AND SANITARY SEWERUNES SHALL MAINTAIN A 10 FOOT HORIZONTAL SEPARATION OR WHEN CROSSING 18' VERTICAL CLEARANCE
(OUTSIDE EDGE OF PIPE TO OUTSIDE EDGE OF PIPE) IN ACCORDANCE TO VIRGINIA HEALTH DEPARTMENT STANDARDS.
18. PROPOSED UNDERGROUND UTILITIES SUCH AS ELECTRIC, TELEPHONE, CABLE, AND GAS WHICH SERVE THIS FACILITY SHALL BE LOCATED WITH A
MINIMUM 5 FOOT SEPARATION FROM PUBLIC WATERMAINS AND SANITARY SEWER.
19. ELECTRICAL POWER SHALL BE DERIVED FROM BUIDUNG ELECTRICAL PANELS TO GENERAL SITE LIGHTING IN ACORDANCE WITH NATIONAL ELECTRIC
CODE.
20. ALL PIPES SHOWN AS RCP ON PLANS SHALL BE REINFORCED CONCRETE PIPE CONFORMING TO ASTM C-76, UNLESS INDICATED OTHERWISE ON
PLANS.
21. ALL CONDENSATE DRAIN AND OTHER PLUMBING CONNECTIONS ARE M BE INSTALLED ACCORDING TO BOCA NATIONAL PLUMBING CODE.
22.EYJS71NG MANHOLE FRAMES AND COVERS AND VALVE BOXES AND COVERS TO REMAIN SHALL BE ADJUSTED OR RECONSTRUCTED, AS NECESSARY,
TO MATCH FINISHED GRADES.
GENERAL CONSTRUCTION NOTES
1.WORK WITHIN THE LOCAL RIGHTS-OF-WAY SHALL CONFORM TO LOCAL MUNICIPAL STANDARDS. WORK WITHIN STATE RIGHTS-OF-WAY SHALT. CONFORM
TO THE LATEST EDITION OF THE VIRGINIA DEPARTMENT OF TRANSPORTATION STANDARDS AND SPECIFICATIONS FOR HIGHWAYS AND MIDGES.
2. PRIOR TO ANY CONSTRUCTION WITHIN ANY EXISTING PUBLIC RIGHT-OF-WAY, INCLUDING CONNECTION TO ANY EXISTING ROAD, A PERMIT SHALL
BE OBTAINED FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT). THIS PLAN AS DRAWN MAY NOT ACCURATELY REFLECT THE
REQUIREMENTS OF THE PERMIT. WHERE ANY DISCREPANCIES OCCUR THE REQUIREMENTS OF THE PERMIT SHALL GOVERN.
3. ALL MATERIALS AND CONSTRUCTION METHODS SHALL CONFORM TO CURRENT SPECIFICATIONS AND STANDARDS OF VDOT UNLESS OTHERWISE
NOTED.
4. USE SELECT MATERIAL UNDER BUILDINGS AND STRUCTURES; USE FILL AND BACKFILL MATERIAL UNDER PARKING AREAS, ROADS, SIDEWALKS, AND
OTHER CONCRETE AND PAVED SURFACES; USE COMMON FILL MATERIAL FOR GENERAL SITE GRADING. PLACE MATERIAL IN 6' LIFTS.
5. COMPACT LAYERS OF FILL TO 95 PERCENT BY ASTM D 1557 BENEATH AND WITHIN 25 FEET OF BUILDINGS AND STRUCTURES AND BY ASTM D
698 BENEATH AND WITHIN DETENTION POND EMBANKMENTS, PAVEMENTS, WALKS, AND ROAD SHOULDERS, INCLUDING AREAS THAT MAY BE USED FOR

REPAIR IMMEDIATELY. SILT TRAPS ARE TO BE CLEANED WHEN 50% OF THE WET STORAGE VOLUME IS FILLED WITH SEDIMENT. ALL SEEDED AREAS ARE TO BE
RESEEDED WHEN NECESSARY TO ACHIEVE A GOOD STAND OF GRASS. SILT FENCE AND DIVERSION DYKES WHICH ARE COLLECTING SEDIMENT TO HALF THEIR HEIGHT
MUST BE CLEANED AND REPAIRED IMMEDIATELY.
20. ALL TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES ARE TO BE REMOVED WITHIN 30 DAYS OF FINAL SITE STABILIZATION, WHEN MEASURES ARE NO
LONGER NEEDED, SUBJECT TO APPROVAL BY THE COUNTY EROSION CONTROL INSPECTOR.
MAINTENANCE SCHEDULE:
1. THE CONTRACTOR SHALL HAVE A RESPONSIBLE LAND DISTURBER ("RLD"), ON THE SITE THROUGHOUT THE PERIOD DURING WHICH THE SITE IS UNDER
CONSTRUCTION. THE "RLD" SHALL MAINTAIN A DAILY EROSION AND SEDIMENT CONTROL LOG DEMONSTRATING THAT EROSION AND SEDIMENT CONTROL MEASURES ARE
BEING CLOSELY MONITORED AND DEFICIENCIES ARE BEING QUICKLY REPAIRED. THE "RLD" SHALL ASSURE THAT ALL CONTROL MEASURES ARE BEING MAINTAINED IN
OPTIMAL CONDITION. THE LOG SHALL BE MADE AVAILABLE FOR INSPECTION BY THE PROGRAM AUTHORITY AT ANY TIME DURING REGULAR BUSINESS HOURS.
2. PRIOR TO CONSTRUCTION CONTRACTOR SHALL SCHEDULE AN ON-SITE MEETING WITH A FLOCCULANT BLOCK SUPPLIER AND SITE INSPECTOR TO DETERMINE IF
THE USE OF FLOCCULANTS IS APPROPRIATE FOR THE SITE AND SOIL CONDITIONS.
3. THE SITE SUPERINTENDENT OR HIS REPRESENTATIVE SHALL MAKE A VISUAL INSPECTION OF ALL EROSION AND SEDIMENT CONTROLS ON A DAILY BASIS UNTIL
THE SITE IS STABILIZED AND ESPECIALLY AFTER A HEAVY RAINFALL TO ASSURE THAT ALL CONTROLS ARE IN PLACE AND THAT NONE HAVE BEEN DAMAGED. ANY
DAMAGED CONTROL SHALL BE REPAIRED PRIOR TO THE END OF EACH WORKDAY TO INCLUDE RESEEDING IF NECESSARY.
4. GRAVEL OUTLETS SHALL BE CHECKED REGULARLY FOR SEDIMENT BUILDUP THAT MAY PREVENT DRAINAGE. CONTROLS SHALL BE INSPECTED AND REPAIRED
AFTER EACH RAINFALL AND CLEANED IF SEDIMENT HAS ACCUMULATED TO HALF OF THE DEVICE'S ORIGINAL HEIGHT.
5. ALL EARTHEN STRUCTURES SUCH AS DIVERSION DIKES AND BERMS SHALL BE CHECKED DAILY DURING CONSTRUCTION FOR BREACHING BY EQUIPMENT. REPAIRS
SHALL BE MADE IMMEDIATELY.
6. SILT FENCES SHALL BE CHECKED AFTER EACH RAINSTORM TO ASSURE THEY HAVE NOT FALLEN OR BECOME CLOGGED WITH SILT. ALL REPAIRS SHALL BE MADE
IMMEDIATELY.
7. ALL SEEDED AREAS SHALL BE INSPECTED REGULARLY TO SEE THAT GOOD STAND IS MAINTAINED. AREAS WILL BE REFERTILIZED AND RESEEDED AS NECESSARY.
8. AFTER CONSTRUCTION OPERATIONS HAVE ENDED AND DISTURBED AREAS HAVE BEEN STABILIZED, ALL BERMS AND SEDIMENT -TRAPPING DEVICES MAY BE
REMOVED. AFTER REMOVAL, THE GROUND SHALL BE RESTORED TO ITS NATURAL OR PROPOSED CONDITION TO INCLUDE ESTABLISHMENT OF PERMANENT VEGETATION.
REMOVAL OF ANY CONTROL IS CONTINGENT UPON APPROVAL OF THE COUNTY INSPECTOR.
9. THE DEVELOPER SHALL RESERVE THE RIGHT TO INSTALL, MAINTAIN, REMOVE AND/OR CONVERT TO PERMANENT STORMWATER MANAGEMENT FACILITIES (WHERE
APPLICABLE) ALL EROSION CONTROL MEASURES REQUIRED BY THIS PLAN REGARDLESS OF THE SALE OF ANY LOT.
