The site and water protection plans for Hunters Hall, received on 23 and 19 October 2007, have
been reviewed. The engineering review for current development cannot recommend approval to
this plans as submitted. These submittals do not match the approved preliminary site plan.
Please either correct the final site plan to match the approved preliminary or resubmit a
preliminary plan proposal.

The site plan for Hunters Hall, received on 23 October 2007, has been reviewed. The
engineering review for current development cannot recommend approval to this site plan as
submitted. The following comments are designed to help facilitate the designer in meeting the
minimum County and State requirements for approval. Engineering staff is available on
Thursdays from 2 -4 PM to discuss these review comments. Please contact Mr. Allan Schuck, at
434.296.5832, Ext. 3069, to schedule a time to meet.
A. Site Plan (SDP200700116):
1. The topographic information appears to be r& 250' higher than shown on USGS
mapping. Please show either actual topographical information or state on the
plans that elevations are assumed and do not reflect actual contour elevations per
USGS maps.
2. Health department approval is required.
3. Please label 6 per VDOT standards.
4. Please send copies of the temporary grading agreements.
B. Erosion and Sediment Control Plan (WP0200700086):
1. Erosion and sediment control measures don't appear to protect the site from the
beginning of clearing and grading.
2. The Temporary Paved Wash Rack description in the narrative shall have a note
stating "A minimum water tap of 1" must be installed with a minimum 1"
ballcock shutoff valve supplying a wash hose with a diameter of 1.5" for adequate
constant pressure. Wash water must be carried away from the entrance to an
approved settling area to remove sediment. All sediment shall be prevented from
entering storm drains, ditches or water courses."
3. Stockpiles and appropriate ESC measures must be shown on the plans or the
narrative must state no stockpiles will be located on the site.
4. The developer shall reserve the right to install, maintain, remove and /or convert to
permanent stormwater management facilities (where applicable) all erosion and
sediment control measures required by this plan regardless of the sale of any lot.

5. Culvert inlet protection appears to have a drainage area over 1 acre. CIP "s from 1
to 3 acres will be designed as a sediment trap.
6. Silt fence shown parallel to 40- access easement appears to be in the middle of the
swale. Please remove the silt fence from the middle of the swale.
C. Storm Water Management Plan (WPO200700086):
1. Water quality is required. Please submit Table 12: Water Quality Compliance
table work sheets for the County design manual.
2. Roof drainage appears to run through the dumpster area. Please move the storm
flow to another area or raise the dumpster pad 6 inches so the storm flow is not
through the dumpster pad area.
3. A Stormwater Management Facilities Maintenance Agreement is required. Please
submit the latest version, dated August 1999, typed and signed in black ink by the
owner, along with the $16 recordation fee. Note: The plan cannot be approved
until the Maintenance Agreement has been received, approved and recorded.
Just a reminder, DCR is enforcing the VSMP General Permit Registration Statement. Please
contact Mr. Matthew Grant, DCR, at 804.225.3068 for more information. This does not
affect your review /approval of this plan.
Additional comments and /or conditions may be forthcoming, on the review of future
submittals, due to the changes required for this plan submittal.

The Final Site Plan for Hunters Hall, submitted on 18 August 2008, has been reviewed. The plans cannot
be approved as submitted and will require the following changes /corrections prior to final approval.
Final Site Plan (SDP200700116)
1. The Tax Map Parcel Number is incorrect on the Title Sheet, it should be 49D.
2. This plan should be stamped & signed by a licensed professional. [18- 32.6.1 ]
3. Please provide a date of the topographic information: All topography should be at least visually field
verified by the designer within the last year. [18- 32.6.6]
4. Please label all existing easements with deed book references. [18- 32.6.6]
5. Existing improvements are difficult to see on the plans, please adjust the shading and relocate any
overlapping text.
6. It appears a guard rail is necessary around the proposed travelway in the south west corner. [18-
32.7.2]
7. New temporary construction and utility easements are shown in within the designated Tree
Preservation Area. Will construction within these easements affect the tree preservation?
8. Is there an existing access easement over the access road, or does it have a private right -of -way?
9. The grading of the turn - around in the southern corner should be revised to crown the asphalt in
order to direct flow to the two proposed filterras. The current proposed grading appears to direct
flow directly into the sump inlet.
10. Please show sight distance triangles at the entrance.
11. Please show all existing and proposed easements, with labels and dimensions, on the site plan sheet.

12. Please provide a VDOT designation for the proposed curbing on the site plan. [18 -4.12]
13. If possible, please provide a sidewalk for access from the 4 proposed parking spaces in the front of
the lot to the proposed building.
14. Please label the existing streets with route numbers, street names and pavement and right -of -way
widths on the site plan sheet. [18- 32.6.6]
15. Please dimension and label the proposed stop -bar on the site plan.

16. Please provide profiles and stationing on the plan view of the proposed channels.
17. It is difficult to see the existing ground on the profiles, please adjust the shading.
18. Please show all utility crossings in the profiles, the proposed storm sewer crosses a proposed 6 ""
waterline in the plan view.

pipe have anchors?
Drainage Computations (SDP200700116)
21. Please remove the proposed improvements from the Pre - Developed Drainage Area sheet.
22. The proposed improvements significantly alter the drainage areas to the existing draimage structures.
Please provide pre and post - development calculations using the SCS method for the 12" culvert
under the entrance, the existing grate inlet in the southern corner of the lot and its 18" outfall pipe,
ST -1 and its existing 18" outfall pipe, and the existing 30 "' culvert under Hunters Way. (Please see
attached PDF's)
Water Protection Ordinance
23. A Water Protection Ordinance application including Erosion & Sediment Control and Stormwater
Management plans must be submitted, reviewed, and approved prior to the approval of the Final
Site Plan.
24. This submittal should include copies of manufacturer's approval of the plan for the filterras and the
raintank.
25. Stormwater maintenance easements are necessary over the raintank and filterras and to provide for
access to them.
26. A Stormwater Management Maintenance Agreement must be submitted to the County.
27. It appears that half of the proposed site is not being captured by stormwater treatment facilities.
Please propose more filterra units or redirect flow to those already shown on the plans.
Once these comments have been addressed, please submit 2 copies of the revised plans and reports to
Current Development Engineering.

Dear Mr. Philipp:
Pursuant to Section 32.4.3.1 of the Code of Albemarle approval of the above referenced site plan has expired.
The preliminary site plan was approved February 12, 2007. The ordinance requires the final to be submitted
within one year. No final site plan submittal shall be accepted for final approval unless and until tentative
approval for all conditions of the preliminary site plan approval have been met. [Reference Chapter 18, Section
32.4.3.1 for exact language] Due to the expiration of the preliminary site plan no further review of the final will
occur. You will need to resubmit this application for review by the Site Review Committee and possibly by the
Planning Commission.
Those conditions of preliminary approval for which tentative approval have not been obtained are:

TMP 78 -49D must be submitted, approved, and recorded prior to final approval [17- 304E]. The

ext. 3246 for further information on bonding procedures and Maintenance Agreements.

Sediment Control Inspector. Should the County Inspector find the limits of disturbance increased
or the need for additional control measures required to protect the site, additional fees will be

SDP200700116) and I have notified the project's lead planner, Patrick Lawrence that all
previous engineering comments have been satisfied. Once all other County departments have
completed their reviews of the Plan, Patrick Lawrence will contact you to request final copies of
the Plan be submitted to Current Development for signature.
