Subject: SDP2007 -00115 Albemarle High School Major Amendment
The County of Albemarle Division of Zoning and Current Development will grant or recommend
approval of the final site plan referred to above once the following comments have been addressed:
Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning
Ordinances unless otherwise specified.]
1. [32.5.6] Please provide a schedule of parking including the maximum amount of paved parking
existing, amount required with the additions and the overall amount of parking to be provided.
2. [32.5.6] Indicate the amount of impervious cover on the site.
3. [32.5.6] A landscape plan is required with this site plan. Please show the maximum amount of
paved parking and vehicular circulation areas. This will help with landscape plan calculations for
Interior Landscaping.
4. [32.5.6]Provide on the site plan a description of all variances, zoning proffers, bonus factors or
special use permits applicable to this site.
5. If Outdoor lighting is proposed: Provide a Lighting/Photometric Plan
A) Make sure light fixture locations do not conflict with utilities and landscaping.
B) All light fixtures with 3000 or more lumens must be full cut off.
C) Provide cut sheets for each lighting fixture on a separate sheet of the site plan. (Catalog
numbers on the cut sheets must match those on the luminaire schedule).
D) Show /clearly delineate the property lines on the lighting plan.
E) Light loss factor LLF /Maintenance Factor must be 1.
F) Add the standard lighting note to the lighting plan.
6. Landscaping Plan
A) The conservation plan checklist needs to be shown on the site plan. The conservation checklist
must be signed.
B) 10% tree canopy is required for the site. Provide tree canopy calculations. Show existing tree
canopy, and delineate new /proposed trees. I will be glad to assist with providing good examples
of tree canopy tables and calculations.
C) Indicate additional street trees and indicate the amount required and the amount provided.
D) Interior landscaping calculations need to be shown. An area equal to 5% of paved parking and
circulation areas shall be landscaped with trees and shrubs.
E) Interior landscaping shall include 1 large or medium shade tree per 10 parking spaces if 5
spaces or more. Show existing interior landscaping, and then show the additional interior
landscaping required because of the additions. Indicate how the additional interior landscaping
will be met.

not be considered final. However, the Site Review Committee has attempted to identify all issues that
could affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site
Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by Monday November 26th 2007. Failure to submit this
information by this date will result in suspension of the review schedule. Review will resume when
revisions are submitted along with a reinstatement fee of $65.

2. Please provide a drainage plan and computations per the Engineering Review Final Plan Checklist.

and Sediment Control Plans.

6. Please show and label the available sight distance for the entrance to Lambs Lane SR 9885. [DM &

7. It appears the entrance landing to Lambs Lane exceeds the maximum 4% grade within the 40' from the

Below are VDOT's comments on the Site Plans for the November 15` 2007 Site Review Committee
Meeting:
SDP -2007 -00115 Albemarle High School Addition and Renovation -Major (Gerald Gatobu
SDP - 2007 -00121 Greer Elementary School Addition — Major (Summer Frederick)
The additional traffic according to TIT trip generation will be an increase in ADT of 696 and
an increase in the AM peak hour by 199 trips for the two school additions.
The 2005 traffic count on route 743 at this intersection has an ADT of 26,406. The AM peak
hour traffic on Route 743 is 2577 VPD. The impact of the additional trips from the school
additions is a 2.6% increase in the ADT and a 7.7% increase in the AM peak hour.
Because the impacts of the combined additions are below the 10% threshold set in the Chapter
527 Regulations, the intersection should function adequately and no changes or improvements
will need to be made.

The applicant has been in contact with VDOT on the multiple Verizon Tower projects
throughout the county. VDOT has indicated the need for adequate sight distances on all
of the sites but does not feel it to be necessary to upgrade these sites to the commercial
entrance standards in order to preserve the rural nature of many of the sites. In the few
cases that the entrances do not meet the sight distance requirements, the applicant has
indicated they plan to propose other safety measures be taken to ensure safety. The

applicant is contacting VDOT on the individual sites and each site is being addressed for
safety.
Each site needs to indicate if commercial site distance requirements have been met or if
other measures have been or are being taken to address safety.
SUB - 2007 -00257 PJ Land Trust (Megan Yaniglos)
Adequate sight distance should be shown on routes 677 and 601 where the private road
intersects the state roads. The speed limit on 677 is 35 mph and a corresponding sight
distance is 390 feet. There is no resolution for a posted speed on 601 in this section so
the intersection should be evaluated for 55 mph and a 610 foot sight distance.
Information on sight distance triangles can be found in VDOT's Road Design Manual,
Appendix B.
Please request the applicants provide a written description of revisions with re- submissions. If you
have any questions or comments, please contact me prior to sharing these comments with the
applicants.

Lisa & Gerald:
I have been considering the various points made in the parking analysis provided by Lisa in her memo, dated
February 28, 2008. 1 have also considered data from other ordinances that address high school parking needs as
well as my own observations of the use patterns at the site. I have concluded that the 552 spaces will be
sufficient given the nature of the AHS additions (no increase in student capacity, no increase in number of
teaching spaces, removal of teaching "trailers ", etc.), the number of total staff at AHS and the actual use of
parking on regular school days (w/ 20 -30 empty of the present 550).
1 trust this information will be adequate to satisfy this parking requirements for the AHS Additions site plan. If you
have any questions please feel free to contact me.

RWSA has reviewed the plans titled "Albemarle High School Additions and Renovations" prepared by Timmons
Group and dated 4/1/08, with sheets C2.0, C2.1 and C2.2 dated 4/17/08, and consents to the proposed
construction within the existing RWSA easement. All changes to the proposed work within the existing RWSA
easement from that shown in the drawings shall be approved in writing by RWSA prior to construction of the
work. RWSA reserves all existing rights associated with its easement, including (but not limited to) its rights to
access, construction, operation, maintenance and repair of its facilities within the easement, and such consent
shall not be construed to modify or increase in any way RWSA's obligations, if any, to repair and restore following
such activities. All future construction or site improvements made within the RWSA easement shall not limit,
modify, or prohibit any existing easement rights held by the RWSA, nor modify or increase its obligations, if any,
to repair or restore.

Dear Sam:
The plan, entitled "Albemarle High School Additions & Renovations" dated March
10, 2008, last revised June 6, 2008, is hereby approved for construction. One set of the
approved plan is enclosed for your records. Any previously approved plans are voided
with this approval. This approval is for basic compliance with the General Water & Sewer
Construction Specifications of the Albemarle County Service Authority (ACSA) and does
not relieve the contractor from responsibility for his work as it relates to the plan and
specifications.
The ACSA requires that a copy of the approved construction plan be on the job
site. The contractor is responsible for marking up a copy of the approved construction
plan showing as -built information and provide this data to your client at the completion of
utility installation. The final as -built plan shall be submitted in a format of one paper copy
and one mylar copy.
A preconstruction conference shall be scheduled with the project manager to
ensure coordination and answer any questions. This will be a short meeting to review the
project, materials, test methods and schedule, in order to expedite construction. Please
have the proper party call me at 977 -4511 to schedule the meeting.
This approval is valid for a period of 18 months from this date. If construction is
not in progress at the end of this time period, the approval shall be void.
