RE: ARB- 2007 -44: First Christian Church - Preliminary Review of a Site Development
Plan and Advisory Review for an Amendment to a Special Use Permit (Tax Map 79,
Parcel 24A)
Dear Mr. Creasy:
The Albemarle County Architectural Review Board, at its meeting on July 2, 2007 completed the
above -noted reviews and took the following actions.
Regarding the Request for an Amendment to the Approved Special Use Permit the ARB voted
unanimously (4:0) to forward the following recommendation to the Planning Commission:
The ARB has no objection to the special use permit amendment.
Re =ar in4 the Preliminary Site Plan by a vote of 4:0, the ARB unanimously voted for final
approval of the Certificate of Appropriateness, pending staff administrative approval of the
following conditions:
1. The details provided on July 2, 2007 of the outdoor picnic pavilion are acceptable with
materials and colors as stated, with the possible addition of a stone knee wall to match the
lower level of the main building.
2. Revise the building design in the south (rear) and west (left side) elevations (Sheet EL -1) to
eliminate the appearance of blankness at the second story level using either window
arrangement as presented on July 2, 2007 or vertical and horizontal banding as discussed and
referenced in the drawing.
3. Revise the building design of the west (left side) elevation (Sheet EL -1), so that the
hardiplank siding does not rest directly on the top of the first story windows. With building
materials and design, provide a transition between the first and second floor levels of the
elevation. This redesign should also provide a more balanced sense of scale and proportion
between the hardiplank at the second story level and the building design above and below.
4. Revise the site plan and building elevations to provide the location and method of screening
for HVAC and other equipment, indicating how visibility of the equipment will be eliminated
from the EC.
5. Revise Sheet 4 Grading and Utilities Plan and Sheet 5 Landscape and Lighting Plan to show
cut and fill slopes th, are rounded (minimum 10' radius) to meet v , xisting conditions.
6. Revise Sheet 3 La v, ind Dimension Plan, Sheet 4 Grading ai 'tilities Plan, and Sheet 5
Landscape and Lighting Plan and provide an erosion and sediment control plan clearly
indicating proposed and existing tree lines (labeled), the limits of construction, the location
and method of tree protection fencing for each tree /tree mass at the outermost limits of the
canopy. Include a note on the landscape, grading and erosion control plans stating the
following: The movement of heavy equipment and the storage of all materials outside the
limits of construction are prohibited. No tree removal or grading will occur within the 75 foot
setback adjacent to the Route 250 E. EC.
7. Revise Sheet 5 Landscape and Lighting Plan to show 2'/2" caliper trees, 40' on center, of a
species common to the area, based on the County's Recommended Species List, along the
eastern perimeter of the proposed parking lot.
8. Provide a lighting photometric plan showing all foot candle values across the site. Values at a
right -of -way line or boundary line adjoining a rural area district shall not exceed the one -half
1/2) foot candle threshold. Provide alternate pole light fixtures that meet full cutoff
requirements. Revise Sheet 5 Landscape and Lighting Plan to indicate the proposed finish,
color and location of the Lumascape 461 -2 fixture. Provide information indicating the
number of lumens that are emitted by this fixture. If 3,000 lumens or more, provide a full
cutoff fixture. Revise the maintenance factor (LLF) in the luminaire schedule to 1.0. Indicate
whether or not decorative lighting is proposed. If it is, show how it addresses all EC
guidelines.
9. The Navajo Beige color shall be revised to be more gray /buff, and may be approved
administratively.
Please provide:
1. Two full sets of revised drawings addressing each of these conditions. Include updated
ARB revision dates on each drawing.
2. A memo including detailed responses indicating how each condition has been satisfied. If
changes other than those requested have been made, identify those changes in the memo
also. Highlighting the changes in the drawing with "clouding" or by other means will
facilitate review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with
your revisions to ensure proper tracking and distribution.
When staffs review of this information indicates that all conditions of approval have been met, a
Certificate of Appropriateness may be issued.

There are serious issues with this plan. It is not in accord with the special use permit, and the
Erosion and Sediment Control plan is inadequate. It appears that with the proposed layout and
area not to be disturbed," there is no room left to provide adequate E &S measures. Until these
items can be properly addressed, it is ineligible for further Engineering expedited review.
A. Final Site Plan (SDP200600109)
1. Please revise the final site plans. No grading is allowing within the buffers. Also, the SWM and
ESC facilities are not allowed to be located within the "Area not to be disturbed" as shown on the
application plan reviewed with the special use permit.
Rev]: comment not addressed. The "Area not to be disturbed" boundan line is shown
incorrectly. Please show the boundary line in accord with tie special use permit plan you
provided dated May 29, 2007. No construction /grading is permissible within the "Area not to be
disturbed. " The current proposal shows grading, stormwater management facilities, erosion
and sediment control treasures, retaining walls, etc. within the "Area not to be disturbed. " This
comment must be addressed to be in accord with Special Use Permit condition #3.
2. Please show the "Area not to be disturbed" boundary lines on all applicable sheets. This boundary
line needs to match the line shown on the application plan of the special use permit.

4. The final site plans needs to meet the criteria of the special use permit. No grading is permitted
within the buffers. Please revise accordingly.

5. Needs VDOT approval.
Revl: VDOT approval is required. We have j to receive comments back from VDOT. A latest
copy of the plans will be submitted to them for review.

Rev]: comment not addressed. As shown on the site plan sheet S -3, the outlet to the biofilter
outlets on top of'the outlet for the road culvert. Please revise the biofilter outlet to not allow
runoff to drain overtop the culvert outlet. In addition, the outlet to the sediment trap during the
E &S phase should not direct runoff overtop the culvert outlet.

2 of the plans.

B. Stormwater Management Plan (WPO200700022)
16. Revise the SWM plans. No grading is allowed within the buffers. Also, the SWM facilities are not
allowed to be located within the "Area not to be disturbed" as shown on the application plan
reviewed with the special use permit.

17. Please submit a signed copy of the Stormwater Maintenance Agreement and $17 fee to the
County.

a. (Revl) A minimum of 6" diameter pipe is needed for underdrains in the biofilters.
b. (Rev 1) The downstream slope of the embankment for biofilter #1 needs to maintain
a 3:1 slope.
c. (Revl) Please specify a minimum of 3 species of shrubs and 3 species of trees for
biofilters.
d. (Revl) Trees are not allowed on the embankment of biofilter 1 (per the Virginia
Stormwater Management Handbook).
e. (Revl) Please show an adequate biofilter outlet detail. The biofilter needs to
maintain all adequate freeboard requirements for the 100 year storm. Engineering
recommends providing a weir design that will adequately detain the 2 and 10 year
storm, as well as maintaining 1 foot of freeboard below the top of the embankment

for the 100 year storm.
L (Revl)For biofilter 1, the areas below the curb cuts directing runoff into the facility
need to be protected from erosion by appropriate scour protection, stone, or energy
dissipation measures. Currently, it appears that runoff is being directed through a
mulched landscaping area.
g. (Revl)Please remove all landscaping from the forebay in biofilter 2. An adequate
forebay for the biofilters can simply be a ring of rip rap following surrounding the
outlets of concentrated flows (curb cuts, pipe outlets), thus successfully separating
the forebay area from the main biofilter floor. The forebay(s) size should total 10-
25% of the biofilter. Forbay floor area is included in the square footage for water
quality requirements. Please see the Virginia Stormwater Management Handbook
for proper design of forebays.
C. Erosion and Sediment Control Plan (WPO200700022)
23. Please revise the ESC plans. No grading is allowed within the buffers. Also, the SWM and ESC
facilities are not allowed to be located within the "Area not to be disturbed" as shown on the
application plan reviewed with the special use permit. No grading is allowed within the buffers.

24. Please remove all proposed ESC measures from the buffer areas.

25. Please show the "Area not to be disturbed" boundary lines on all applicable sheets. This boundary

27. Just a reminder, DCR is enforcing the VSMP General Permit Registration Statement. Please
contact Mr. Matthew Grant, DCR, at 804.225.3068 for more information. This does not affect
your review /approval of this plan.
28. The ESC portion of the Water Protection Bond has not been computed at this time.
29. Additional comments may be forthcoming on the next submittal due to the required changes.
a. (Revl) The E &S plan is inadequate. There are inadequate perimeter controls. Most
of the E &S measures cannot even be installed until grading is complete. For
example, sediment trap #1 cannot be installed properly until most of the grading for
the site is complete. Another example is a fill diversion located on the top of a
proposed retaining wall. All erosion and sediment control measures are to be placed
prior to or as the first step in clearing. A complete E &S review cannot be done at
this time.
b. (Revl) The narrative refers to requiring notification to the City. Please correct this
to notify the County.
c. (Revl) Please state the proposed acreage of disturbance in the narrative.
d. (Rev I) Culvert inlet protection shall be designed and displayed in accordance with
Std. & Spec. 3.08, page I1I -46 of the VESCH. Drainage areas from I to 2.99 acres
will be designed in accordance with Std. &Spec. 3.13, temporary sediment trap.
e. (Revl) Gravel curb inlet protection without overflow protection are not
recommended. This office recommends the block and gravel curb inlet protection as
shown in plate 3.07 -8 on page III -45 of VESCH.
L (Revl) Please clarify the design and purpose of the temporary slope drain specified
on the plans. Temporary slope drains shall be designed in accord with the Virginia
Erosion and Sediment Control Handbook.

g. (Revl) Please clarify the design and purpose of the Utility Stream Crossing specified
on the plans. Utility Stream Crossings shall be designed in accord with the Virginia
Erosion and Sediment Control Handbook.

Channel specified on the plans. Stormwater Conveyance Channels shall be designed
in accord with the Virginia Erosion and Sediment Control Handbook.

Waiver Request — Waiver of biofilter forebay:
Keith,
Engineering cannot approve a waiver of a forebay to biofilter 1. In order to approve a waiver, the plans
need to meet at least one of the following criteria:
Runoff sheet flows through a grassed area before entering the biofilter.
The removal rate needed for the area draining to the facility is significantly lower than the
removal rate provided by the facility.
In this case, neither of these criterion have been met. The removal rate needed for the drainage area (70 %)
exceeds the removal rate provided by the facility (65 %). Also, every point of discharge draining to the
facility is concentrated flow (pipes or curb cuts). Even if all of the curbing directly adjacent to the biofilter
were removed, the runoff would drain through landscaping /mulch rather than grass.
Engineering denies this waiver request. Engineering requires adequate forebay(s) to biofilter 1. At this time
it is difficult to recommend how to provide adequate forebays, as the facility is also partially located in an
area designated "Area not to be Disturbed" per the approved Special Use Permit for this site.

At this time, Engineering review is ready to give tentative approval to the plan. However, a few changes to
the set will be required before final approval can be granted and a grading permit can be obtained.
A. Final Site Plan (SDP200600109)
5. Needs VDOT approval.
Rev 2: VDOT approval is required. We have yet to receive comments back from VDOT. A latest
copy of the plans will be submitted to them for review.
9. Dumpster needs to be larger.

Rev. 2) Please show a safety railing on detail O /S7. A safety railing will be required on
all sections of wall that are Oft in height or taller. It appears that a railing will be
required for most of the wall adjacent to the pavilion. Additionally, during
construction, the zoning inspector may require a railing to be placed on a wall if it is
deemed a safety hazard.

from the guidelines on page 3.11 -20 (1: 6 trees, 12 shrubs; 2: 6 trees, 13 shrubs; 3: 2
trees, 4 bushes). The applicant may wish to provide more if desired.
