minimum water tap of 1 inch must be installed with a minimum 1 inch ballcock shutoff valve
supplying a wash hose with a diameter of 1.5 inches for adequate constant pressure. Wash water
must be carried away from the entrance to an approved settling area to remove sediment. All
sediment shall be prevented from entering storm drains, ditches or water courses."

now needed to divert sediment and runoff to the remaining trap.

Below are VDOT's comments on the Site Plans for the November 15`', 2007 Site Review Committee
Meeting:
SDP - 2007 -00115 Albemarle High School Addition and Renovation- Nlaior (Gerald Gatobu
SDP - 2007 -00121 Greer Elementary School Addition — , laior (Summer Frederick)
The additional traffic according to ITE trip generation will be an increase in ADT of 696 and
an increase in the AM peak hour by 199 trips for the two school additions.
The 2005 traffic count on route 743 at this intersection has an ADT of 26,106. The AM peak
hour traffic on Route 713 is 2577 VPD. The impact of the additional trips from the school
additions is a 2.6% increase in the ADT and a 7.7% increase in the AM peak hour.
Because the impacts of the combined additions are below the I OClc threshold set in the Chapter
527 Regulations, the intersection should function adequately and no changes or improvements
will need to be made.

The applicant has been in contact with VDOT on the multiple Verizon Tower projects
throu,7hout the county. VDOT has indicated the need for adequate sight distances on all
of the sites but does not feel it to be necessary to upgrade these sites to the commercial
entrance standards in order to preserve the rural nature of many of the sites. In the few
cases that the entrances do not meet the sight distance requirements, the applicant has
indicated they plan to propose other safety measures be taken to ensure safety. The

safety.
Each site needs to indicate if commercial site distance requirements have been met or if

SUB -2007 -00257 PT Land Trust (Megan Yaniglos)
Adequate sight distance should be shown on routes 677 and 601 where the private road
intersects the state roads. The speed limit on 677 is 35 mph and a corresponding sight
distance is 390 feet. There is no resolution for a posted speed on 601 in this section so
the intersection should be evaluated for 55 mph and a 610 foot sight distance.
Information on sight distance triangles can be found in VDOT's Road Design Manual,
Appendix B.
Please request the applicants provide a written description of revisions with re- submissions. If you
have any questions or comments, please contact me prior to sharing these comments with the
applicants.

The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on Monday,
November 19, 2007. The Board by a vote of 4:0 accepted the applicant's request for deferral to a work session
on December 3, 2007, to discuss moving some of the parking spaces (at least one -half) that were added along
the Entrance Corridor, to the rear of the site. The ARB also approved the following conditions of approval on
the proposal:
1. Revise the photometric plan to show illumination levels continuous from the property line to the EC.
Clearly indicate the light level at the property line. Revise the photometric grid if necessary. Provide for
review of the cut sheets for all proposed exterior building lights and include them on the photometric plan.
Revise the architectural elevations to indicate building light locations. Revise the photometric plan using
an LLF of 1.0. Include the illumination from building lights in the photometric calculations.
2. Revise the site plan to indicate that the dumpster surround will be faced with brick to match the building.
3. Provide samples of the proposed brick and shingles for review or provide other confirmation that the
proposed materials match those of the existing building in the development. Add a note to the material
schedule on the building elevations indicating that the proposed materials and colors shall thatch those of
the other buildings in the development.
4. Revise the spacing of the trees along the northwest perimeter of the rear parking area to 40' on center.
Revise the grading at the northwest corner of the rear parking area to ensure the survival of the existing
tree in that location or revise the plan to include a replacement tree.
5. Add shrubbery on the west side of the northeni parking lot to screen the loading dock and the lower
parking area.
6. Additional trees might be required at the end of the extended parking lot.
7. Correct the east elevation that shows a tall masomy opening along the front arcade to match the top of the
masonry opening of the first floor windows.
8. Provide some additional detailing on the rake molding of the pediment at the front of the building. Provide
a much larger louver. This information should be provided at the work session.
Please provide:
1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision
dates on each drawing.
A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting the
changes in the drawing with "clouding" or by other means will facilitate review and approval.
The attached "Revised Application Submittal" form. This fornn must be returned with your revisions to
ensure proper tracking and distribution.
When staff s review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.

The major amendment for Rivers Edge Furniture, received on 11 March 2008, has been reviewed. Due to
the extensive changes to the proposed plan, previous comments are not applicable and the following
comments have been generated:
A. Final site plan (SDP- 2007 - 00106) comments:
1. The applicant needs VDOT approval to determine if the previously approved
improvements at State Route 20 will be adequate for the new building space. [18- 32.6.6d]
The Cedar trees will most likely die from the construction activity. So, please place a note
on the planting plan sheet stating that the trees will be replaced if damaged from the
construction process.
B. Erosion and sediment control plan (WP0200700101) comments:
1. Temporary Construction Entrance does not appear to meet Minimum Standards for
Temporary Construction Entrances. This office recommends relocating the Temporary
Construction Entrance to a location that will allow for a Standard Temporary Construction
Entrance the width of ingress /egress or a minimum 12' wide and 70' in length so that all
vehicles will be entirely on the structure during the cleaning an departure process.
All drainage from the site will drain to the trap at all times, to protect the stream.
C. Stormwater Management plan:
1. The Stormwater plan does not appear to meet the minimum ordinance requirements. This
office recommends redirecting the outlets to the sediment trap and retrofitting the
sediment trap to a bio -filter for water quality. Please contact the County Engineer for
clarification.
Additional review comments may be needed on future plan submittals due to the changes required for this
plan.

Dear Justin:
I have reviewed your recent submittal for the above referenced project, which included architectural sheet A1.0
with revision date of 6 -16 -08 and site plan sheets S1 through S8 with revision date of 6- 18 -08. The revisions
included in these drawings resolve the outstanding conditions of ARB approval. You may consider this letter
your Certificate of Appropriateness.
This approval is predicated on the fact that the design and materials, as proposed and exhibited for review, will
be used. The acceptance of approval implies that the applicant has agreed to execute the design as indicated on
the site plan, attachments, materials, samples, and other submittal items presented. Any change in the approved
design or materials will require an amendment to the plan and must be reviewed and approved by the
Architectural Review Board.
Please note the following:
1. This application is approved with the condition that mechanical equipment shall not be visible from the
Entrance Corridor.
2. Changes made to the site or architectural plans after issuance of a Certificate of Appropriateness can
delay the signing of mylars and the approval of building permits. It is in the applicant's best interest to
notify ARB staff of such changes and to initiate the review of amendments to ARB- approved plans to
avoid future delays.

Upon reviewing the landscape plan, this is what I have found.
A) We are specifying "Village Green" Zelkova with a canopy area of 510 SF (taken directly
from the Albemarle County Plant Canopy Calculations list)
B) The canopy For the Sweetbay Magnolia is really 87 SF
4' +10'= 14'x.75 =10.5= 26.54)
C) You are right, Shamrock Inkberry is 23 SF
D) Eastern Red Cedar is really 19 SF (6 16x.31= 4.96 =19.3)
We are changing the plans now. If you do not agree with the revised canopy cafe's, please
let me know.

A) Japanese Zelk_ova: How did they some up with the 10 year canopy area
490)? They also need to specify whether it is a green vase or
village green.
B) Sweetbay Magnolia: Where they got the canopy area (77) for the 4 -5 foot tree.
7) Shamrock Inkberry Holly: 24" Should have a 10 year canopy area of 23 and not 44.
D) Eastern Red Cedar: 6 -7 foot should have a 10 year canopy area of 16 and not 44. If

evidence to the contrary exists please provide the necessary documentation.
Please have the landscape architect contact me. This is minor and we can resolve this
quickly. As soon as we agree on this (above), and I have VDOT and ACSA approval, we can go
ahead with final approval. I talked to Margaret and Megan about the trees.

My Comments.
A) The standard lighting note needs to be added to the lighting plan.
The standard lighting note is as follows: "Each outdoor luminaire equipped with a lamp
that emits 3,000 or more initial lumens shall be a full cut off_ Luminaire. The spillover
of lighting from luminaires onto public roads and property in residential or rural areas
zoning districts shall not exceed one- half -foot candle."
B) The conservation plan checklist needs to be signed before final site plan approval is
granted. The - onser plan is checked but not signed.
C) I need to talk to Margaret or Megan about some of the trees in the plant list to
confirm the 10 year canopy area. (should be done by
Monday)
D) As stated before please provide confirmation that VDOT and ACSA have gioE-n final
approval.
I will then send out an email to all the reviewers (and copy you) stating that the project
has reached final site plan approval stage, so everyone should make sure there are no
pending issues. If no one responds with any pending issues, I will ask you to bring in One
Mylar and four paper copies for final sictnatures.

The Plan can be approved as submitted. The Water Protection Bond amount is $63,200.00 and
