Preliminary Site Development Plan Checklist for
Whitehouse Commercial Site Development Plan
January 28, 2008
The Whitehouse Commercial Preliminary Site Development Plan proposes 65,120 SF of commercial office
space in 3 buildings on 4.81 acre site. The site is on the proposed extension of Olympia Drive in the Pantops
Development Area, located between the Pavilions Townhome development (under construction), the Carmax
site , and the Free Bridge Auto site.
As demonstrated in the Site Section submitted with the Preliminary Architectural Review Board application,
none of the buildings, roofs, or parking will be visible from the U.S. 250 Entrance Corridor.
The existing topography climbs approximately 50 feet in 350 feet from the front of the site, along Olympia
Drive, to the rear of the site, adjacent to the Pavilions Townhome development. A critical slopes waiver will be
required to create the 6 "benches "' for the buildings, garage, and parking on the site. There is an existing
retaining wall (maximum height approximately 24 -ft) at the rear of the site that was constructed in conjunction
with the Carmax site development plan. The maximum height of the proposed retaining walls is 10 -12 feet, the
typical retaining walls are 2 -4 feet, and substantial landscaping areas are provided with the walls.
Approximately 6 feet of the 20 -ft residential buffer zone is proposed for disturbance in order to construct a
stepped retaining wall with appropriate landscaping (5 -ft) between the step. The area of the proposed
disturbance (and landscaping mitigation in accordance with Section 21.7.3 (a) and (b)) has been cleared and a
grading easement has been provided to the adjoining property to allow fill for the Pavilions Townhomes under
construction. A waiver was not required for the Pavilions plan, however, a waiver will be required for the
Whitehouse Commercial plan.
An inter- parcel vehicular connection has been provided to the adjoining commercial property to the west. A
pedestrian connection has been provided to the Pavilions Townhome development, and pedestrian connections
have been provided to Rolkin Road and Olympia Drive.
The two smaller buildings at the front of the site are designed with two office levels to address Olympia Drive
on the lower level and the parking area on the upper level. The larger building is designed with relegated
parking underneath two levels of Office space. The location of the buildings, landscaping, and retaining walls
will effectively hide the parking areas from view of the Rolkin and Olympia corridors.

Drive and Rolkin Road. Additional raingarden structures are proposed to treat runoff from the roofs of the three
buildings.
Exisiting sanitary sewer, water, and stormwater management structures are on the site and some modifications
are proposed with this preliminary application.
