PRIOR TO ANY CONSTRUCTION WITHIN ANY EXISTING PUBUC RIGHT -OF -WAY. INCLUDING CONNECTION TO ANY EXISTING ROAD, A PERMIT SHALL BE OBTAINED FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT).
