A. Final Site & Drainage Plans (SDP200600127)
This site refers to the Flow Automotive site (SDP200600127) as existing, when this site plan has not even
been approved (nor has the SP associated with it been approved). The submitted plans for Flow Porsche do
not appear to be approvable until the prior site is approved and built. Engineering recommends combining
the plans and phasing them, in order to be able to approve both plans at the same time.
1. Please provide a professional signed and dated seal. [18-32.6. 11
2 Please show the layout of the entire site (parking, travelways. dumpsters, etc.)
3. 1 cannot tell the difference between the proposed grading for the proposed project compared to the
proposed grading for the adjacent project. Several of the proposed grading lines intersect or
branch.
4. The existing topography appears to be incorrect. Grade lines intersect and branch off.
5. Sidewalk directly adjacent to parking must be 6' in width or parking spaces must have bumper
blocks.
6. Travelways adjacent to 9'x 18' spaces must maintain a 24' width.
7. Please provide pipe profiles, calculations, and a drainage summary table.
8. Travelway grades must not exceed 10 %, parking cannot exceed 51 and the first 40 feet of the
entrance must not exceed 4 %.
9. The dumpster pads must extend 8 feet in front of the dumpster.
10. VDOT approval is required.
11. More comments may be necessary upon resubmittal.
B. Stormwater Management Plan (WP0200600089)
Please provide a Stormwater Management Plan and application for the water quality structures. Stormwater detention
can be provided by the adjacent property. however, since it does not yet exist, the plans cannot be approved until the
adjacent property is in place. Please provide a stormwater maintenance agreement. Also, the Filterra units should be
arranged so that the they capture an equivalent area compared to the amount of impervious area added during
SDP200600127 and SDP200400027. The Filterra units will need approval from Filterra. Additional comments will
be provided once a Stormwater Management application has been completed.
C. Erosion Control Plan (WPO200600089)
Same as the minor amendment and stormwater management plan, the current E &S plan would not be able to be
approved until the adjacent property actually exists as shown.
1. The site is not protected, as more than I acre will flow to inlet protection.
2. Show the limits of disturbance.
3. Please provide drainage area maps.
4. Show dust control, temporary seeding, and permanent seeding.
5. Provide perimeter controls.
6. More comments may be necessary upon resubmittal.

The following review comments replace the earlier review comments for Flow Automotive (dated
22 Jan 2007) and Flow Porsche (09 Feb 2007).
As you are combining Flow Porsche with Flow Automotive, do you want to have SDP200700012
and WP0200700004 withdrawn?
A. Final Site & Drainage Plans (SDP200600127)
1. There is a concern with the proposed layout of the Flow Auto building in regards to the
deep hole, existing drop inlet structure 4, and the retaining wall and building footer which
is up to over 20 feet high. Will the building have a basement? If the drop inlet fails (as it is
currently now clogged), it could flood the building. Please provide more information in
regards to the proposed building. Engineering recommends filling the area and getting rid
of the giant hole. This could decrease the height of the building footer or retaining wall up
to 10 feet. [DSM505G6]
2. Please provide more information about the covered roof area. Where will the columns
holding up the roof be located?
3. VDOT approval is required for the entrance improvements affecting VDOT right-of-way.

4. Please provide easements for all off -site work. [DSM 1 102]
5. "There is concern with the 2:1 or greater slopes near the northwest corner of the site.
DSM902A5]
6. Otfsite proposed drainage easements will need to be platted and signed by adjacent
owners.
7. Curb and gutter is required in all newly proposed parking areas. (everywhere except for
the parallel parking spaces running along the east side of the site) [I 8.4.12.15g]
8. Several of the parking spaces are unprotected. They will need to be protected by parking

15. The bottom of wall elevation of 400 at the northwest corner of the proposed Flow Auto
building appears to be incorrect.
16. The sidewalkAvall area where elevations 413, 414, and 415 converge at the proposed Flow
Porsche building appears to have very steep grades.
17. The dumpster pad waiver has been granted by Zoning.
18. The parking space extending over property line will not be an issue as there is a proposed
access easement.
19. Several of the drainage areas for inlets are incorrect.
20. Safety slabs are needed for manholes greater than 12" deep. [DSM505E9]
21. Additional comments may be necessary upon resubmittal.
B. Stormwater Management Plan (WPO200600089)
1. Several of the Filterra units are configured in a manner in which they capture little to no runoff.
How does runoff drain from the roof of the proposed Flow Auto building? Will it make it into the
Filterra unit? (This is to make sure roof drains will not tie directly into the pipe system and bypass
water quality.)
2. There is not enough information provided for the detention system to adequately construct it or
verify if detention is adequate. Site specific details are necessary; the provided details are too
generic and are very confusing. Please provide cross section details of the detention system and
plan view section details. Please provide details of the outlet structure. Please indicate the location
of cleanout /inspection points, vents, etc.
3. A letter of approval is required from Filterra.
4. Please provide a stormwater maintenance agreement. Agreements will be needed for TMP 78-
14D, TMP 78 -15D, and TMP 78 -15E.
5. Additional comments may be necessary upon resubmittal.
6. A stormwater bond will be computed once the plans are approved.
C. Erosion Control Plan (WPO200600089)
1. Please provide copies of the needed construction easements. [DSM1 102]
2. There is work shown outside the limits of disturbance in all phases. [VESCH ch. 6 pgs. 13 -141
3. Please show the tree protection and tree protection details on the E &S plans. [VESCH 3.38]
4. In Phase 11, please use inlet protection rather than culvert inlet protection for the 0.2 drainage area
draining to structure 13. [VESCH 3.07]
5. Please address when existing structures 3 and 4 will be connected with the E &S plan. It may be
better to do this during the initial phase (phase 0). Also please address cleaning out the covered up
existing drop inlet (structure 4) in the narrative.
6. Please show permanent stabilization (PS) on the plans. [VESCH 3.32]
7. An E &S bond will be computed once the plans are approved.

Before Engineering can recommend preliminary and final approval to the major amendment, the following
comments must be addressed:
1. One hundred feet on -site sight distance must be maintained by use of curbed islands a minimum 6'
off building corners or other obstructions.
2. Curbing required on all proposed parking areas and travelways with VDOT designation (CG -2,
CG,6)
3. All parking rows must be protected by curbed islands (for both the parallel and perpendicular
spaces). The parallel spaces must be also be protected by curbed islands on the back side (side
adjacent to the canopy. Curb islands must be a minimum 3" in width.
4. Will the existing perpendicular parking area directly adjacent to the guardrail and trees be removed
or relocated?
5. Proposed parking areas cannot exceed 5% grade in any direction.
6. Please provide pavement design /details for proposed paving.
7. Please provide an adequate sidewalk detail: minimum 4" stone base and 4 " of concrete of 3000 psi
at 28 days, or stronger.
8. Please provide Albemarle County general construction notes per Design Manual.
9. The tree protection is shown in the pavement. There doesn't appear to be any work near the trees.
Tree protection is probably not needed.

The Albemarle County Architectural Review Board, at its meeting on November 5, 2007, completed a
preliminary review of the above -noted request. The Board took the following actions.
Regarding the Special Use Permit /Rezoning the Board by a vote of 5:0, forwarded the following
recommendation to the Planning Commission:
The ARB expresses no objection to the special use permit, subject to the following conditions:
1. Vehicles shall not be elevated anywhere on site.
2. Vehicles shall be displayed only in areas indicated for display shown on the plan entitled "Flow
Automotives" prepared by Collins Engineering and dated 9/17/07. Display parking shall be only in
designated striped parking spaces, as identified on this plan.
3. Final site plan approval is subject to ARB approval of the lighting plan (submitted with the site plan).
Maximum light levels on site shall not exceed 30 footcandles.
4. Final site plan approval is subject to ARB approval of the landscape plan (submitted with the site
plan). Landscaping shown on the plan will be required to be in excess of the minimum requirements of
ARB guidelines and /or the Zoning Ordinance to compensate for the negative visual impact of the
proposed use, including but not limited to the use of larger caliper trees, additional evergreen shrubs
and continuous interior planting islands.
Regarding the Preliminary Site Plan the Board made the following comments and suggestions for the benefit
of the applicant's next submittal.
1. Coordinate parking totals and labeled spaces on sheet S -1.
2. Revise the two long internal planting islands to continuous planting islands. Eliminate the gaps in
both islands.
3. Revise the landscape plan to include 3 large shade trees and evergreen shrubs in the long planting
islands located at the interior of the display parking area.
4. In the planting areas that front the EC replace the Inkberry holly with an alternate species and indicate
the plant size as 36" minimum at planting on both parcels.
5. In the planting island the fronts the EC, revise the row of holly to a staggered row on both parcels.
6. Extend the evergreen shrub row that fronts the EC into the end islands that frame the entrance to the
site.
7. Space the large shade trees at 35' on center along the EC on both parcels.
8. Add interspersed ornamental trees along the EC, on both parcels.
9. Revise the existing conditions plan to include the existing plants on the east side of parcel 15.
10. Replace the White pine with an evergreen tree that provides more consistent long term screening and
one that is better suited to the available space.
11. Replace the Hemlock with a more disease resistant tree.
12. Include the VT plant in the plant list or eliminate it from the plan.
13. Provide shade trees on parcels 15 and l 5E at 40' on center along the shared property line. Stagger
these trees.
14. Continue the mixed planting along the full length of the area between parcels 15 and 15E. Do not stop
short of the southern property line.
15. Add Schip laurel to the planting area between parcels 15 and 15E.
16. Provide 2 large shade trees and evergreen shrubs in each end island along the travelway shared
between parcels 15D and 15E.
17. Coordinate the appearance of the three end islands located along the travelway that is shared between
parcel 15D and 15E.
18. Replace the Redbuds with Serviceberry.
19. Coordinate all landscaping with existing and proposed utilities and easements.
20. Include the following note on the landscape plan: "All site plantings of trees and shrubs shall be
allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and
trees shall be pruned minimally and only to support the overall health of the plant."
21. Revise the photometric plan as follows:
a. Use 1.0 as the maintenance factor (LLF).
b. Limit light levels to no greater than 30 footcandles.
c. Show lighting levels out to the property line.
d. Limit spillover at the property line along Route 250 to less than .5 footcandles.
e. Clearly indicate the proposed color for the fixtures on the plan. Bronze is recommended.
22. Resolve the grading issues on the west and south sides of the site regarding retaining walls, level
planting area, filteras, etc. Include proposed grading on the landscape plan.
23. Provide revised architectural elevations for the addition to the existing building. Coordinate the size of
the building illustrated in the elevations with the size of the building illustrated on the plan. Maintain
the window at the south end of the west elevation in the revised design.
24. Add an understory of evergreen shrubs in the island between the Entrance Corridor and the
maintenance building to the south.
25. The shade trees shall be a minimum of 3 '/" caliper. Ornamental trees and other understory trees shall
be a minimum of 8' in height. Shrubs shall be a minimum of 3' in height.

Revised drawings addressing the comments listed above are required. Include updated ARB revision dates on
each drawing. Please provide a memo including detailed responses indicating how each comment has been

Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval.

Below are VDOT's comments on the Site Plans for the April 3 2007 Site Review Committee
Meeting:
SDP - 2008 -00038 Flow Automotive -Final (Megan Yaniglos)
Adjacent property TMP -78 -15 has a site plan to continue the right turn lane. Effort
should be made to coordinate the construction of these sites to minimize traffic
interruption and construction costs.
The radius of 13 feet at the east end of the property should be 25 feet and CG -6 should be
used.
The flow line at the eastern entrance should be adjusted to allow for future extension of
the right turn lane. Sight distance towards the east needs to be shown at this entrance.
The drainage areas need to be checked on the road sections. It appears that the centerline
of the road is the divide and this section of road is in a full super section. Structure EX5
needs to be relocated instead of removed and because the spread on EX -4 is greater than
the allowable spread.

Proffered items under phase III road construction are supposed to be complete prior to
this site plan approval.
Proffer V- 5.3.1 -ci is missing from the proffers at the beginning of the plan.
The ingress to the site off route 29 should either be a yield condition or accommodate a
proper merge according to AASHTO standard merge lengths.
The egress onto route 29 needs to have a lane configuration and lengths to accommodate
the queue from the traffic study queue analysis.
The lane shifts on route 29 need to be a minimum of 720 feet in length. The lane shift on
Northwest Passage needs to be in accordance with the design speed of the road.
The CG -6 on the north side of the entrance needs to have a minimum 12 foot offset and
an appropriate taper to tie back into the pavement on route 29.
Road and drainage plans will be needed with the final site plan.
A Land Use Permit will be needed for any work within the VDOT ROW.

2. The disturbance of existing areas of critical slope will require a waiver by the Planning
Commission. [18 -42, 14 -304]
3. One hundred feet on -site sight distance must be maintained by use of curbed islands a minimum 6'
off building corners or other obstructions. Please provide curbed islands (minimum 3'x6') at the
northeast and southeast corners of the existing portion of the building.
4. All parking rows must be protected by curbed islands. The proposed parallel parking along the
eastern property line of the site must be flanked by curbed islands. [18 -4.12]

The request for a waiver to develop on areas of critical slope for grading incorporated with the new
construction proposed on TMP's 78 -15D and 78 -15E was received on 15 April 2008. The existing critical
slopes and proposed grading are shown on the Final Site Plan dated February 20, 2008.
The engineering analysis of the request follows:
Description of critical slope area and proposed disturbance:
The critical slope areas within TMP's 78 -15D and 78 -15E appear to contain both natural and man -made
slopes. The apparent man -made slopes appear to have been embankments created when asphalt and gravel
parking and travelways were constructed on the Flow Automotive site. The presumably natural critical
slopes are wooded low spots on TMP 78 -15E.
The critical slope disturbances are in the form of commercial construction including parking spaces,
landscaped curb islands, underground detention and stormwater facilities.

Below, each of the concerns of Zoning Ordinance section 18 -4.2 is addressed:

on this site are small and scattered. In most cases, the slopes are being tilled over rather than
cut into. Large scale movement of soil and rock is not anticipated to occur as a result of this
construction.

Plan which is being reviewed for County compliance. Stormwater facilities are being

proposed to control the drainage generated by this site through underground detention and
proper conveyance systems. Excessive stormwater runoff is not expected as a result of
disturbance of these critical slopes.
3. "siltation of'zurtrncrl crncl nurzz -Horde hoclies nf'lruter ": The applicant has submitted an
Erosion and Sediment Control Plan which is being reviewed for County compliance. The
submitted Plan consists of two phases — the first providing E &S control measures during
earth - moving activities such as dust control, silt fence and temporary seeding, and the second
proposing storm sewer inlet protection and permanent seeding on exposed ground during the
final stages of construction. These measures are anticipated to reduce sediment -laden runoff
from leaving the site. Inspection and bonding by the County will ensure siltation control
during construction. Proper stabilization and maintenance will ensure long tern stability.
4. "lass crf aesthetic r•esotwce ": The disturbance of the existing critical slopes with this
development does involve the removal of existing trees. The applicant has submitted a
detailed landscaping plan which includes the addition of several trees and shrubs
anticipated to screen and enhance the proposed parking area. This site is located within
the highly visible Entrance Corridor along Route 250, and is therefore subject to approval by
the ARB.
5. "septic effluent ": No septic systems or drainfields are proposed in this project. This site is
accessible to the public sanitary sewer system.
This site does drain into a waterway that is a public drinking water supply for Albemarle County. No
portion of this site plan is located inside the 100 -year flood plain area according to FEMA Maps, dated 04
February 2005.
Based on the above review, there are no engineering concerns which prohibit the disturbance of the critical
slopes as shown on the plans.
