A. Site Plans (SDP200800009)
1. Please provide the date and source of the topographic information.
2. Sheets C -3, C -4, C -7, M -2, A -3, S -5, and E -3 are listed in the sheet index but are not included in
the plans.
3. All slopes 25% and over (critical slopes by County Zoning Ordinance) are to be shaded on the
plans.
4. Existing 25% and over slopes cannot be disturbed without a waiver granted by the Planning
Commission.
5. Entrances cannot exceed 4% grade for a distance of 40' from the intersected street.
6. VDOT approval is required for any plan affecting public right -of -way.
7. Please provide a pavement design for all proposed pavement sections.
8. Albemarle County general construction notes are required verbatim on the plans (a copy of the
notes follows the comments).
9. Additional comments may be necessary. Only a 90% review could be completed, as only a 90%
submittal was provided.
B. Erosion Control Plan
10. The plans indicate that the amount of disturbance will exceed 10,000 sq. ft. Please provide a WPO
application and appropriate fee for E &S. A courtesy review follows:
11. Please provide an adequate E &S narrative. Reference the County Engineering design manual and
the VESCH ch.6 pg 13.
12. Please provide the County erosion control notes verbatim in the narrative (a copy of the notes
follows the comments).
13. Please show the limits of clearing and grading on the plans. All disturbances, entrances, staging
and parking areas, areas where sediment laden runoff will cross, or any construction related
activities must be shown within the limits of clearing and grading.
14. Please provide the dust control (DC) symbol on the plans.
15. Please provide the temporary stabilization (TS) and permanent stabilization (PS) symbols on the
plans.
16. Please provide existing drainage divides on the plans.
17. Please provide the existing soil boundaries with labels on the plans.
18. The partially buried headwall shown on the plans should be cleaned out to provide adequate
drainage.

20. An E &S bond will be computed once the plans are approved.

General Construction Notes
1. Prior to any construction within any existing public right -of -way, including connection to any
existing road, a permit shall be obtained from the Virginia Department of Transportation (VDOT).
This plan as drawn may not accurately reflect the requirements of the permit. Where any
discrepancies occur the requirements of the permit shall govern.
2. All materials and construction methods shall conform to current specifications and standards of
VDOT unless otherwise noted.
3. Erosion and siltation control measures shall be provided in accordance with the approved erosion
control plan and shall be installed prior to any clearing, grading or other construction.
4. All slopes and disturbed areas are to be fertilized, seeded and mulched.
5. The maximum allowable slope is 2:1 (horizontal: vertical). Where reasonably obtainable, lesser
slopes of 3:1 or better are to be achieved.
6. Paved, rip -rap or stabilization mat lined ditch may be required when in the opinion of the County
Engineer, or designee, it is deemed necessary in order to stabilize a drainage channel.
7. All traffic control si shall conform with the Virginia Manual for Uniform Traffic Control
Devices.
8. Unless otherwise noted all concrete pipe shall be reinforced concrete pipe — Class III.
9. All excavation for underground pipe installation must comply with OSHA Standards for the
Construction Industry (29 CFR Part 1926).
General construction notes for Erosion and Sediment Control plans
1. The plan approving authority must be notified one week prior to the pre - construction conference,
one week prior to the commencement of land disturbing activity, and one week prior to the final
inspection.
2. All erosion and sediment control measures will be constructed and maintained according to
minimum standards and specifications of the Virginia Erosion and Sediment Control Handbook
and Virginia Regulations VR 625 -02 -00 Erosion and Sediment Control Regulations.
3. All erosion and sediment control measures are to be placed prior to or as the first step in clearing.
4. A copy of the approved erosion and sediment control plan shall be maintained on the site at all
times.
5. Prior to commencing land disturbing activities in areas other than indicated on these plans
including, but not limited to, off -site borrow or waste areas), the contractor shall submit a
supplementary erosion control plan to the owner for review and approval by the plan approving
authority.
6. The contractor is responsible for installation of any additional erosion control measures necessary
to prevent erosion and sedimentation as detennined by the plan approving authority.
7. All disturbed areas are to drain to approved sediment control measures at all times during land
disturbing activities and during site development until final stabilization is achieved.
S. During dewatering operations, water will be pumped into an approved filtering device.
9. The contractor shall inspect all erosion control measures periodically and after each runoff -
producing rainfall event. Any necessary repairs or cleanup to maintain the effectiveness of the
erosion control devices shall be made immediately.
10. All fill material to be taken from an approved, designated borrow area.
11. All waste materials shall be taken to an approved waste area. Earth fill shall be inert materials
only, free of roots, stumps, wood, rubbish, and other debris.
12. Borrow or waste areas are to be reclaimed within 7 days of completion per Zoning Ordinance

section 5.1.28.
13. All inert materials shall be transported in compliance with section 13 -301 of the Code of
Albemarle.
14. Borrow, fill or waste activity involving industrial -type power equipment shall be limited to the
hours of 7:00am to 9:00pm.
15. Borrow, fill or waste activity shall be conducted in a safe manner than maintains lateral support, or
order to minimize any hazard to persons, physical damage to adjacent land and improvements, and
damage to any public street because o slides, sinking, or collapse.
16. The developer shall reserve the right to install, maintain, remove or convert to permanent
stormwater management facilities where applicable all erosion control measures required by this
plan regardless of the sale of any lot, unit, building or other portion of the property.
17. Temporary stabilization shall be temporary seeding and mulching. Seeding is to be at 75 Ibs /acre,
and in the months of September to February to consist a 50150 mix of Annual Ryegrass and Cereal
Winter Rye, or in March and April to consist of Annual Rye, or May through August to consist of
German Millet. Straw mulch is to be applied at 80lbs'100sf. Alternatives are subject to approved
by the County erosion control inspector.
18. Permanent stabilization shall be lime and fertilizer, permanent seeding, and mulch. Agricultural
grade limestone shall be applied at 901bs /1000sf, incorporated into the top 4 -6 inches of soil.
Fertilizer shall be applied at 1000lbs /acre and consist of a 10 -20 -10 nutrient mix. Pennanent
seeding shall be applied at 1801bs /acre and consist of 95% Kentucky 31 or Tall Fescue and 0 -5%
Perennial Ryegrass or Kentucky Bluegrass. Straw mulch is to be applied at 80lbs /100sf.
Alternatives are subject to approved by the County erosion control inspector.
19. Maintenance: All measures are to be inspected weekly and after each rainfall. Any damage or
clogging to structural measures is to be repair immediately. Silt traps are to be cleaned when 50%
of the wet storage volume is filled with sediment. All seeded areas are to be reseeded when
necessary to achieve a good stand of grass. Silt fence and diversion dykes which are collecting
sediment to half their height must be cleaned and repaired immediately.
20. All temporary erosion and sediment control measures are to be removed within 30 days of final
site stabilization, when measures are no longer needed, subject to approval by the County erosion
control inspector.

The County of Albemarle Division of Zoning and Current Development will grant or
recommend approval of the final site development plat referred to above once the

Section 32.5.6
A) The Final Site Plan shall contain the following information on the cover sheet

plan topography

Additional Information needed on the site plan is as follows:

Below are VDOT's comments on the Site Plans for the February 21` 2007 Site Review Committee
Meeting:
5 008-00009 Red Hill Water System — Final (Gerald Gatobu)
Sight distance needs to be shown on the plan.
The grade from route 29 needs to be designed in accordance with the commercial
entrance standard CG -11. Please show the entrance profile and that it is designed to the
CG -11 standard.
It looks like there will be a break in the guardrail at the location of the driveway.
Appropriate end treatments need to be installed for a guardrail break.
Although this plan does not include the 4" water mains, I noticed that these are proposed
in the shoulder of route 29. Typically this location is not permitted for longitudinal utility
installations. The applicant should contact the VDOT Charlottesville Residency office to
set up a meeting on the proposed installations prior to submitting the pipe plan.
All proposed work within the VDOT ROW needs to be permitted through the VDOT
Charlottesville office.
SDP - 2008 -00012 South Pantops Condominiums —Prel. (Patrick Lawrence
A pavement widening joint needs to be shown for rte. 1140
Drainage structure ST -813 will cause complications for future extension of the sidewalk.
Drainage easements need to be shown for pipes or structures conveying water away from
the state road.
Final plans will need to include pavement and drainage calculations.

The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on Monday,
March 17, 2008. The Board unanimously approved the request, pending staff administrative approval of the
following conditions:
1. Revise all pertinent drawings to show the proposed 8' tall, black chain link gates relocated to where
the parking area /turnaround and entry drive intersect, 20' north of the pump house. Eliminate all
proposed chain link fencing currently shown along the entry drive. Revise the landscape proposal by
replacing the Southern Waxmyrtle shrubs, proposed along the north edge of the parking
area /turnaround, with evergreen shrubs (not semi - deciduous), 5 tall minimum at planting, with mature
heights of 8' minimum. Show the proposed plantings in an informal irregular layout. Revise the
grading in this area as necessary to provide an adequate shelf area for accommodating the shrubs.
2. Provide proof that VDOT has approved grading and planting in the Route 29S right -of -way. Revise all
pertinent drawings to show a reforestation of the proposed slopes along the east and west sides of
the entry road with Virginia Red Cedars, 5' tall minimum at planting, 10' on center.
3. Revise Sheet L -1 Site Plan Layout and Landscape Plan to indicate the location of the proposed wall
pack style fixture WLA- Directolite Wall Light. Include the model number, light source (metal halide,
halogen, etc.), and housing color /finish on the plan. Metal halide lighting, in housing with a bronze
matte finish, is preferred. Add a note to the drawing stating The proposed light fixture is for
maintenance purposes only and controlled with a motion sensor limiting illumination to 15 minutes or
less at a time.
4. Revise Sheet L -1 Site Plan Layout and Landscape Plan to show the location of the proposed Stock
Pile and Staging Area and include a note on the drawing stating All proposed stock pile and staging
areas are to be removed and returned to their previous condition prior to the issuance of a Certificate
of Occupancy.
5. Revise the site plan Cover Sheet by removing the 90% Submittal reference so the sheet title would
read Red Hill Water System, Final Site Development Plan.
6. Revise Sheet A -2 Architectural Location, Plans, Section, and Elevations to reference all proposed
materials and colors, including manufacturer's product ID, for the pump house and hydropneumatic
tank.
7. Revise Sheet L -1 Site Plan Layout and Landscape Plan by providing the owner's signature on the
Tree Conservation Checklist.
8. Revise all drawing dates by including the month, day, and year.
9. Correct the misspelling of North in the drawing North Elevation located on Sheet A -2 Architectural
Location, Plans, Section, and Elevations.
10. At the applicant's option the Leyland Cyprus can be replaced with Cedars. (Not mandatory by the
ARB, but just an option).
11. Reduce the width of the driveway to 12' and revise grading to reduce the disturbed area accordingly.
12. The materials submitted at the meeting are approved.
Please provide:
1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision
dates on each drawing.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting
the changes in the drawing with "clouding" or by other means will facilitate review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to
ensure proper tracking and distribution.
When staff's review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.
